Lt. Col. Norman Nuez, spokesman of the Bohol Police Provincial Office (BPPO) on Nov. 20, 2026 explained the reason social media has become a new avenue for cops to connect with the community and promote the goodness of cops especially here in Bohol. Nuez appeared as guest of Ardy Araneta-Batoy on Open Forum on Thursday, Nov. 20, 2025. Nuez uses social media as a means to expand the reach of his community relations work. He maintains a vlog called Higalang Pulis as a form of outreach and also serves as a vehicle for truthful information.

He said the motivation behind the vlog is community service. He acknowledged in all humility the fact his vlog already attracted a lot of followers. He said his vlog’s advocacy is to help those in need especially in the rural areas.
He also wants to promote the goodness and kindness of a police officer. He noted that indeed there are rogue cops but these bad eggs are being prosecuted accordingly and they face justice in a fair and square manner.
Nuez said overwhelmingly more police officers are loyal to their sword duty to keep peace and order as well as show kindness and compassion and these people need to be exposed in social media or their respective communities and the kindness of cops is being promoted through the Higalang Pulis vlog.
He wants the people to realize that they can count on or rely on any police officer in terms of providing protection against bad actors or criminal elements. His personal take on the controversy hugging the headlines in the country, says that if a person hurls accusations at another person, such allegations must be supported with solid pieces of evidence. Then, he said using the pieces of evidence, the accuser should file a case before the courts. It is the duty of any accuser to substantiate the accusations with evidence. He said one should observe the process provided by the judiciary system to ensure justice is served and things don’t end with mere accusations.
He also said that the police have been receiving feedback why there are no arrests made on those who are allegedly involved in corruption related to flood control projects. He insists that arrests can only be made if there is a warrant issued by a competent court as mandated by the Constitution, although by law there are such things as warrantless arrests that could only happen during extraordinary circumstances such as an escapee from jail or when a person is caught red handed committing a crime or when there is a hot pursuit operation.
Police officers will always respect the people’s freedom to assemble peacefully or to express their sentiments. However, Nuez said that once there is any violation of the law, a police officer is duty bound to enforce the law such as disobedience or resisting the instructions of authorities. The police will always observe maximum tolerance when dealing with mass gatherings and the police’s primary duty is to protect the people especially those who are exercising their constitutional rights.

This is the reason the police were on full alert during rallies even if the assemblies are peaceful as there could be bad actors that may cause chaos if given a chance.
