Bohol Governor Aris Aumentado has called on the Sangguniang Panlalawigan to draft an ordinance regulating or banning casinos and other gambling establishments in the province, warning of addiction risks and rising household debt if such operations are left unchecked.

In a letter addressed to Vice Governor Nicanor Besas Jr., Aumentado cited issues over the growing number of gambling businesses in the province and urged the legislative body to establish clear operational policies and oversight mechanisms to balance economic development with public protection.

The governor’s move comes as a casino operator is reportedly planning to set up in Panglao, prompting Panglao Mayor Edgardo Arcay to seek guidance from higher authorities on whether to permit casino operations in the town.

The SP is now preparing a stricter ordinance to govern all gambling operations in Bohol.

Lone dissenting voice

Board Member Joahna Cabalit-Initay stood as the sole voice in favor of allowing casinos into Bohol, arguing that properly regulated casino operations could generate employment opportunities for Boholanos and attract foreign tourists seeking gaming facilities.

“Casino operations are legal and regulated by the Philippine Amusement and Gaming Corporation,” Cabalit-Initay said, drawing a parallel to cockfighting and small-town lottery operations already permitted in the province. “There is nothing to worry about if casinos are properly implemented.”

Cabalit-Initay, who serves as president of the Philippine Councilor’s League and sits as an ex-officio member of the SP, acknowledged that gambling may raise ethical questions but maintained that many residents earn a living working in casino establishments.

All other board members expressed opposition to casino entry, echoing Aumentado’s position against allowing such operations in the province.

Aumentado has separately advised local government units to exercise caution — or outright disallow casinos — from operating within their respective jurisdictions.
