Lawyer Glen Hubahib, who is also an engineer, stated on November 5, 2025, that solving the flood problem in the country is pretty difficult.

He mentioned this during his guest appearance on Open Forum with Ardy Araneta-Batoy and Gloria Leodivica Araneta.

The flood problem will not be solved in the next 50 years, as the dikes and other infrastructure being built will not be able to control the floods because the waters from the mountains will just find their way to ponds and rivers.

He suggested constructing impounding facilities where floods can be temporarily held before being released into bodies of water.

A system is needed to control floods, but building such facilities faces funding challenges.

He added that he too cannot answer how projects to control floods can be funded.

INSERTION 

When asked about the issue on insertions, Hubahib said that budget insertions are not novel and already happened in the past.

However, the scale was smaller before compared to what has happened currently, he explained.

Building systems that can really solve the flooding problem in the country is important.

He suggested diversion dams to control the water flow going to lowlands.

Lowlands need pumps to divert the floods, he said.

The funds allegedly taken by some may not be enough to solve the problem, but they can start something to help solve the problem, he said.

Infrastructure projects are a step-by-step process, and it may take time to build, as funds may also pose a challenge.
