Veterans need to be honored and remembered – Sevilla

The Bohol Dagohoy Veterans Association joined the commemoration rites of the 80th anniversary of the Liberation of Bohol, held at the Philippine Ports Authority – Bohol Port in Tagbilaran City on May 25, 2025.

The association president and former national trustee of the Board of Trustees of the Veterans of World War II, retired Brig. Gen. Joseph G. Sevilla, led the two surviving World War II veterans — Aurelio Amolong and Candida Mar — along with AFP post veterans, spouses, sons, daughters and descendants of veterans. They participated alongside the Philippine Veterans Affairs Office (PVAO-DND) Field Service – Bohol; provincial, city, national and local government units and agencies; members of the Armed Forces of the Philippines, Philippine National Police, other uniformed services; and the patriotic people of Bohol during the wreath-laying and military 21-gun salute ceremonies.

The event began with a Eucharistic Mass celebrated by the Rev. Fr. James Darunday of the AFP Chaplain Service Reserve.

Gen. Sevilla recalled that the campaign for the liberation of Bohol was one of the most successful resistance movements in the Philippines during World War II. 

He credited the Boholano freedom fighters of the Bohol United States Forces in the Philippines (USFIP), under the command of Col. Ismael Ingeniero, and his gallant officers: Cols. Vicente Nunag, Esteban Bernido, Eutiquiano Achacoso Jr., Zolio Hagunos, Lutero Gallardo, Alberto Darusin, Bernardo Salazar, Bartolome Cabangbang, Juan Relampagos, Gavino Lapura, Melanio Ligan, Martin Maliwanag, Vicente Sanchez, Juan Galia, Sofio Bayron, Anastacio Manigque and others.

The guerrilla command was initially led by the brave freedom fighter, the late Maj. Vicente Cubero, also known as “Captain Francisco Salazar,” who died in action during the Battle of Ubujan in Tagbilaran on Oct. 22, 1942.

Sevilla also honored the selfless service and sacrifices of the national and guerrilla-led provincial government of Bohol, and later the civil/Commonwealth government under Provincial Governor Conrado Marapao.

He highlighted the contributions of prominent political leaders such as Carlos P. Garcia, Teodoro Abueva, Celestino Gallares, Agapito Hontanosas, Pio Ferandos, Victoriano Tirol Sr., Genaro Visarra, Olegario Clarin and others who helped uplift the morale and patriotic spirit of the people in supporting the resistance against the Japanese invaders.

Sevilla emphasized that the strong collaboration between the Bohol Guerrilla Force, local governments and the civilian population during the guerrilla campaigns significantly facilitated the landing of American liberation forces led by Maj. Gen. William H. Arnold, commander of the American Division. Gen. Arnold formally declared the liberation of Bohol on May 25, 1945, which was later followed by Gen. Douglas MacArthur’s announcement of the complete liberation of the Philippines on July 5, 1945.

Low Carbon Economy bill discussed at House panel

First District Rep. Edgar Chatto

Outgoing First District Rep. Edgar Chatto presided over the final committee meeting of the House panel on climate change and discussed the pending low carbon economy bill.

Speaking to Ardy Araneta Batoy on Friday, chief of staff Abeleon Damalerio discussed the importance of the pending bill as the country grapple with the effects of climate change.

The panel discussed the consolidated bilL, which has become House Bill No. 11375 and the measure is due for third and final reading.

Damalerio said that it would be the last week of session for the 19th Congress, but Chatto is still squeezing every inch of opportunity to pass one of the most important bills in the quest to counter the effects of climate change.

The low carbon economy bill aims  to promote a cleaner environment by limiting greenhouse gas emissions from the industrial and commercial sectors. It often involves implementing an emission cap-and-trade system, allowing companies to trade greenhouse gas emission allowances.

Damalerio said Chatto remains true to his mandate and works to forge legislation as his term is set to end at noon on June 30, 2025.

Damalerio said Chatto’s zest to serve remains at a high level even though he has only a few days left in his term as member of the 19th Congress.

LIVELIHOOD PROJECTS

Despite having a few days left, Chatto partnered with the Department of Labor and Employment (DOLE) and Alliance of Informal Settlers Organization (AISO), where DOLE funds were funneled to AISO and the funds were used to start small businesses and other livelihood projects.

Some examples of livelihood activities, Damalerio said. are barbecue vending, dry goods retailing, fishing, and street food vending, among others.

Damalerio said the program helped around 20 individuals given livelihood based on their skills and abilities and this is made possible with the help and support of Chatto as Damalerio said Chatto’s office is grateful to DOLE and AISO for the partnership leading to the livelihood program.

Damalerio said this was not the first time Chatto helped in the livelihood program for informal settlers as there were similar programs initiated by the solon after his term as Bohol governor.

LIMITLESS PASSION

Damalerio said Chatto’s concern and love to Boholanos are not hindered by term limits.

Even though, Chatto reverts into private life by noon of June 30, 2025; his mind and heart remains open for people who need his help and support. He will help in whatever capacity, Damalerio said.

Damaleio is confident that Chatto will use his connections and network in bringing help and support to the people of Bohol, which he served as a public servant since the 1980s when he started his political career at the defunct Kabataang Barangay now known as Sangguniang Kabataan.

Damalerio said that Chatto helped a person from Dauis who reportedly overstayed in Hong Kong and the congressman networked with the Department of Migrant Workers and was informed that the Boholano is already back home.

TESDA boss explains certifications

The chief of the Technical Education Skills Development Authority (TESDA) explains the programs on competency assessment and certification.

Carlito Quintano, the provincial director of TESDA Bohol said the certification is part of the agency’s mandate  and measures the aptitude of trainees, demonstrating the skills in relation to the training obtained.

He spoke over Open Forum on Monday and he said the competency assessment and certification for workers is exclusively given to existing workers in different industries who lack the national certification.

The certification could be availed of for free for Boholanos who want to get a national certification from TESDA, he said.

This program is for actual workers who may or may not have been trained under TESDA, but have the experience. As the graduates without experience are concerned, he said that these graduates will have to undergo another track of competency assessment and certification.

Only a selected range of workers may avail themselves of the program and will not cover every sector of the economy. The sectors include electrical, motorcycle, driving, carpentry, welders, masonry, dressmaking, and balers and cooks, he said.

He  added by sayng that the assessment is recognized by the industry. Some employers require the national certification from their workers as TESDA supervises the non-degree programs.

He further said that those with national certificates have an edge when it comes to getting a job  as this proves their competency and ability to perform the tasks needed in a certain sector. In effect, he said, the national certification is like a proof of their abilities similar to how the Professional Regulatory Commission (PRC) tests professionals and provides licenses to them in order to practice a profession.

It was also discussed that national certificate holders may apply for government posts which require skilled laborers.

He said those with national certification obtains an edge compared to other workers without the certification. The certification enables the worker to demonstrate that he or she is competent.

Quirog weighs in on alleged black rice controversy

Provincial agriculturist Liza Quirog on Tuesday weighed in on the alleged black rice controversy.

Quirog was in the National Strategic Workshop spearheaded by the Department of Agriculture (DA) where stakeholders in the agriculture sector met for discussions on the future of agriculture in the country, when she spoke to Ardy Araneta-Batoy via phone patch over Newsmakers radio program.

Quirog said that there are varieties of black rice being sold in the market as there are black rice behaving like normal rice. She said there is black rice that behaves like glutinous rice or locally known as “pilit” and this kind of black rice is otherwise known as “tapol.”

Quirog advised buyers to ask the sellers about the variety of black rice they purchased whether it is plain rice, or tapol or any other variety.

This issue stems from the complaint lodged by a consumer who alleged that the black rice he purchased had the black color faded when the rice was washed and allegedly exhibited pink in color after washing.

Quirog said the varieties of black rice depend on the genetics of the plant as some varieties exhibit glutinous features while other black rice don’t have the glutinous features.

There is also the possibility that black rice is being mixed with white rice. In this connection, she advised consumers to be meticulous about whether there is white rice being mixed with black rice.

Quirog said it is possible for black rice to lose its color when washed and cooked and she said that she experienced such occurrence before. It is possible, she said that the intensity of the color declines when the black rice would appear purple in color.

The decline in the color intensity may be a result of the particular black rice’s nature as some of the color may be washed off during the washing process. She said there are varieties where black rice is able to retain its color intensity despite being washed.

Quirog appealed to the public not to wash the rice intensely in order to prevent nutrient loss as some of the nutrients may be in the bran or coat of the rice.

She said it would be best to subject the alleged controversial black rice to lab testing to find out if there were colors added to the black rice and faded when washed.

Reports say the controversial black rice was submitted to a laboratory testing and the results remain pending as of press time.

She said that is possible to study such phenomenon as the province’s soil and water lab is due to open soon and once it opens, a slew of studies may be made there including the possibility where colors have been added to food such as the black rice.

She said red and black rice tend to have more nutrients compared to normal white rice. She also said a chemical called anthocyanin carries anti-oxidants that can help improve health, as she added the deeper the color of the rice, the higher the antioxidant content.

She said one of the reasons why black or red rice is more expensive compared to white rice is because the former contains more nutrients than the latter.

Another reason is that red and black rice’s yield is comparatively low than white rice and in turn the law of supply and demand kicks in, she said.

She added that due to intense processing, white rice may lose me of its nutrition compared to less milled rice like what is being called as brown rice.

PDRRMO suggests diving incident simex

The Provincial Disaster Risk Reduction and Management Office (PDRRMO) suggested the conduct of dive incident simulation exercise (simex) to provide responders the necessary skills in order to respond to emergencies.

The simex will be focusing on reponders from Baclayon town, where recently two Korean nationals died due to a diving mishap.

PDRRMO chief Anthony Damalerio suggested the simex in order to train responders on how to answer emergencies at sea especially for divers in distress.

To recall, two Koreans died when they dove into the waters off Pamilacan Island, which led to the suspension of water activities in Baclayon ordered by Mayor Alvin Uy.

Damalerio made the suggestion to the members of the Sangguniang Bayan in a recent meeting where according to Damalerio, the training is seen to prevent similar instances in the future where tourists may lose their lives because of diving mishaps.

It was still unclear how the divers met their deaths as the whole incident is being investigated.

Observers say that there is a need to provide the right skills to responders who will be saving the lives of tourists in distress.

The same observers say such move to train the responders may also bring trust and confidence to tourists who will be making trips to Bohol as the province has become a favorite among foreign visitors.

Carmen to host Brigads Eskwela kick-off

Carmen Elementary School in Carmen town will be hosting the kick-off ceremonies for this year’s Brigada Eskwela, reports say.

The regional kick-off of the annual school  tradition will be held in the said town on June 9, 2025, the same reports added.

Department of Education (DepEd)-Bohol superintendent Dr. Fay Luarez said the kick-off will be led by DepEd regional director Salusiano Jimenez.

Moreover, the activity will be attended by teaching and non-teaching personnel of the department as a way to usher in the new school year.

The Brigada Eskwela is an activity where stakeholders converge to help spruce the classrooms as the new school year starts. The new school year will start on June 16, 2025 and will end on March 31, 2026.

The Brigada Eskwela will last until June 13, 2025 as Luarez said the said school was chosen as it is a perfect venue  for the kick-off activity.

Other DepEd officials around the region will have similar kick-off activities for Brigada Eskwerla.

Moreover, some volunteers and even the parents will have the opportunity to participate in the annual Brigada Eskwela, which is a way to make the classrooms more conducive to learning.

Fish buy back program ordinance filed in SP

Third district Board Member Nathaniel Binlod has filed a proposed ordinance to establish a buy-back program to lower fish prices.

The ordinance is seen as a solution to the concerns of the people about high fish prices. The prices of fish in Bohol remain costly for the average consumer in the province.

Comparing fish prices to neighboring places, the prices of fish in Bohol remain high and this is a concern for the people.

The proposal seeks to eliminate the trading layers and help bring down the price of fish, Binlod said.

He wants to bypass the trading layers as these add to the price. Bypassing the trading layers means that the price will be lower and more affordable as the middleman will be cut from the loop.

He said that at least four price layers are added to the fish prices before consumers grab a hold of fish stocks making fish prices less affordable.

The program will ensure that the trading layers and the consumers will be seeing prices that nearly mirror the prices dictated by fisherfolks.

Fish prices have been a perennial problem in Bohol and have been an election issue and the proposed ordinance will be aiming to address the issue.

PAGASA predicts 1 or 2 typhoons to enter PH

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) has forecasted the possibility of a typhoon or two entering the country this June.

This comes ae the state weather bureau already declared the start of the rainy season in the country.

As this developed, Bohol has experienced rainshowers in the afternoon and also during early mornings.

On Tuesday evening, Tagbilaran and nearby areas experienced heavy rainshowers.

PAGASA said the expected typhoons may probably make a landfall in southern Luzon or eastern Visayas although the typhoon may recurve and spare the nation.

Even if the typhoons don’t make landfalls, these weather disturbances may also draw the monsoon and cause heavy rains in most parts of the country.

Currently, PAGASA has not detected any low pressure area that may affect the country.

The rainy season brings floods in most areas in the country as rains may also cause landslides in some places in Bohol as well floods in the flood-prone areas of Tagbilaran City.

Rains may also ease the hot weather brought about by the previous dry season. These rains will usher in the colder months in the last quarter of the year.

No restrictions imposed on air, sea ports

There is no directive coming from the Department of Health (DOH) to impose restrictions in seaports or airports in the country including those located in Bohol.

Restrictions could be one of the ways to prevent the spread of infectious diseases such as mpox.

According to the Provincial Health Office (PHO), the protocol remains the same in the port of entry into Bohol as the cases of mpox remain at a manageable  level. There is no confirmed mpox case in Bohol, the PHO said.

However, there are protocols that will be implemented once these get green lighted and will be imposed at the ports of entry. The implementation may come when the number of cases surge in other areas of the country.

The PHO hopes that the restrictions will not be imposed to avoid economic disruptions like what happened at the height of the Covid pandemic.

During the pandemic, several flights were cancelled and the tourism industry suffered, as Bohol’s main economic backbone. 

Home quarantine for close contacts of suspected mpox patients

The family members of the suspected mpox patients in Tagbilaran City are in home quarantine.

There are five patients who are suspected to be infected with mpox, however, as of this writing, there are no confirmed cases in Bohol.

The five suspected cases are now recovering and closely monitored by health authorities.

According to City Primary Care Facility spokesman Robin Culpa, three patients and their families have been quarantined as the two patients are close contacts of the other patients.

He said, aside from the five patients who showed symptoms, their family members who had close contacts with them are being quarantined.

This comes as the result of the swab test is being awaited and such test  will confirm whether or not mpox has reached our shores.

Swab samples from suspected cases were sent to the Research Institute for Tropical Medicine (RITM) and it takes several days from submission before the results could be released, according to reports.

Cuipa said it might take a month before the patients who are suspected to be infected with mpox will be released from isolation even if the lab test results have been released and will await until the complete disappearance of the symptoms.

The patients had no travel history but they had exposure to a similar infection like chicken pox, The suspected cases affected three females and two males, reports add.

Among the symptoms are blistered skin, fever, fatigue, body malaise, and inflammation of lymph nodes.

The city and the barangay involved are helping the persons in isolation by providing food provisions and other needs, Culpa reported.

He urged the public to avoid skin-to-skin contact especially with strangers and to avoid kissing and hugging with people showing symptoms of mpox. If this cannot be avoided, people should wear personal protective equipment.

Experts also say that it is best not to go to crowded areas to avoid physical contact. Culpa  also said that even if the disease is not airborne he suggests people to wear face masks.

Tagbilaran city mayor Jane Yap called on the public to remain calm but vigilant for any symptoms and to also spread the correct information.
Once symptoms appear, the public is urged to consult a doctor right away.

Man nabbed for alleged drugs in Bien Unido

A man was arrested following a buy bust operation in Bien Unido on June 1,  2025.

The suspect was arrested after engaging with a poseur buyer in the said buy bust operation conducted in barangay Poblacion.

The suspect was identified as a certain James Sayson, 25, of barangay Poblacion, Bien Unido.

At least three small sachets containing alleged shabu were taken from the suspect’s possession and estimated to weigh more or less 0.15 grams and valued at P1,020.

The inventory of the seized effects was witnessed by barangay officials and local media.

Charges of violation of the Dangerous Drugs Act of 2002 await the suspect.

Woman stabbed, dies in Valencia

A woman was stabbed dead allegedly by her live-in partner while she was sleeping in her home in Valencia on June 1, 2025,

The victim was identified as Mirasol Lagare was allegedly killed by the suspect identified as Mario Dairocas, 47.

The police received information about the incident from a concerned citizen that an alleged crime was committed in barangay Botong.

Based on the account of the 11-year-old child of the couple,  the suspect was seen anxious and has issues sleeping  and allegedly stabbed the victim without provocation. The suspect stabbed the victim on the chest using a 16-inch knife.

The victim tried to protect herself but was allegedly stabbed again by the suspect leading to the victim’s death.

The suspect was taken into custody by the police as he will be facing charges soon.

Bohol police express support for new PNP chief

The Bohol Police Provincial Office (BPPO) expressed support for the installation of the new chief of the Philippine National Police (PNP), who is Gen. Nicolas Torre III.

Torre, was the chief of the Criminal Investigation and Detection Group (CIDG), before assuming the police organization’s top post.

Torre was installed as the 31st chief PNP on rites last Monday with President Marcos leading the installation activities.

Torre replaced Gen. Rommel Marbil who retired from the service after reaching the retirement age of 56.

Col. Arnel Banzon, BPPO chief, said his men and women are ready to support the plans and programs of the new PNP chief as he hopes Torre will be an effective leader of the more than 300,000-strong police organization in the country.

Torre is a history maker as he is the first graduate of the Philippine National Police Academy (PNPA) to become PNP chief as in the past the chiefs come from the Philippine Military Academy (PMA).

Torra said  that aside from better police visibility, he wants better access to police help and faster response time to incidents.

Banzon said he supports the plans of the new chief in order to provide better service in the maintenance of peace and order in the country.

Bishop Uy tells newly reassigned priests to take careof new flock

Tagbilaran bishop Alberto Uy kindly spoke to the clergy who are reassigned to new posts to take care of their new flock.

At least 120 priests were affected by the reassignment after serving their previous post for five years.

The diocese of Tagbilaran started the reshuffling on the first working day of June.

Uy made the appeal during the eucharistic celebration and general installation of priests to their new posts on Monday at the St. Joseph’s Cathedral.

Uy said that it is really saddening to leave people who have become family but the Lord has a reason for the reassignment, the bishop said.

“This moment is not easy for many of our priests and parishioners. Let’s be honest, reshuffling hurts, it hurts to leave people who have been like family,” he said in his homily.

He said the truth that the priests are being sent and when God sends priests, even pain has a purpose.

He advised the priests not be sad and to pray to God to learn how to love the new flock, as the priests will be assigned to new roles after five years.

He urged the priests to serve with humility and maintain unity among the clergy as they take on new challenges ahead.

He also appealed to the parishioners to open their hearts as they are not losing a priest but gaining a new witness of God’s love.

School enrollment starts next week

School enrollment for school year 2025-2026 will start this coming week, according to reports.

According to the Department of Education (DepEd)-Tagbilaran city division, the enrollment will start on June 9 to 13, 2025.

The enrollment will also coincide with the Brigada Eskwela, the agency said in a report.

The DepEd released the enrollment guidelines by way of DepEd Order No. 12 series of 2025, for students in public elementary and secondary levels.

For those enrolling in kindergarten, an enrollee has to be at least five years old. He has to submit a photocopy of the birth certificate as proof of age.
For elementary pupils, enrollees need to furnish a copy of the certificate of completion and original report card.

Transferees need to secure good moral certificate, birth certificate, and the report card.

There is no collection that will be made upon enrollment, the Dep Ed said.

However, at the Dr. Cecilio Putong National High School enrollment started on June 2, 2025 due to the sheer number of expected enrollees and one week enrollment period is not enough.

The agency said all modality in the enrollment will apply, which means the enrollment will be on site.

Moreover, Brigada Eskwela is the period where repairs inside classrooms are made.

The classrooms are spruced up in time for start of classes, where students, parents, teachers and all other stakeholders contribute effort to improve the appearance of classrooms in public schools.

Classes for public elementary and secondary levels will start on June 16, 2025 and will conclude on March 31, 2026, as schools have reverted to the traditional school calendar, running from June to March. There will be 197 school days in the incoming school year, according to the DepEd.

Results of 6 suspected mpox remain in limbo

The test results of six suspected cases in Bohol remain pending awaiting confirmation from the Research Institute for Tropical Medicine (RITM).

At least 10 suspected cases are logged in Bohol as the Provincial Health Office (PHO) has remained mum on the areas in the province with suspected cases.

Samples taken from the patients with suspected cases were sent to the RITM for confirmation as the patients recover.

Samples from four other patients will also be sent to RITM soon.

PHO said suspected cases are logged in six towns in Bohol, and nobody among them is confirmed a case of mpox.

The PHO said that it takes 10 days before results of the confirmatory tests will be released.

The PHO said most of the suspected cases had travel history or contacts with someone who traveled recently.

The PHO reported that the suspected patients have been isolated and are being monitored of their condition.

Mpox has been reported in nearby places in the Visayas and Mindanao, sending alarm bells ringing and forcing authorities to be extra vigilant.

Health experts recommend that the people will observe minimum health social distancing and frequent handwashing, among others.

Capitol to reactivate RT-PCR lab

The Capitol is looking at using anew the real time polymerase chain reaction (RT-PCR)  in order to test samples to confirm mpox infections.

The said lab was used during the height of the Covid pandemic and was procured during the time of former Gov. Arthur Yap.

Currently, lab tests for mpox need the help of the Research Institute for Tropical Medicine (RITM), which takes time,

If the lab will be activated, the results need not be sent to RITM, instead testing will be done locally.

The mpox task force is looking at the possibility of activating the RT-PCR lab owned by the provincial government.

This was among the topics discussed during Monday’s meeting of the task force at the Capitol, which was convened by Gov. Aris Aumentado.

This comes as there are suspected mpox cases logged in some towns in Bohol.

Provincial Health Office. (PHO) OIC Dr. Em-em Uy said the provincial government is looking at asking the Department of Health (DOH) for permission to use the said facility.

Uy said while the results of the samples remain pending, all suspected cases are considered to be mpox.

Swift results may help in curbing the spread of the virus causing mpox, according to reports.

Until the results say otherwise, there are no confirmed cases in Bohol, unlike in other areas of the Visayas and Mindanao.

Culpa  discusses Mpox issue affecting Tagb

City Health Office (CHO) spokesman Robin Culpa explained the issue of mpox now getting banter in the city.

In an interview over Newsmakers ug Uban Pa on Tuesday, he mentioned the five suspected cases of mpox being isolated and awaiting confirmation.

He said the CHO of Tagbilaran is constantly monitoring the mpox status of the city as there are areas in the Visayas and Mindanao with confirmed mpox cases.

The CHO is also monitoring some cases of chicken pox as the season becomes wet due tp the rainy season sets in.

He added that there is a need to separate our idea of what chicken pox is from what mpox is. However, he also said that since all cases have to be considered and treated as mpox until lab tests would prove otherwise.

All people who exhibit symptoms are swabbed and isolated. Culpa said that even if there are doctors who could tell the difference between mpox and chicken pox, the final arbiter is still the lab test result.

He said mpox is not the same as chicken pox although they share some of the signs and symptoms.

However, there are certain differences between the two in terms of the lesions and the recovery period. Chicken pox goes away after 14 days while mpox may take up to a month before recovering, he said.

He said mpox is spread via direct skin contact with a person with the mpox infection or getting into contact with the lesions or body fluids. One can also get it from an infected monkey.

US-based Boholano thinks impeachment will not happen

US-based Boholano lawyer Glen Hubahib said it would be hard to muster the needed votes to complete the impeachment of Vice President Sara Duterte.

Hubahib on Wednesday over “Open Forum” radio program said people in government have been preoccupied with the impeachment matter instead of looking for ways to improve  the lives of the Filipinos.

He also said that it would be impossible to get the necessary 16 votes needed in the Senate to impeach Duterte.

 He said, too, that the impeachment is a numbers game and with the new layout of the Senate with the administration ticket failing to dominate, it is possible that the impeachment will be “killed”.

He said there are those in the Senate who are already showing their position regarding the impeachment.

There are also those who remain neutral and are playing the waiting game, he said, as they are planning ahead for their political future in 2028.

He said that Senate President Chiz Escudero tilted towards his own position, which may be related to his political future.

As incoming senator, Vicente “Tito”  Sotto is campaigning for himself as he is being touted to become the next Senate President.

The darkhorse he said is Sen. Alan Peter Cayetano who may come in as a surprise and become the next Senate President.

Coun. Nerio Zamora II said he is unsure whether or not the proposal for the reclamation in Tagbilaran will be revived in the future.

Speaking to Ardy Batoy on Wednesday over the program Newsmakers ug Uban Pa, Zamora said the unsolicited proposal came from the proponent and such idea was not initiated by the city government. Zamora added that while there are plans reserved for the development of the city, and there is no plan (as far as the city is concerned) to reclaim and the proposal was an unsolicited one, he said.

The councilor also said that while the proposal is already dead as there was a resolution supporting the move of the mayor to set aside any talk of reclamation coming from the proponents, yet, any move towards reclamation will depend on the parties that will make another attempt as he said there is no stopping for those who will try to apply for a reclamation project in the future.

He also said that if ever there will be proposals, the proponents will have to comply with the public-private partnership code of the Philippines.

On the other hand, he is thankful about his renewed mandate as he is about to start his third and final term as councilor.

He is also keen to follow through his dream for socialized housing in Tagbilaran City.

2 fishermen nabbed for alleged illegal fishing

Two persons were arrested for alleged illegal fishing inside the Marine Protected Area in Guindulman town on June 4, 2025.

The two siblings were arrested by a joint force from Philippine Coast Guard and Guindulman police station as they were allegedly caught fishing inside the protected area in barangay Cabantian.

The suspects were identified as Joel Rañada and his brother Samuel from Jagna.

Police from Guindulman with the members of the coast guard group conducted the operation that led to the arrest of the suspects.

The authorities conducted a seaborne patrol of the area and caught the brothers allegedly engaged in illegal fishing.

Fishing is not allowed per municipal ordinance within the marine protected area in Guindulman.

Taken from the suspects were fishing paraphernalia that will be used as pieces of evidence in court.

Man arrested for allegedly stabbing another person in Loay

A man was arrested as he allegedly stabbed another man in Loay early Thursday.

The suspect was identified as Joseph Panto, 36, of barangay Palo, Loay.

He was taken into custody after surrendering to Coun. Jocelyn Canda of barangay Palo.

Initial investigation said that the incident happened in barangay Palo early in the morning of June 5, 2025, as authorities received a report about a stabbing incident.

Police responded to the report and saw the victim Marvin Soy, 29, of barangay Palo, sustaining two stab wounds at the right portion of his body and was allegedly stabbed with the use of a hunting knife.

Soy was brought to a nearby hospital for treatment,Reports say that the victim and the suspect were engaged in a drinking spree with two other persons prior to the incident. As they were having a drinking session inside the suspect’s home, an altercation ensued resulted in the alleged stabbing.

Panto was under the influence of liquor at the time of the incident and he is now under the custody of the police as charges will be filed soon.

Word war ensues in Jagna

Word war has ensued between the current administration of Jagna Mayor Joseph Rañola and mayor-elect Louie Monungolh in relation to the 2026 annual budget of the said town.

Reports say that Raniola insists that his mandate is still valid until noon of June 30 and with this he believes that he has the mandate to submit the budget proposal for the town that is poised to take effect in 2026 based on section 318 of the Local Government Code.

He said it is the obligation of the current chief executive to make the proposals for the budget in order to ensure the seamless provision of services to the people.

He said the budget call will be held on June 16, 2025, based on the schedule provided by the Budget Operation Manual for Local Government Units 2023 edition issued by the Department of Budget and Management (DBM).

Preparing the 2026 budget is being opposed by Monungolh, as he questioned why the outgoing mayor will be the one to submit the budget proposal and not wait for his assumption to office by June 30.

Rañola said the budget that he will be proposing will be tackled by the Sangguniang Bayan (SB) and will be presided over by Vice Mayor-elect Denrick Virtudazo, an ally of Monungolh.

Jagna mayor-elect reveals delay in transition

Jagna mayor-elect Louis Monungolh said the transition process is being allegedly delayed by the incumbent administration.

He said that allegedly the current administration has been delaying the process even if the election has been over and he is about to assume office.

He alleged that the current administration’s power tripping continues as the turnover of the documents has been delayed.

Outgoing mayor Joseph Rañola  supported Monungolh’s rival, outgoing Vice Mayor Jojo Pagar in the mayoralty race: Pagar lost to Monungolh.

Monungolh said the documents are needed for a seamless transition of administration as he is about to take oath and assume office at noon of June 30, 2025.

He said that the transition is an important process for peace and progress of the town and should not be used to advance
personal interests.

As of this writing, the current administration has yet to comment on the charges and allegations forwarded by Monungolh.

Isolation facility being ready for mpox patients

The old isolation facility of the province is being readied by the task force for mpox patients

This facility is located at the old Tagbilaan airport and was used at the height of the Covid  pandemic
Patients who are suspected to be infected with the impox virus will be isolated in that facility. These patients who are suspected to have mpox are the ones who are not from Bohol. This is according to Provincial Health Office (PHO) OIC Dr. Em-em Uy.

The users may include tourists who are suspected with mpox and have no other billeting available to them. This is one way for them to be isolated and to prevent the further spread of the disease,

Those who are assigned in Bohol but are non-residents or those people who will not be accommodated in barangay isolation centers, will also use the facility at the old airport.

Uy said the facility at the old airport is capable of isolating the mpox patients as it is equipped with facilities such as negative pressure. Uy added that the facility is ideal for isolation as there are individualized rooms and toilets.

Uy also said there are 12 rooms in the facility which was built during the time of former Gov. Arthur Yap.

The facility is temporarily being used by the Bureau of Fire Protection provincial office but such office will soon be transferred to their permanent home in Cortes town.

Man hurt in shooting incident

A man was hurt after figuring in a shooting incident in Catigbian.

The victim was identified as a Raymond Luza, 40, of barangay Dao, Tagbilaran City.

The incident happened when the victim was about to head home as he attended a funeral ceremony on Wednesday.

He was driving a motorcycle and with him were three minors and as he approached an intersection, he was unable to notice a motorist wearing a bonnet who opened fire at him.

The shooting caused the victims and the minors to fall on to the ground. They were rescued by the Rural Health Unit and were brought to a nearby hospital.

Luza was then transferred to a hospital in Tagbilaran City as he is being treated for his gunshot wounds.

As of this writing, the identity of the gun man and the motive behind the shooting remain unknown. The police continue to  conduct an investigation on the matter.

17 HIV cases logged in Bohol within 3 months

About 17 HIV cases were logged in Bohol in just three months, according to reports.

The Provincial Health Office said the data covered the period from January to March 2025 and it calls the HIV cases here as alarming.

In a report, PHO’s HIV coordinator Maria Crisanta Estomago confirmed that the agency logged 17 cases within just the first three months of the year.

Most of the victims are young males whose ages range from 15 to 25 years old. It was also reported that transmission was via male-to-male sexual intercourse.

She also said that there are those who have risky behavior but had intercourse with various genders; but the tests turned to be negative, so they will get preexposure prophylaxis. This is available at the Gov. Celestino Gallares Memorial Medical Center and another treatment hub in Panglao.

Those who will test positive, she said, will be given an anti-retroviral therapy as those with risky behavior will be subjected to counseling before and after testing.

Negative results mean the counselling will focus on prevention and those who test positive will be referred to the treatment hub or to the Gallares hospital.

She said there is a need to educate the youth on the effects of HIV and how to avoid getting infected.

HIV, the virus that causes AIDS, is primarily spread through the exchange of certain bodily fluids, including blood, semen, vaginal fluids, and breast milk. These fluids can transmit the virus if they come into contact with a mucous membrane (like the lining of the vagina, anus, or mouth) or an open wound.

Comelec announces  new registration

The Commission on Elections (Comelec) announced the resumption of the continuing voters’ registration to happen from July 1 to 11, 2025.

Comelec chair George Garcia made the announcement and echoed by election officers in various localities.

There is a concern that satellite registrations may not happen because of the short period of time allotted for the registration.

The Comelec is getting ready for the barangay and Sangguniang Kabataan elections in December.

The filing of certificates of candidacy will be on Oct. 27 to 31, 2025 and the campaign period will be on Nov. 20 to 29 as the election will happen on Dec. 1, 2025.

Those who are 15 years old on Dec. 1, 2025 may register for the Sk polls as those who will turn 18 by election day may also register for the barangay elections.

Concerns mount on hiking HIV cases

Concerns are mounting due to hiking cases of HIV in the country and some speculate mpox is a less concern compared to HIV cases.

There are more people infected with HIV than Mpox, according to the Department of Health (DOH).

The DOH wants to declare a national public health emergency as there are 56 new cases of HIV logged in the country daily.

In a statement released on Wednesday by the DOH, the HIV cases increased 44 percent this year with more than 6,000 new cases reported in the country.

Based on studies, the Philippines is touted to be the country with the fastest growing HIV epidemic in Western Pacific, according to Health Secretary Ted Herbosa.

HIV affects the youth as most cases come from this age group with some aged as young as 15 to 25 years old.

There has been a case where a 12-year-old child from Palawan was affected with HIV.

It was noted 20 years ago, that HIV victims become younger, showing that the young population is the most vulnerable sector.

HIV works by attacking and destroying the body’s immune system, specifically the CD4 cells, which are white blood cells that help fight off infections. This weakening of the immune system makes it difficult for the body to defend against diseases and illnesses.

SP passes P28.2 M supplemental budget

The Sangguniang Panlalawigan (SP) of Bohol approved on Tuesday the P28.2 million supplemental budget for the provincial government.

The august body approved Supplemental Budget No. 2 to the tune of P28,281,790, according to reports.

The SP approved the said measure during the regular session on Tuesday.

Gov. Aris Aumentado endorsed the said measure in a letter dated May 30, 2025 where several projects will be funded.

Among the projects to be funded are the Provincial Development Initiative Program, counterpart funds  for some programs of local government units, purchase of bamboo seedings for the celebration of World Bamboo Day, construction of a canopy at the Capitol medical clinic, and other projects including those related to health and drug testing, repairs at the Bohol District Jail, operation of Bohol Youth Home, longevity pay for some employees of the Mineral Resources Regulatory Office, Sandugo Fusion Nights, organic agriculture projects and for Bohol’s participation in Manila Fame 2025, among others.

The governor asked the SP to pass the said measure to fund the said initiatives.

The measure was exempted from the three reading rule so that the said projects will be funded forthwith.

Any budget measure is approved by the SP as the annual budget also goes through the wringer of the legislative in order to fund the projects of the government.

110 Boholano youth finish Jobstart program

About 110 Boholano youth finished the Jobstart program and they were feted in rites at the Capitol on Tuesday.

The Department of Labor and Employment (DOLE) spearheaded the said Jobstart program with the cooperation of the Technical Education Skills Development Authority (RESDA)  and the Bohol Employment Placement Office (BEPO).

The Capitol has recognized the importance of the Jobstart program in boosting the Boholano workforce in order to foster a more robust economy.

Jobstart Philippines is a program designed to help Filipino youth transition from school to work by enhancing their employability and integrating them into productive employment. 

It provides comprehensive employment facilitation services, including career coaching, technical skills training, and paid internships with private sector employers.

The goal of the program is to shorten the school-to-work transition for Filipino youth and make them more responsive to the demands of the labor market.

Participants receive training in essential life skills, such as communication, problem-solving, and teamwork, to improve their workplace.

One-on-one career coaching helps individuals develop their job search strategies, build confidence, and prepare for interviews, according to the DOLE.

The program helps match individuals with relevant job opportunities and provides support in the application process.
Internships and JobStart partners with private sector employers to provide internship and employment opportunities for its participants.

Mayor Ibarra convenes health meeting re mpox suspect case; PHO corrects info

Clarin mayor Eugene Ibarra convened a meeting to discuss the information which states that there is a suspected mpox case in his town.

He convened the meeting on Tuesday after learning from news sources that there is an mpox suspected case allegedly logged in his town.

Ibarra said all department heads attended the said meeting including the municipal health officer to discuss the suspected mpox case.

In the meeting, the municipal health officer said that his office never received any report of a suspected mpox case.

The MHO added that if there is a suspect for mpox in the town, the office should be the one to know the situation first.

Ibarra said he wants to clarify where the source of the news is from. It seems the town has no clue about the suspected case of mpox.
 
There have been reports that at least four other towns in Bohol have suspected mpox cases such as Jagna, Pilar, Dagohoy, and Inabanga, according to the Provincial Health Office (PHO).

Experts say that people should avoid close contact with strangers as mpox is transmitted via skin-to-skin contact.

Symptoms such as blistered skin, rashes, fever, fatigue,  body malaise, and inflamed lymph nodes.

People who exhibit such symptoms must consult a doctor right away and consider home isolation for a period determined by a physician.

CORRECTION
In a related development, the Provincial Health Office (PHO) issued a clarification on the towns identified with suspected mpox cases.

According to reports, the town of Clarin was inadvertently included as one among those with suspected mpox cases in the initial list released.

It turns out that the town of Loon has one suspected mpox case and not Clarin.

The provincial government asked an apology to the affected local government unit in Clarin and Loon as well as the residents for the inadvertent mistake.

It was earlier reported that Clarin was among the towns with suspected mpox case, which caught the local leaders by surprise.

The PHO wants to correct the information about the town with suspected mpox cases as it may cause confusion.

The PHO assured the public the suspected cases are being managed and the patients are now isolated.

The samples taken from the patients were sent to the Research Institute for Tropical Medicine (RITM) for confirmation.

Mpox task force recognizes the efforts of those who volunteered to be isolated and tested as they exhibited symptoms.

Symptoms include blisters, rash, body malaise, fever, fatigue and inflamed lymph nodes.

It is advised to consult a doctor once symptoms appear and isolate oneself as people should avoid skin-to-skin contact with strangers.

PLHB’s medical teams convenes for the 1st time

The medical team of the Provincial Local Health Board (PLHB) convened for the first time on Tuesday and discussed various programs, issues and concerns related to health as they also tackled the issue on mpox.

Department of Health (DOH) regional director Joshua Brillantes also attended the said meeting which was presided over by Gov. Aris Aumentado at the Capitol.

Brillantes reiterated that the regional office is ready to support the programs of Bohol in terms of health.

Brillantes cited Bohol’s efforts to promote health and wellness among its people.

Provincial Health Officer OIC Dr. Em-em Uy told the public to remain calm and avoid getting into a panic mode as mpox is not airborne.

She also advised those with skin irritations and inflammation not to burst such irritations and inflammations open in order to prevent the fluid from scattering to other areas of the body.

Mpox is transmitted via skin-to-skin contact where one person’s body fluids contain the virus.

The DOH in Manila said face masks are ineffective against mpox if people kiss and hug.

While people could still use face masks, but masks alone without distancing from strangers who may be harboring the mpox virus may lead to infections.

The DOH said that traders should not jack up the price of face masks just because of the increased demand.

“They should not increase the prices of face masks because of the higher demand for these at the moment. The DOH is stressing that face masks cannot protect
from mpox,” Asec Albert Domingo said over radio station dzMM on Monday.

There is no recommendation coming from the DOH for a mask mandate, Uy said.

Uy also said the public has nothing to worry as the situation is under control and there is yet no known confirmed case of mpox.

She said proper hygiene is important including avoiding skin-to-skin contact.

Currently, persons suspected with mpox are properly monitored and isolated to prevent the spread of the virus.

Bohol Strengthens Road Safety Campaign Through Inter-Agency Efforts

Amid the rising number of vehicles, tourists, and daily movement of residents, Bohol has intensified its road safety campaign in observance of Road Safety Awareness Month.

Road safety was the focus of discussion during the latest edition of Capitol Reports last Friday.

The program is being led by local government units (LGUs), health offices, the police, and the private sector, aiming to promote safety through education and stricter enforcement of traffic regulations.

Police Lt. Col. Norman Nuñez of the Bohol Provincial Police Office (BPPO) reported that over 100,000 checkpoints and Oplan Sita operations were conducted from May 2023 to May 2025.

Representatives from the Vehicle Inspection Center Operators Association reiterated the importance of maintaining roadworthy vehicles, while the Land Transportation Office (LTO) in Tagbilaran underscored the crucial role of all sectors in ensuring road safety.

Meanwhile, Reynaldo Delos Santos of the City Health Office said that road safety is also a public health issue, requiring deeper community involvement.

The united effort in Bohol to improve road safety reflects the province’s commitment to protecting lives and promoting sustainable development.

Priest reshuffling begins in Tagbilaran diocese

A general reshuffling of clergy in the Diocese of Tagbilaran officially began on Monday, June 2, 2025 as priests across the diocese assumed their new pastoral assignments following a formal installation ceremony.

The Eucharistic Celebration and General Installation, led by Bishop Alberto “Abet” Uy, took place at 1:00 p.m. at the St. Joseph the Worker Cathedral Parish-Shrine in Tagbilaran City. 

The event marked the formal turnover of assignments as part of the diocese’s periodic realignment of priests to meet the evolving pastoral needs of local parishes.

After the installation rites, a liturgical reception was held in each parish to welcome the newly assigned clergy. 

Parish Pastoral Councils (PPC/PFC) or their representatives accompanied the newly installed priests from the cathedral to their respective parish communities.

The reshuffling, a customary practice in many Catholic dioceses, was aimed at revitalizing parish life and ensuring that the spiritual and pastoral needs of the faithful were continually addressed. The Diocese of Tagbilaran encouraged the faithful to pray for the priests as they embarked on a new phase in their ministry.

Bohol Ranks 7th in Nation for Highest Functional Literacy

Bohol ranked seventh among provinces in the Philippines with the highest functional literacy rate, according to the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) released by the Second Congressional Commission on Education (EDCOM II).

The province reported a functional illiteracy rate of 21%, placing it in the top 10 nationally. 

Functional literacy, as defined by FLEMMS, includes reading, writing, and numeracy skills needed for effective daily life and work activities.

DepEd-Bohol Curriculum Implementation Division Chief Carmela Restificar credited the province’s improved literacy standing to sustained education initiatives such as Bawat Boholano Bumabasa and Brigada Pagbasa

These programs, she said, are implemented in close coordination with teachers, parents, alumni, and various stakeholders.

Bohol Airport Turned Over to Aboitiz InfraCapital to Spur Economic Growth

The Bohol-Panglao International Airport (BPIA) was formally turned over to Aboitiz InfraCapital, Inc. (AIC) on June 1, 2025, marking a major step in Bohol’s push for stronger economic and tourism-driven development.

The turnover paved the way for the start of a 30-year concession agreement, under which AIC committed to invest P4.53 billion in expanding the airport’s passenger terminal, upgrading aviation systems, and enhancing both airside and landside facilities. 

The improvements aim to raise BPIA’s passenger capacity from 2 million to 2.5 million annually within the next one to two years, with further expansion targeting 3.9 million passengers by 2030.

The development aligned with Bohol’s upward economic momentum. 

In 2023, the province recorded a 6.6% GDP growth—surpassing the national average of 5.5%—driven largely by tourism-related industries, according to a December 2024 report by the Philippine Statistics Authority. Transport services rose by 20.4%, while accommodation and food services grew by 27.9%.

Tagbilaran health office issues advisory amid rising monkeypox cases in nearby provinces

The Tagbilaran City Health Office (TCHO) has issued a public health advisory urging residents to exercise increased caution against monkeypox (Mpox), as confirmed cases continue to rise in neighboring provinces.

The advisory echoes an earlier call from the Bohol Provincial Health Office, emphasizing the need for heightened community vigilance to prevent the spread of the disease.

Mpox is a contagious illness primarily transmitted through close personal contact, including skin-to-skin interaction, exposure to bodily fluids, and respiratory droplets. 

Common symptoms include fever, swollen lymph nodes, and a distinct rash resembling pimples or blisters.

To minimize the risk of transmission, the TCHO recommended the following safety measures:

  • Avoid close contact with individuals showing symptoms or visible rashes;
  • Practice frequent handwashing with soap and water;
  • Refrain from sharing personal items such as towels, bedding, or utensils;
  • Seek immediate medical attention if experiencing symptoms associated with Mpox;
  • Stay informed through official health channels and refrain from spreading misinformation.

City Mayor Jane Yap also called on the public to remain vigilant, act responsibly, and cooperate with health authorities to prevent further spread of the disease in the community.

Bohol marked 80th anniversary of liberation from Japanese occupation

The province of Bohol commemorated the 80th anniversary of its liberation from enemy occupation during World War II with a solemn ceremony on Sunday, June 2, 2025.

The event, attended by top officials from the provincial government and personnel from the Bohol Provincial Police Office (BPPO), featured a wreath-laying ceremony at the Tagbilaran City Port. 

The activity honored the courage and sacrifices of Boholano heroes who fought for the province’s freedom during the Second World War.

During the ceremony, the BPPO, under the leadership of Provincial Director Col. Arnel Banzon and represented by PLTCOL Judymar F. Bonilla, deputy police director for administration, paid tribute to the brave individuals who resisted foreign occupation.

Bohol played a heroic role in the resistance movement against Japanese forces during World War II. 

The province became a stronghold of guerrilla fighters who, despite limited resources, launched coordinated efforts to weaken the enemy’s presence and aid the eventual liberation of the island in 1945.

The ceremony reaffirmed the Philippine National Police’s commitment to honor the past while continuing to serve the community with courage, integrity, and patriotism.

Abante Bohol denies endorsing guest candidate in Bohol’s 1st District Board Member race
The Abante Bohol coalition denied claims that it fielded a guest candidate for Provincial Board Member in Bohol’s 1st District during the May 12 local and national elections.

The clarification came after reports surfaced alleging that Dr. Mutya Tirol, who won a seat on the Provincial Board, ran as a guest candidate under the Abante Bohol banner.

Stephen Rances, campaign manager of Abante Bohol, issued a statement categorically denying any affiliation with Tirol.

He reiterated that the coalition’s official candidates for Provincial Board Member in the 1st District were Goldie Herrera, Lucille Lagunay, and Willy Ramasola.

Rances said that only the names of Herrera, Lagunay, and Ramasola appeared on Abante Bohol’s official sample ballots distributed during the campaign.

Gov. Aris Aumentado, the coalition’s top-endorsed candidate, was out of the country and on tour in Europe when the news surfaced. He has not issued a statement on the matter.

Rances added that all endorsements made by the coalition followed internal agreements and standard procedures.

“We respect the results of the election and congratulate all the winners,” Rances said. “However, we also feel the need to correct any misinformation suggesting we endorsed a guest candidate in the 1st District. That claim is false.”

Man injured after concert of Elias in Talibon motorcycle crash

A man was injured in a motorcycle crash shortly after attending a concert by singer Elias early Tuesday morning in Barangay San Jose, Talibon.

The victim, identified as Dexter Eronico, 21, of Barangay San Carlos, Talibon, was on his way home after the concert when he crashed into the rear of a parked 10-wheeler truck around 2 a.m.

According to his father, Gregorio Eronico, Dexter appeared to be distracted while glancing from side to side on the road. He failed to notice the truck in time and slammed into it, getting pinned underneath.

He sustained multiple injuries and bruises and was brought to the nearest hospital before being transferred to Gov. Celestino Gallares Memorial Medical Center for further treatment.
