The consultation, which took place on October 6, 2020 at the Farmer’s Hall, NIA Compound in Pilar town. was attended by 17 Irrigators’ Association (IA) presidents, Sangguniang Bayan (SB) members of Pilar and representatives from the local government unit of Pilar.

The consultation between Pilar stakeholders and the NIA was initiated by Cong. KrIstine Alexie B. Tutor in response to Pilar SB Resolution No. 234 “Requesting to Re-examine the approved Rubber Gate Design of spillway of the Malinao Dam heightening Project considering the aftermath of Bustos Rubber Dam Defective Rubber Gates”.

Some residents are worried that there could huge damage that may happen if the Rubber Gate gets busted. The team of engineers assured those who attended the consultation that there is no chance that the Malinao Dam’s Rubber Gate will suffer the same fate as the Rubber Gate at Bustus Dam.

It can be remembered that the Rubber Gate at Bustus Dam in Bulacan, exploded causing a huge flood, and this is causing anxiety and worry among Pilar residents that a similar incident may happen in the future in their town or area.

The NIA engineers explained that unlike the Bustus Dam Rubber Gate that is designed to prevent flooding in low-lying areas, the Rubber Gate of Malinao Dam is designed to direct the water to spill towards a deep river, which makes flooding impossible in the event that the latter’s Rubber Gate gets busted.

Furthermore, the team of engineers explained during the consultation that the project will increase the irrigation coverage of the said dam by about a thousand hectares of unserved area as the Rubber Gate is covered by a 20-year warranty.
