runner-up, Mabini (Php 50k cash and Php1 million worth of projects to the LGU); 2nd runner-up, Bien Unido (Php 150k cash and Php2 million worth of projects to the LGU); 1st runner-up, Tagbilaran City (Php 300k cash and Php3 million worth of projects to LGU); Champion, Talibon (Php500k cash and Php 5 million worth of projects to LGU).
