Gov. Arthur Yap has signed Executive Order (EO) 52-C that removes the negative real time-polymerase chain reaction (RT-PCR) as a requirement for entering Bohol among minors aged 11 years old and younger as long as they are accompanied by their parents or guardians who are fully vaccinated.

The governor earlier released an EO lifting the negative RT-PCR requirement for those fully vaccinated individuals who wish to enter Bohol.

It can also be noted that early this month, the national Inter Agency Task Force (IATF) released a guideline mandating that those 12 to 17 years old can now be safely vaccinated following the clearance given by the Food and Drug Administration (FDA).

The move also came after the Coronavirus disease (Covid) situation became relatively stable in Bohol.

In September of this year, around 1,500 active Covid cases were recorded in Bohol. The province was placed under Alert Level 4 by the IATF as beds allotted to Covid patients in the hospitals were occupied.

However, as of press time, the number of Covid cases in Bohol has reduced to 86.

The drastic drop in the infection rates in Bohol is attributed to the effective and fast response by the Yap-Relampagos Administration to the situation.

In fact, under Section C (2) of IATF Resolution No. 148-F, the Province of Bohol was placed under Alert Level 2 from Nov. 15 to 30, 2021, and the declining number of cases has been a factor for the alert level classification.

With the response mechanism in place, such as the establishment and operationalization of the Temporary Treatment and Monitoring Facilities (TTMF), there is a need to further loosen the travel protocol to encourage more travelers to visit the province in order to jumpstart the local economy which is heavily reliant on the tourism and services industries.

The new EO issued by the governor took effect on Nov. 26, 2021.

BAKUNA: SANA ALL RAFFLE DRAW

The Provincial Government of Bohol (PGBh) has launched a program called “Bakuna: Sana All” which aims to provide incentives to vaccinated individuals here.

This is also in support of the national government’s directive of National Bakuna Days which are set on Nov. 29 to Dec. 1, 2021. The goal of the program is to ramp up the vaccination efforts done by the Local Government Units (LGU) in order to achieve herd immunity before Christmas Day.

Bohol is given the target to inoculate 79, 000 Boholanos per day from Nov. 29 to Dec.1, 2021.

With this, Yap launched a raffle-draw to be participated in by all individuals vaccinated here in Bohol on or before Dec. 1, 2021. One thousand lucky winners will get P2,000 each from the PGBh.

Only those who were vaccinated with at least one dose and have been vaccinated in any of the 48 LGUs in Bohol on or before Dec. 1, 2021, are qualified to join the raffle- draw.

As of press time, 394,000 individuals have been vaccinated with at least the first dose and are now qualified to join the raffle draw.

ALLEGATION: “SABOTAHE SA PROYEKTO”

Last Tuesday, Nov. 23, 2021, 2nd district Cong. Erico Aristotle “Aris“ Aumentado held a press conference with selected members of Bohol media. (Editor’s Note: The Bohol Tribune was not present in the said press conference. There was no invitation extended to this paper’s Editorial Board.) 

During the said event, Aumentado claimed that Yap sent a letter to Department of Public Works and Highways (DPWH) Sec. Mark Villar allegedly in an effort to sabotage the solon’s effort in securing road projects for the 2nd district. The 2nd district solon further alleged that the governor was also working on the derailment of the projects of incumbent 3rd district representative Kristine Alexie Tutor.

In the same press conference, Aumentado also answered, the issue regarding the controversial barangay road in San Vicente, Dagohoy which gained national media’s attention through Raffy Tulfo’s Wanted sa Radyo program.

Tulfo’s program showed the undeveloped road in barangay San Vicente, Dagohoy. A resident named Maricel Jumamoy was the one who reported the situation of the road to Tulfo.

Tulfo, in turn, lambasted Aumentado and said: “Mahina sa diskarte yung Congressman ninyo.”

Aumentado explained the process of funding road projects as he reportedly said that it would be challenging to find funding allocation for the road in San Vicente, Dagohoy. He said that he might ask the help of the Department of Agriculture to finance the road. This can only be possible if it is going to be converted into a farm-to-market road.

Towards the end of the press conference, Aumentado challenged Yap to list what the latter has done for the 3rd district and compare the list with what Aumenado has done for the 2nd district. Yap is the former congressman of the 3rd district before becoming Bohol governor.

GUV CHALLENGES ARIS: PROVE YOUR CLAIM

During his weekly press conference, Yap responded to the allegations thrown by Aumentado.

He said, “Klarohon nato una ang isyu. Unsa man ang ikapamatuod ni Cong. Aumentado nga siya ang nagpundo sa maong mga proyekto? Nganong iya man nang giangkon? I think he should show a proof of his claim. Kay niadtong December 2020, nisulti man gud si Sen. Bong Go nako, nga nakapasulod siya ug pundo sa 2021 GAA [General Appropriations Act] para sa mga proyekto nga atong gi lobby niya.”

The governor added, “Kani man gud nga mga projects, ang Kagamhanang Probinsyal ang nagpropose niini aron mapundohan. In fact kaning La Union Candijay – Cabulao- Lungsodaan- Pook Mabini Road, gi propose ni sa panahon ni Kanhi Gobernador Edgar Chatto niadtong 2017 pinaagi sa PDC [Provincial Development Council] Resolution No. 03-2017 nga pundohan ubos sa Tourism Road Infrastructure Program. Kaning Bagumbayan Pilar – Caluasan Dagohoy Road ug Sikatuna to Sevilla Road, ang atong administrasyon na ang nagpropose niini ug giaprobahan sa PDC Execom [Executive Committee] pinaagi sa PDC Execom Resolution No. 30-2020. Ang Bayongan San Miguel – Bulilis – Mabuhay Ubay Road ato pud ning gipropose ug giaprobahan thru PDC Execom Resolution No. 29-2020. Ang atong tumong sa pagpropose niining mga proyektoha mao ang padayon natong paningkamot nga mapatunhay ang kahusay ug kalinaw sa atong lalawigan ug atong pakigbatok sa mga [communist terrorist groups] CTGs nga nakadala ug kagubot sa Bohol. Matud pa sa panultihon, Insurgency starts where the road ends. Mao kining tanan, atong gi lobby ngadto sa atong mga senador nga kaila, ilabi na ngadto kang Sen. Bong Go aron mapundohan ug mapatuman.”

Yap further said, “Base sa among conversation ni Sen. Bong Go, iyang gisaysay ang mga proyekto nga iyang napundohan ug tungod kana sa iyang pagpaningkamot. Mao nga niadtong Pebrero 2021, nisuwat ta ni Sec. Villar ug niingon ko sa akong suwat nga base sa impormasyon gikan ni Sen. Bong Go, atong gilista ang mga proyekto nga napundohan para sa lalawigan sa Bohol. Gihangyo nato si Sec. Villar nga kung pwede madownload sa LGU ang maong pundo aron ma-implementar sa daling panahon ang mga proyekto. Ato usab giingon sa atong suwat nga aduna kitay andam nga pundo nga i-counterpart sa budget gikan sa national government aron mahuman gyud ang proyekto. Mao ni ang unod sa atong suwat.”

Moreover, Yap quipped, “Akong pangutana, asa man dapita ana ang giingon ni Cong. Aumentado nga gisabotahi? Waman nato na gi-divert ug wala pud ta magpropose base sa atong suwat nga i-divert ang maong pundo ngadto sa lain. Tinuod man pud nga nag-andam ang kagamhanang probinsyal ug pundo nga counterpart sa budget gikan sa national government. Gani sa Bayongan San Miguel to Bulilis, Ubay ato man ng gipundohan ug P40 million karong tuiga gikan sa atong 20% Development Funds sa Kagamhanang Probinsyal. Nahuman naman gani ang proyekto. Kung moingon ta ug gisabotahi, sa unsang paagi nga gisabotahi?”

The governor added, “I regularly write to department secretaries to follow up on our requests. Mao mana akong trabaho aron mapadali ang tanan natong gipanghangyo nga proyekto. Para man na sa kaayohan sa katawhan.”

The Bohol Tribune reached out to Kevin Damalerio, an Executive Assistant of Yap for his comment on the issue. He said, “Dili ko kasabot ug nganong moingon siya [Cong Aumentado] nga gisabotahi siya. Sa iyang giingon nga iyang pundo, iyang paningkamot, unsa may iyang ikapamatuod nga iyaha ning pundo? Basin mahadlok lang siya nga kung ang LGU ang mo-implement sa proyekto, dili na siya makapangangkon niini nga siya kuno ang naningkamot. It is now his words against Sen. Bong Go’s words. Angayan nga mopakita siya ug dokumento o pruweba sa iyang pagpangangkon.”

COMPARISON ISSUE

On the challenge thrown to Yap by Aumentado where the latter asked the former to compare performances as congressmen,  Damalerio said, “Mao ni kalahi-an sa grupo ni Cong. Aumentado ug sa atong Pundok Padayon Bol-anon. Sila, nagsige ra ug tagawtaw, pagarpar sa ilang mga damgo. Kita sa atong grupo, hilom ra nga nagtrabaho ug nagbuhat ug mga programa ug proyekto para sa kabulahanan natong mga Bol-anon. Dili man gud ta hambugero. Kanang moingon ug ikumpara ang iyang [Cong. Aris] nabuhat sa mga nabuhat ni Gov. Yap sa siya [Gov. Yap]  pay kongresista sa tersero distrito, waman tay problema ana. Kahibaw man ang taga tersero distrito kung giunsa sila pagpangga ni Art Yap.”

Damalerio added, “Karon kung moingon si Cong. Aumentado nga ikumpara niya ang iyang performance sa mga nahimo sauna ni Gov. Yap niadtong kongresista pa siya, angayan tubagon ni Cong. Aris ang usa ka pangutana: ‘Ngano man nga sa top 10 municipalities with highest poverty incidence, 8 man ka lungsod niana nagagikan sa segundo distrito?’ Sulod sa 30 ka tuig nga pagpangalagad sa iyang pamilya o kaha sulod sa walo ka tuig niya isip kongresista, nganong wala man siya makahatag ug solusyon sa maong problema sa kawad-on sa segundo distrito? 14 kalungsod ang sakop sa segundo distrito, ug walo niana naapil sa top 10 municipalities with high poverty incidence. Ang buot ipasabot, daghan ang naglisod dihang dapita. Dili mani mga datos nga hinimo sa probinsya. Datos ni nga gikan sa NEDA [National Economic Development Authority] ug PSA [Philippine Statistics Authority]. Ana ta magsugod.”

Damalerio also quipped, “Unsa man diay ang iyang gibuhat aron masulbad ang kawad-od ug kalisdanan sa segundo distrito? Unsa man nga mga balaod ang iyang gipanday ug gipalabang sa kongreso aron makatabang sa iyang katawhan?  Wala man pud siguro siya matulog sa iyang katungdanan. Angayan nga iyang pahibaw-on ang iyang ginsakupan niana. Dayag sa katawhan ang mga gipanghimo ni Gov. Yap sa siya pay kongresista sa 3rd district. Mao nga dili ta mahadlok anang hagit nga ikumpara ang performance ni Gov. Yap sa iyang [Cong Aris] mga gipangbuhat.”

Damalerio further said, “Dili batasan sa gobernador ang manghinambog. Ang importante nga ang focus sa pangatungdanan ni Gov. Art Yap ug Vice Governor Rene Relampagos mao ang pagtabang sa katawhan nga mahaw-as sila sa kalisod, ang pagpakusog sa ekonomiya aron mas modaghan ang oportunidad sa panginabuhian sa atong mga kaigsuonan, ang pagpa-ugmad sa agrikultura ug pagtabang sa mga mag-uuma ug mananagat, bastanteng pagkaon sa lamisa sa matag Bol-anong pamilya, patubig sa mga kabarangayan ug pagpanalipod batok sa mga hulga sa maayong panglawas sa katawhang Bol-anon.”

In conclusion, Damalerio said, “Nakapaminaw bitaw ko sa presscon ni Cong. Aumentado. Nakatawa nalang gani ko. Mura man ug kada tubag niya sa pangutana sa media, iya man gi-address ang iyang tubag padung ni Gov. Yap as if si Gov ang nangutana. Cong. Aumentado, you are not accountable to the governor only. You are accountable to your constituents in the second district. Aduna kay tulubagon sa imung mga ginsakupan. Mao nga sila maoy pasabta kay daghan sila ug pangutana bahin sa imung performance.”
