IBP-BOHOL TO HOLD 2023 LAELEP SEMINAR FOR POLICE OFFICERS


In line with the third objective or pillar of the Integrated Bar of the Philippines (“IBP”), which is
to perform its share to the country and the community, the IBP-Bohol Chapter will hold the 2023 LAELEP Seminar on 27-28 December 2023 at Reyna’s Garden with a theme, “Capacitating our Police Force Towards Effective Law Enforcement for a Peaceful, Orderly and Progressive Community”. The LAELEP, which stands for Legal Assistance for Effective Law Enforcement Program, is a long-running program of IBP-Bohol in partnership with the Bohol Provincial Government (“PGBh”) and the Bohol Provincial Police Office (“BPPO”). The Program, which was awarded by the IBP-National during this year’s National Convention of Lawyers for Best Practices, aims to capacitate our law enforcement officers to effectively carry out their duties and functions. LAELEP also provides legal assistance to police officers facing cases
in the lawful performance of their duties and functions.

For the first day, the following are the topics and lecturers: 1) Republic Act No. 11313 (Safe
Spaces Act) and Updates in Jurisprudence in Anti-Violence Against Women and Children Act (RA 9262) by Hon. Adolfo M. Doroy, Assistant City Prosecutor of Tagbilaran City; 2) Department of Justice (DOJ) Circular No. 020 (Policy on Pro-Active Involvement of Prosecutors in Case Build-up) by Hon. Julius R. Cesar, Assistant City Prosecutor of Tagbilaran City; and 3) Chain of Custody (Section 21, Republic Act No. 9165) with Updates on Relevant Jurisprudence by Judge Sisinio C. Virtudazo (Ret.).

For the second day, the following are the topics and lecturers: 1) Prosecution of Offenses under
Rule 110 of the Revised Rules of Criminal Procedure by Atty. Godfrey T. Tubo, Public Attorney’s Office – Tagbilaran District Head; 2) Rules of Procedure for Environmental Cases (A.M. No. 09-6-8-SC) by Atty. Esther Gertrude D. Biliran; and 3) Warrantless Arrest and Inquest by Hon. Eric M. Ucat, Deputy Provincial Prosecutor.

The Seminar will be hosted and moderated by Atty. Marein Assumpta E. Makinano of PAO- Tagbilaran City. The IBP LAELEP Committee is composed of the following: 1) Atty. Mitchell John L. Boiser (Chairperson); 2) Atty. Cristifil D. Baluma; 3) Atty. Teodoro M. Lagang; 4) Atty. Licelle D. Zamora; and 5) Atty. Julius Gregory B. Delgado.
