The Municipality of Sevilla has issued an official press statement on April 25, 2024, addressing the ongoing civil case filed by the Department of Public Works and Highways (DPWH) against LGU Sevilla.

The case revolves around the removal of a submersible pump installed at Bugwak Spring, Magsaysay, Sevilla, Bohol, which is claimed to belong to the DPWH.

The LGU Sevilla has deemed this installation as an “intrusion into our territorial jurisdiction.”

While the DPWH is the complainant, the dispute primarily involves the municipalities of Balilihan and Sevilla. The DPWH’s role is that of an implementing agency of the Balilihan Bulkwater Supply Project.

The Municipality of Sevilla emphasized its respect for the rule of law and its commitment to fairness and justice.

“In response to the legal proceedings initiated by the DPWH, the Municipality has taken all necessary legal actions before the appropriate judicial body,” the statement read.

The civil case is currently under appeal to the Regional Trial Court.

The Municipality of Sevilla, under Mayor Juliet Dano, expressed confidence in the strength of their legal position and faith in the judicial system to adjudicate the matter fairly and impartially.

The statement also highlighted the Municipality’s willingness to share water resources with LGU Balilihan, provided all necessary permits and regulatory requirements are fully complied with.

“The Municipality recognizes the importance of collaboration and mutual assistance among local government units for the benefit of our respective communities,” it stated.

In fact, LGU Sevilla has been providing water supply to the Municipality of Balilihan since 2007 through the Sevilla Waterworks System.

LGU Sevilla urged the public and the media to refrain from speculating on the case and to await the final resolution. It pledged to keep all stakeholders informed as they navigate through this legal challenge.
