• from Rene Luspo: The Omnibus Election Code that governs elections in the PH was passed in 1985. That law provides for substitution of candidates. Its been in the country’s statute books during the presidencies of Cory, Ramos, Estrada, GMA, PNoy and now Duterte. If people, especially politicians, saw this as something not conducive to the exercise of the right of suffrage or to our democratic process in general, they should have moved for its revision, amendment or repeal. But no one did. Thus, until said law is revised, amended or repealed, that will remain force whether some people like it or not. To better understand the said law, simply searched through Google “Batas Pambansa 881” or “Philippines rule on substitution of candidates”. One will learn the rationale for the law by reading laws that are of interest to us so we can think and act more reasonably.
