Lavadia bags CSC’s regional PAG-ASA award for the CLEAR system

Tagbilaran City’s Disaster Risk Reduction and Management (DRRM) Officer Gerard Lavadia bags the Civil Service Commission (CSC) 7 regional Pag-asa Award. This is for his project on the Communication Line for the city’s Emergency Alarm and Response (CLEAR) program, according to a report from the City Media Bureau.

The CSC Pag-asa Award is given to an individual or group of individuals for his/its outstanding contribution/s resulting from an idea or performance that directly benefits more than one department of the government. 

Lavadia’s  CLEAR was cited by the CSC as an innovative feedback mechanism that can help disaster response more efficient.

Most early warning systems did not integrate the feedback mechanism, the City Media Bureau said in its report.

To date, lives were saved due to the CLEAR system. The unique feedback component of the system is made possible through the yellow phone attached to the LED boards located in strategic places in the city.

The phone is directly connected to the City DRRM Command Center 24/7. The caller does not need to dial any number to get some help. Once a caller picks up the receiver, the system will automatically connect the caller to the command center. The response is immediate and an ambulance with trained medical responders will go directly to the area where an emergency has occurred.

The CLEAR system yellow phones, which can only be found in Tagbilaran City, are situated in 12 strategic locations. The phones are mounted at the following areas: Tagbilaran City Square, Pook Pantalan, Causeway, Bool Junction, VP Inting Street, City Hall, Dao Barangay Hall, San Isidro Barangay Hall, Ace Hospital, Ubujan, Manga Market, and Dampas Barangay Hall. 

Aside from providing the needed feedback from the constituents, the CLEAR system is also an early warning device, which has a LED board that flashes weather updates, warnings, and reminders before and after a calamity. It is also equipped with a speaker for emergency announcements.

Moreover, blinkers are also attached to the LED boards, which are immediately turned on during emergencies. A built-in camera is also included in the system. 

Almost 90% of the calls received from the CLEAR system are medical emergencies.

Following Lavadia‘s latest achievement, he advances as a semi-finalist in the national level of the CSC Pag-asa Award.

Tagb’s CSWD cops DSWD’s PaNata ko sa Bayan-GAPAS award

The City Social Welfare and Development of Tagbilaran cops the  Department of Social Welfare and Development (DSWD) region 7’s Pagkilala sa Natatanging Kontribusyon sa Bayan (PaNata ko sa Bayan) – Gawad sa Paglilingkod sa Sambayanan (GAPAS) award in a virtual awarding ceremony, the City Media Bureau said in a report.

The DSWD region 7 awarded its outstanding local government units, partners and volunteers, during the agency’s 70th Anniversary Celebration, which was keynoted by the DSWD Secretary Rolando Joselito Bautista.

The PaNata ko sa Bayan – GAPAS Awards in Region 7 cited Tagbilaran City as the Outstanding Local Government Unit (LGU) in the Implementation of the Sustainable Livelihood Program – Employment Facilitation Model. 

City Social Welfare Officer Cirena Sia and Public Employment Services Officer Markc Borja received the award in an online awarding ceremony.

The PaNata ko sa Bayan – GAPAS awards are given to local government units which implement the programs and services of the DSWD such as sustainable livelihood program and micro enterprise and employment facilitation models with convergence initiative.

City Mayor John Geesnell Yap II congratulated the CSWD for a job well done.

“Indeed your efforts did not go unnoticed. We commend your service and dedication. Also, your efforts during this time of pandemic are also laudable. From the distribution of financial and relief assistance to the marginalized and provision of skills training to the under-privileged, your agency has indeed risen to the challenge”, Yap said.
