PCA, Bohol medical center sign pact for coconut farmer hospital aid
The Philippine Coconut Authority and a Bohol-based medical center signed an agreement Tuesday to provide hospitalization assistance to registered coconut farmers and their beneficiaries.
PCA-7 Regional Manager Aurora Paquibot and Holy Name University Medical Center Inc. CEO Fr. Lucio Pedro Dayag, SVD, signed a memorandum of agreement under the Coconut Farmers and Industry Trust Fund, established by Republic Act 11524. The program is part of the Coconut Farmers and Industry Development Plan’s Hospitalization and Medical Care Program.
Also signing were PCA-Bohol Provincial Manager Jovencio Felisilda and HNU Medical Center Hospital Administrator Katherine Kaye Agonia.
Felisilda said the program aims to help coconut farmers with medical needs, including their legal dependents such as spouses, common-law partners and children up to age 21, or older if they have a medical need.
The hospitalization coverage provides 40,000 pesos for hospital confinement, plus 5,000 pesos for post-confinement or outpatient coverage.
Felisilda clarified the assistance is not cash. The PCA will issue a guarantee letter that pays hospitals or pharmacies directly.
Dayag thanked the PCA for choosing HNU Medical Center for the program, saying it shows the agency trusts the hospital.
Under the PCA’s social protection program, mobile health services and medical missions will continue in Geographically Isolated and Disadvantaged Areas of Bohol. Farmers are encouraged to register in the National Coconut Farmers Registration System through PCA social workers at the provincial office near the LTO-Tagbilaran District Office on Ramon Enerio Street.
Bohol mayors seek cash aid for habal-habal drivers amid crisis
The League of Municipalities of the Philippines-Bohol Chapter has passed a resolution urging the Department of Social Welfare and Development to include habal-habal drivers in its cash assistance program, proposing a P5,000 relief payment per driver.
Catigbian Mayor Benjie Oliva sponsored the resolution, which was unanimously adopted during a meeting of Bohol mayors presided over by LMP-Bohol President and Carmen Mayor Conchita “Cheche” Toribio-Delos Reyes on Friday. Gov. Aris Aumentado and DSWD-7 Regional Director Shalaine Marie Lucero also attended.
The mayors said habal-habal motorcycles serve as the primary mode of transport in many barangays, particularly in remote areas.
Lucero said the department would study the request.
The meeting also covered rice subsidy distribution, assistance guidelines, the postponement of the Governor’s Cup, updated MAIFIP guidelines, and relief subsidies from the Bureau of Fisheries and Aquatic Resources and the Department of Agriculture for crisis-affected residents.
Family of pregnant Bohol OFW seeks OWWA help for repatriation
The family of a pregnant Boholano overseas Filipino worker stranded in the United Arab Emirates formally filed a request for assistance with the Overseas Workers Welfare Administration in Bohol on Monday, seeking help to bring her home before her grace period expires.
The family of Maricel Tandog, a domestic worker from Canmaya Diot, Sagbayan, went to the OWWA-Bohol office to submit the request, days after Tandog appealed for help on the radio.
Tandog’s sister, Marilou Gongob, detailed her sibling’s situation to OWWA officials, saying the recruitment agency that deployed her — Imdad Center for Domestic Workers Services, based in Dubai — withdrew support after learning she was three months pregnant.
OWWA-Bohol said it would forward the request to its regional office in Cebu, which will then coordinate with the Migrant Workers Office in Dubai.
Tandog had left for the Middle East on Jan. 12, 2026 and said she was unaware she was pregnant at the time of her departure.
With her visa already expired, she is currently staying at the residence of a fellow Visayan OFW in Abu Dhabi while awaiting repatriation.
Her recruitment agency has yet to pay her 13 days’ worth of wages, she said.
Tandog said she fears being penalized by UAE authorities if she is unable to leave before her grace period ends on April 30, 2026.
She said her only remaining need is a plane ticket back to the Philippines.
Loay mayor open to 2028 congressional run in Bohol’s 3rd district
Loay, Bohol Mayor Hilario “Lahar” Ayuban said he remains open to seeking a congressional seat in Bohol’s third district in the 2028 elections, citing the vacancy that will be left by term-limited Rep. Alexie Tutor.
Ayuban, speaking to reporters, confirmed his interest in the position, saying he could serve as an alternative candidate for voters seeking a change in leadership free from money politics — particularly as Tutor is set to complete her third and final term in 2028.
The mayor, who is also finishing his third term in office, said he would offer himself as an option should constituents want a fresh approach to the selection process, adding that his decision would ultimately depend on the political moves of the Tutor group — specifically, whether it fields Vice Gov. Nick Besas or Candijay Vice Mayor Christopher Tutor for the seat.
Beyond a congressional bid, Ayuban said he is also weighing other options, including running for third district board member, vice governor, or returning entirely to private life.
With the 2028 race still 2 years away, several names have already surfaced as potential congressional candidates for the third district, among them Besas, Christopher Tutor, Board Member Tita Baja, Carmen Mayor Conchita “Cheche” Toribio-Delos Reyes, Makdo Castanares, and Murang Kuryente Partylist Rep. Art Yap.
Southern Star Bus Driver Suspended After Video Goes Viral; Co-Drivers Cry Foul
A Southern Star bus driver plying the Tagbilaran-Bien Unido route was handed a one-month suspension after a video of him behind the wheel sparked controversy on social media, his co-drivers said, defending the man and denouncing the clip as misleading.
The suspension was served the moment he arrived at the Tagbilaran City terminal after the footage spread online.
The video, captioned to suggest the driver was falling asleep at the wheel, drew immediate backlash — not only against the driver, but eventually against the person who posted it as well.
Fellow drivers who have worked alongside him for years said the video was taken out of context, arguing that what viewers interpreted as drowsiness was simply the man’s natural demeanor while driving. They criticized the uploader for rushing to post the clip without first verifying the situation with anyone who knew the driver.
The co-drivers expressed sympathy over the suspension, pointing to the hardship it would cause given the current economic climate. They noted the rising cost of living and high fuel prices, saying being stripped of work under such conditions was especially painful — and that the person who uploaded the video had no understanding of the realities drivers face daily.
The uploader also drew criticism from netizens for allegedly crafting a narrative with no factual basis.
Despite the defense mounted by his peers, the company proceeded with the suspension as the issue continued to attract public attention.
Southern Star Bus Transit Inc. had not issued an official statement as of this writing.

Family of Boholano OFW Maricel Tandog formally asks help from OWWA Bohol
The family of Boholano Overseas Filipino Worker Maricel Tandog formally asked for help from the office of the Overseas Workers Welfare Administration (OWWA) in Bohol.
Yesterday, Monday, at the office of OWWA-Bohol the request for assistance for the return of the OFW was formally submitted.
Marilou Gongob detailed to OWWA the condition and situation of her older sister in the Arab country after the recruitment agency Imdad Center for Domestic Workers Services based in Dubai stopped helping when they learned that she is three months pregnant.
OWWA-Bohol explained that the request for assistance filed by the family, will be forwarded to their regional office in Cebu and the regional office will communicate with the Migrant Workers Office (MWO) in Dubai.
Maricel Tandog who is from Canmaya Diot, Sagbayan asked for help for her return here to the Philippines after her visa expired.
Even though the recruitment agency did not help the OFW even just to give the 13 days’ salary, she is still lucky because she is temporarily staying at the residence of a fellow Bisaya OFW in Abu Dhabi, United Arab Emirates.
The OFW earlier explained that she did not know she was pregnant when she left for abroad (from the Philippines) last January 12 this year.
According to Maricel Tandog, she is worried that she will have to pay the UAE government if the grace period for staying in Abu Dhabi ends which is only until this April 30.
What she needs is just a plane ticket so she can return here to the Philippines.
Suspension of viral driver shortened, made 15 days only
The uploader of the viral video and the driver Renato Payag faced each other yesterday morning April 20 at the office of Southern Star Transit Inc. (SSTI) Branch Manager John Lumacang to settle the controversy of allegedly driving the bus like he was lying down.
Also present at the meeting were the driver’s child and the president of the Drivers Association to find an immediate solution to the issue.
In the interview with media, Lumacang stated that after hearing each side, a compromise agreement was reached between the uploader and Payag’s camp.
Because of this, management decided to shorten the implemented preventive suspension of Payag.
Instead of 30 days, it was made only 15 days while the investigation continues.
Lumacang explained that upon reaching the 15th day of suspension, their Operations Manager will recommend if the full 30 days really needs to be completed or if he can already be allowed to return to work.
According to him, this step is based on their Collective Bargaining Agreement (CBA) and is the firm policy followed by their company to give their workers a fair process.
Catigbian mayor pushes for 2% VAT cut amid energy crisis
Catigbian Mayor Benjie Oliva called on the national government to temporarily lower the value-added tax (VAT) from 12% to 10% to lessen the impact of the ongoing energy crisis on Filipinos.
In an interview with Bohol media, Oliva stressed that while revenue generation is important, the government must also be ready to sacrifice in the short term for the welfare of the majority.
According to him, the 2% reduction in VAT would already greatly help consumers affected by the rise in prices of goods.
He also described the move as a “concrete and tangible” action that would benefit all sectors, because it would cover most products and services, not only select groups.
Oliva also pointed out his concern over selective aid distribution, where it usually focuses on drivers, fishermen, and farmers, while there are other sectors that pay taxes but are not helped.
“Not everyone belongs to those sectors.”
“Many are honest in paying taxes and complying with business requirements.”
“In times of crisis, no one should be left behind regardless of their situation in life,” he said.
The mayor also said that the government has the capacity to accept the temporary reduction in VAT, especially since borrowing continues and large funds are still being allocated for infrastructure projects.
He also questioned the priority of funding for some projects that, according to him, have limited impact on the community compared to direct aid.
Oliva suggested that this could be implemented only temporarily and returned to the original rate once the crisis is over.
According to him, the said move would not only ease the situation of households but would also show strong leadership from the national government.
“This is for the good of the President and the people.”
“If this is given, it will show true leadership in times of crisis,” he added.
LMP Bohol chapter passes resolution pushing for 2% VAT cut
The League of Municipalities of the Philippines (LMP) Bohol Chapter passed a resolution pushing for the lowering of Value-Added Tax (VAT) from 12% to 10% applied to all commodities to help people affected by the ongoing energy crisis.
The resolution was encouraged by Catigbian Mayor Benjie Oliva during their monthly meeting on April 17, 2026, which was led by LMP President Carmen Mayor Conchita Toribio Delos Reyes and by Executive Vice President Loay Mayor Hilario Ayuban.
During the said event, the mayors of Bohol expressed support through a mass motion that approved the resolution, which requests the national government through the Office of the President to consider the temporary VAT reduction.
Oliva explained that while revenue generation by the government is important, there must also be sacrifice for the welfare of the public, especially in times of crisis.
Oliva pointed out that the 2% VAT cut would already greatly help consumers facing the rise in prices of goods.
The resolution also stated that the said move would benefit all sectors because it covers most products and services, not only select groups such as drivers, fishermen, and farmers.
The LMP Bohol Chapter stated that many of those who pay taxes are not usually included in targeted aid programs, so a more “holistic” approach to giving relief is needed.
Local officials also pointed out that the temporary VAT reduction could be returned to the original level after the crisis.
The resolution will be sent to the Office of the President as a formal request for national action to give direct help to Filipinos affected by the energy crisis and price hikes.
Boholano lawyer fears Middle East conflict escalation as ceasefire deadline looms

Boholano lawyer Glen Hubahib hopes the hostilities would not escalate as the delicate ceasefire nears its end.
A truce was agreed upon by the belligerents, but the parties failed to arrive at a peace agreement.
US Vice President JD Vance announced the failure of the peace talks in Pakistan following a marathon negotiation.
Hubahib said he hopes even without any peace agreement, as civilians caught in the crossfire are in dire straits.
Hubahib said more Americans are opposing the war as the polling has been against the war and more are showing disdain for the actions of the US and Israel against Iran.
More Americans are not pleased with the war as prices of goods and fuel have increased, he said.
US inflation rose in the initial quarter of 2026, and Americans are less than thrilled about it, he exclaimed.
He expects the US economy will further contract due to the impact of the war.
The US is self-sufficient in oil, but fuel prices mirrored the global prices, where costs rose, he explained.
The US is also getting pressure from allies to end the war as crude oil imports are affected and the price is simply expensive.
US President Donald Trump issued an advisory for a naval blockade at the Strait of Hormuz, meaning the US wants to control the ingress and egress of tankers bringing oil to fuel supply buyers, allegedly.
Iran is charging tolls on tankers so they can be allowed passage on the strait.
He said the move is meant to assert control of the strait, which is the last trump card in an effort to collect funds for reparation and to ensure the US will not totally decimate the Iranian regime.
The US is going to stop ships whose owners paid tolls to Iran in order to pass through the strait.
The problem is that even with the truce, Israel attacked the Hezbollah forces in Lebanon, causing damage to Lebanon.
Israel contends the truce does not cover Lebanon, which Pakistan contended is included in the ceasefire.
Iran said all conflicts from Hezbollah and Houthis, not just the Iranian nation, are included in the ceasefire, and Iran demanded total peace in the Middle East, including conflicts with proxy groups supporting the Iranian regime.
Continued war spells bigger doom for the world
US-based Boholano lawyer thinks as the war drags on the world economy will suffer tremendously.
Glen Hubahib said as fuel prices continue to spiral, the world economy will suffer as a result.
Countries like the Philippines are up in arms hoping the war resolves soon and fuel prices return to normal level just like before the war, he said.
Oil prices impact a whole gamut of the economy including agriculture and food security as petroleum is a key ingredient in producing fertilizers, he explained,
He said the war may also impact the politics in the United States as the American economy is moving aideways and voters tend to vote based on perceptions on the state of the US economy, he quipped.
The question now is how the US creates an off ramp to end hostilities as some observers see the attacks on Iran as a folly move and possibly President Trump may end up facing two options: humility and retreat or ignominy and defeat.
He explained that Iran poses a threat to the hegemony of US and Israel and Iran remains outside the influence of the US and Israel.
The US needs to do a balancing act as Iran has allies in Russia and China, he said.

OFWs in UAE face hardship, but Bayanihan spirit prevails
In the fifth week of the ongoing Middle East tension and war, many overseas Filipino workers (OFWs) in the United Arab Emirates (UAE) have been affected by reduced income, forced leave, and job losses.
But amidst the difficulties, a familiar spirit of Bayanihan has emerged among Filipinos.
Private individuals and Filipino-owned businesses across the UAE have united to help struggling compatriots.
Since the conflict began on February 28, 2026, the UAE has faced a dangerous security situation, including missile and drone attacks from Iran, airspace disruptions, and temporary industry shutdowns.
The banking and financial sector continues to operate, but sectors relying on tourism, retail, and daily foot traffic have been severely impacted.
Many OFWs have been forced into no work, no pay situations, forced leave without salary, or job suspensions.
Donna Cepe, a content creator and Facebook personality, was one of the first to respond to the need through her vlog page.
With her friends and supporters, she started distributing grocery packages in areas with many Filipinos, such as Al Rigga, Satwa, and Burjuman.
Her initiative inspired other Filipino-owned businesses to follow suit.
On April 4, 2026, La Tres Bar & Lounge saw long lines of compatriots waiting for grocery packs, including rice and canned goods.
The scene reflected the reality of the crisis, but also the community’s resilience and solidarity.
The Maria Paz, a Filipino restaurant and community hub, announced its first wave of grocery distribution and promised to continue in the coming weeks.
They also warned the public to follow their Facebook page for updates on the schedule and location of the next distribution.
For many long-time UAE residents, this is not new.
During the COVID-19 pandemic in 2020, similar Bayanihan efforts were seen through food drives and community support systems established via social media.
Groups like “Helping Hands” and “Freecycle Abu Dhabi” became central to assisting OFWs who lost their jobs.
As regional turmoil and uncertainty continue, one thing remains strong — the heart of the Filipino people, willing to help one another in times of need.
Bayanihan remains alive, not just in the Philippines, but wherever Filipinos are in the world.
Cebu Pacific extends Dubai flight suspension to April 30, 2026

Cebu Pacific has extended the suspension of its flights to Dubai until April 30, 2026, due to ongoing security concerns in the Middle East affecting the airline’s operations.
The decision was based on the safety of passengers and crew, according to the company’s advisory released on April 7.
This is a revision of the previous announcement, where the initial suspension deadline was set for April 20 only.
Passengers affected by the canceled flights were notified via email and advised to check their bookings under the “Manage Booking” portal of the airline.
There, they can choose from three options: free rebooking within 30 days from the original flight date with no additional fee, converting the ticket to CEB Travel Fund, or a full refund.
However, there’s a condition for the free rebooking — if the new travel is beyond 30 days from the original schedule, passengers must pay the fare difference.
Cebu Pacific also expanded flexible rebooking and Travel Fund options for passengers with bookings to Dubai until May 31, 2026, even if their flights aren’t yet canceled.
The option must be selected through the Manage Booking portal at least two hours before the scheduled departure.
The airline said it’s continuously monitoring the Middle East situation, and further schedule changes are possible in the future.
Cebu Pacific has a regular Manila–Dubai route, its first connection in the Gulf.
The current suspension results from ongoing regional tensions since late February, affecting air travel following drone and missile attacks that led to the temporary closure of Dubai International Airport and numerous flight diversions and cancellations.
Return to P60 petroleum price, unlikely according to experts amid energy crisis
It is difficult for the country’s petroleum price to return to the previous P60 per liter due to the ongoing tension in the Middle East and the weakening value of the peso against the dollar.
According to a report from the Department of Energy (DOE) and industry analysis as of April 2026, the price of diesel has already exceeded P160 to P170 per liter in some parts of the country, while gasoline remains above P100 per liter after consecutive “big-time price hikes.”
Energy Secretary Sharon Garin revealed that despite diplomatic efforts to secure oil passage in the Strait of Hormuz, global market prices remain high due to insurance and shipping costs affected by the war.
It is also reported that the Philippines is experiencing an “energy emergency” where oil supply is only enough for 45 days, causing oil prices to remain high for a long period and making it unlikely to drop to the previous cheap price.
One month since viral kidnapping in IBT Tagbilaran, no suspect identified yet, Capitol expresses dismay over investigation
Almost a month has passed, but no suspect has been identified yet by the investigators from Tagbilaran City Police and Camp Dagohoy in the alleged kidnapping incident that occurred on March 11, 2026, at the Integrated Bus Terminal (IBT).
This was revealed by PMaj. Bonifacio Lucerna, acting chief of Provincial Investigation and Detection Management Unit (PIDMU), representing Bohol PPO Provincial Director PCol. Patricio Degay Jr., along with PEMS Harold Quijada representing Tagbilaran City PNP Chief PLt. Col. Judymar Bonilla.
During the committee of the whole meeting of the Sangguniang Panlalawigan on, April 8, led by BM Jisella Rae Aumentado Villamor as acting presiding officer, the viral incident that frightened the public was discussed.
The case involves a man allegedly forced into a vehicle by men wearing bonnets inside the IBT on March 11, 2026, and the issue was raised by Board Member Benjie Arcamo in the Sangguniang Panlalawigan.
According to the police, as of April 8, they still haven’t identified any suspect despite ongoing investigation.
This is despite media and social media reports naming the victim as Allan Gamana, allegedly from Guinsularan, Duero, and confirmed by his wife in a media interview, but the individual has not been contacted or investigated by the authorities.
It was also pointed out that the investigators did not go to Duero to look into the case to check and investigate the emerging name, but PMaj. Lucerna has assured that they will be going to the place to continue the investigation which is almost a month old.
Furthermore, the police said they only acted after the video went viral, because they didn’t receive any official report at the police station about the incident.
Because of this, the members of the Sangguniang Panlalawigan expressed dismay over the slow investigation, especially since it’s almost a month and there’s still no clear development in the case.

The Loboc Bohol Tourism and the management of the famous Loboc River Cruise have announced the increase in rate to ₱1,200.00 starting April 16, 2026.
According to the official advisory from Loboc Bohol Tourism, this measure was taken due to the unfavorable economic situation in the country affecting the daily operations of the attraction.
The announcement explained that the price increase is “unavoidable” in order to ensure that quality service continues and tourists visiting Loboc River still have a wonderful experience.
Tourism impacted by crisis, capitol eyes lifeline
The tourism industry, especially those operating in Bohol, is severely affected by the ongoing fuel price crisis.
Capitol is looking for ways to throw a lifeline to help struggling businesses operating in Bohol.
This is one of the issues discussed during the latest meeting of the Provincial Inter Agency Task Force on Economic and Energy Resilience: (PIATFEER) on April 8, 2026.
One of the meeting attendees, Leah Marchil Sumampong, released her notes on social media in relation to the said meeting on her social media account.
During the meeting it was mentioned that cancellations have hit the tourism accommodations and resulted in millions of pesos in lost revenue.
In her notes, Sumampong said that this does not yet include the food and beverage sector as well as tour losses and possibly may impact jobs in the tourism space later on.
Tourism industry is hoping for tax breaks to help with the impacts of the crisis, her notes mentioned.
As a way to help businesses which are struggling, Gov. Aris Aumentado suggested to look into the reduction of business taxes imposed at local government level which the Provincial Treasurer can give guidance on.
Local government units generate local revenue by imposing business taxes on businesses operating within their respective jurisdictions.
Recovery and resilience framework is in the works just like the Earthquake, Odette and COVID crises, she said in her notes.
Sumampong also mentioned several key areas of concern discussed during the meeting such as the fuel, power, and rice supplies of Bohol.
She said local fuel industry players are under monthly allocation in the current setup and that hoarding of fuel supply is out of the question.
Moreover, the rice inventory duration is 192 days.
This is excluding imported rice (data on supply from imports are not available as of April 6, 2026).
There is a steady increase in dry rice selling price which is currently at P25.
She said it is worthy to note that countries like India, China and Vietnam are restricting rice exports.
Bohol’s power industry players are saying that the aggregated power supply contracts they signed into are a blessing in disguise because they are currently sourcing from geothermal plants and they are anticipating minimal impact from the current crisis.
Only the transmission rates may vary.
Psywar impacts fuel prices, says Sevilla
Bohol Tribune columnist Donald Sevilla says psychological warfare impacts how fuel prices move in the global market.
Sevilla told Ardy Araneta-Batoy during an interview that plenty of misinformation and disinformation on the internet lead to a psychological effect on fuel prices.
As the war drags on, this causes an impact on fuel prices in the global market.
Media can play a vital role in providing helpful information and urging leaders to find solutions, he explained.
Fuel prices have increased for the sixth straight week since the Middle East war broke out.
The increases seem unabated with hope not seen in the immediate future.
Initially, the Philippines had a 60-day fuel stock, quoting the Department of Energy (DOE).
Unlike other countries with 40% fuel increases, the Philippines suffered 100% cumulative fuel price increases.
Filipinos pay more due to toxic taxes, including excise tax and value-added tax, and heavy reliance on imported fuel.
The Philippines imports nearly all its fuel, exposing it to price volatility.
Prices change due to speculation fueled by information and disinformation, lame government response, and policy uncertainty.
Statistically, the Philippines suffers greatly from fuel price surges.
Lack of political will encourages fuel prices to spiral.
Sevilla advocates reviewing the Downstream Oil Deregulation Law as a solution.
There’s hope for lower fuel prices, like removing taxes, but it’s nixed due to potential budget deficit.
Critics say the government prioritizes revenue over transparency in fuel pricing.
Sevilla calls for transparency and accountability in fuel pricing mechanisms.
The government should explain prices to help the public understand.
Filipinos are under the mercy of oil players, eroding trust in government.
Sevilla doubts government efforts are sustainable, and funds might end up in a few pockets.
Some politicians have fuel industry interests, impacting policy implementation.

the PNP to improve police mobility and response capability of local police stations.
Seven persons hurt in Dagohoy road accident
At least seven persons were injured including a seven-month old infant after a motorcycle collided the persons who were in a procession along the national highway in barangay Malitbog, Dagohoy on April 3, 2026.
The victims were walking along the highway as they were participating in a solemn procession in line with Good Friday.
As they were in the procession, a motorcycle driven by a farmer from San Miguel, Dagohoy, accidentally ran roughshod the group of people as the driver also sustained severe injuries as a result of the incident.
The victims are all from Malitbog including another minor who was also walking in the procession.
The injured persons were rushed to a nearby hospital in Carmen town as they received medical attention.
Police impounded the motorcycle involved in the accident as further investigation continues.
Meanwhile, a man was placed in surgery after getting stabbed by his drinking buddy in barangay Progreso, Carmen.
The stabbing incident happened on April 2, 2026 where the victim known as alias Dong, was stabbed at the right side of the torso.
The suspect known as alias Tor allegedly stabbed the victim as the two were on a drinking spree and the suspect went home earlier but the victim and his wife continued drinking and taking turns on the karaoke at the home of the suspect’s sibling, which is a neighbor, late Thursday afternoon.
The suspect went to the house of his sibling in the evening, where the victim was and stabbed the victim and escaped after committing the crime.
The suspect allegedly disposed of the weapon used in the stabbing in a rice field and this is the reason the authorities were unable to retrieve the weapon used in the alleged crime.
The victim was rushed to the hospital and the suspect was arrested following a hot pursuit operation.
The suspect now faces frustrated murder charges, police said.
DOE set expectations, saying end of war won’t mean immediate fuel price rollback
The Department of Energy (DOE) has set expectations with the public by saying a cessation of war does not immediately result in huge rollback in fuel prices.
Energy Sec. Sharon Garin set the expectation as it is perceived that the rollback of fuel prices is in the offing once the war sees an end.
Garin said damage to the energy infrastructure of some oil exporting countries may delay the expected rollback of fuel prices as recovery and rebuilding may take time.
Reports mentioned that several oil fields in the Middle East were targeted by Iranian drones, missiles and other projectiles. The Iranian counter attack on other countries in the Gulf area has led to damage to the critical energy infrastructure and hampering production of oil sold to countries including the Philippines.
In a press briefing on April 7, 2026, Garin explained the nuances of fuel price movement and possible rollback when the war ends.
She said the return of normal operations of oil fields affected by war as well as ports where tankers dock, may not be as easy as turning the tap again to let the oil flow.
She mentioned that the damage on the energy infrastructure has caused widespread impact on the global fuel supply chain.
The secretary said she does not expect prices to drop as fast as it rose as she added even with risk management initiatives, such as safe passage of Philippine-bound ships carrying fuel products to the Philippines through the Hormuz strait, there is no automatic assurance of any big-time rollback.
DOE quoted industry sources, diesel prices may reach as much as P170 per liter, as gasoline may reach P110 to P120 per liter as an off ramp on the tension in the Middle East is not seen in the immediate future.
The government is appealing to the public to wisely consume energy, as the country remains in a State of National Energy Emergency and the Philippine National Oil Company (PNOC) is constantly looking to import additional oil supply to boost the country’s oil stockpile as the crisis enters its second month.
Moreover, the DOE also said that the country has an average fuel inventory lasting for at least 50 days or the later half of May.
Meanwhile, the DOE reminded the public to avoid panic buying and hoarding, reinforcing guidelines on the sale of fuel in containers.
Loay mayor open to run for higher public office
Loay mayor Hilario Ayuban said that he is open to run for a higher public office once his term expires.
Ayuban is no longer eligible to run for mayor of Loay after having been in office for nine years.
He said it is possible he might run as congressman for the third district.
The incumbent congresswoman, Alexie Tutor, is no longer eligible to run for another term in Congress in 2028.
He is also open to run for board member as well as vice governor depending on consultations and political situations.
Ayuban hinted that his 2028 political plans remain conditional but made it clear that he is not going to engage in “money politics.”
Ayuban said he will not run if the benchmark of winning is based on how much money is going to be spent.
He will be consulting other mayors, advisers and his party as he will be anchoring his decision on these consultations
Ayuban is the executive vice president of the League of Municipalities of the Philippines Bohol chapter and he is known to be close to all mayors in the third district and this made him at the core of political discussions.
Speculations are swirling that Ayuban is one of the dark horses for third district congressman by 2028.
Aside from Ayuban other potential bets include Carman mayor Che de los Reyes and Mc Aldous Castañares.
Ayuban may not throw his hat if there is a consensus candidate coming from the camp of Cong. Tutor.
Ayuban said his political plans remain in a state of flux.
PGBh offers office space for OCD 7 in Bohol Capitol
The Provincial Government of Bohol (PGBh) has offered office space to the Office of Civil Defense (OCD) Region 7 to establish a permanent presence in the province.
This offer was discussed during a courtesy call by OCD-7 Regional Director Joel Mamon to Gov. Aris Aumentado on April 20, 2026.

Provincial Disaster Risk Reduction and Management Officer Anthony Damalerio said the presence of OCD can boost inter-agency coordination, especially on early warning systems, disaster risk reduction, and emergency response.
Aumentado appreciates the initiative and recognized the importance of closer coordination with a national agency.
Tagbilaran rolls out fuel subsidy for transport, fisherfolk sectors
The City Government of Tagbilaran has started the rollout of fuel subsidy for transport sector workers and fisherfolk.
The fuel subsidy is part of the over ₱40 million Energy Crisis Social Protection Program to assist those affected by rising fuel costs.
Each beneficiary receives ₱2,000 in fuel vouchers where each voucher has a value of ₱200 each.
To ensure transparency and swift service, a real-time digital system is in place where a beneficiary needs to present the voucher and an ID or driver’s license and those will be checked into the system to monitor how many vouchers have been used and to ensure there is less hassle in the transaction.
Based on the advisory, the vouchers are valid from April 20, 2026 to May 31, 2026 and beneficiaries can fill their tanks from 6 am to 5 pm from Monday to Sunday.
The city government’s priority is to ensure the funds are directly benefiting the people, especially those affected by the fuel price hikes.
The city government is creating ways to cushion the impact of the fuel price crisis, especially on the transport sector and the fisherfolk, as they play a critical role in food security.

The inaugural race featured six teams, including local and international representatives.
Teams from Canada and other provinces joined the event over the weekend.
The event was organized by the Bohol Paddlers Association Inc. (BPAI) in partnership with the Provincial Government of Bohol and the Tagbilaran City Government.

The team from the Philippine National Police dominated the major categories as teams from Cebu and Leyte also carved a podium finish.
Bohol holds solo parents’ congress
Bohol held the 3rd Provincial Solo Parents’ Congress on April 20, 2026, at the Bohol Cultural Center, supporting 6,529 registered solo parents.

Capitol is totally supporting solo parents through the Office of the Provincial Social Welfare and Development and other related agencies to improve the condition of solo parents.
Aumentado said the government is willing to lend a helping hand to solo parents as they navigate life’s challenges.
Vice Gov. Nicanor Besas said the congress is not just a celebration but a way to let solo parents know the benefits and rights under the law.
Besas lauded other agencies who are constantly supporting solo parents and delivering the services to the members of the sector.
NGCP advises people to avoid kite flying near transmission lines
The National Grid Corporation of the Philippines (NGCP) advised the public to avoid flying kites near the transmission lines.
In an advisory, the NGCP said that parents should disallow minors from flying kites near the transmission lines as these lines carry dangerous levels of voltage that may cause electrocution.
The NGCP said there is danger when kites get entangled with the lines as this may lead to trip-offs and result in power interruptions.
There are a lot of people who will take advantage of the fair weather and fly some kites as some even engage in kite racing.
Moreover, the NGCP also asks residents near the transmission lines to avoid creating fire stacks as the smoke can also lead to trip-offs.
The NGCP urged the barangay officials to impose discipline among their constituents, especially those flying kites near transmission lines.
Unhealthy air detected in Cebu, Negros, Bohol
The public is urged to wear protection as the air quality in Cebu, Negros, and Bohol has deteriorated.
Authorities are recommending that people wear face masks as the air quality has become worse.
A health alert was issued on April 20, 2026, after instruments detected unhealthy air quality levels in Bohol, Cebu, Negros, and even stretching to Western Visayas.
Based on air monitoring data, the pollution levels may pose risks to public health as the air quality decline is a result of the intense hot weather, dust, smog, and other pollutants.
The dry weather created a perfect situation for pollutants to clump and cause a decline in air quality, reports add.
Residents, especially minors, seniors, and those with health conditions, are advised to use protective clothing such as face masks as a way to protect themselves from air pollution.
Experts warn that people may experience breathing difficulties and irritation of the airways due to the declining air quality.
Experts also advised people to remain indoors, to stay hydrated, and to shut their homes to prevent dust or smog from entering.
The public is advised to keep abreast of the latest advisories about the air quality.
Compromise agreement reached between bus driver and uploader
A compromise agreement was reached between the bus driver and the uploader following a meeting on April 20, 2026.
The uploader faced the bus driver at the offices of Southern Star Bus Company to settle the issue.
The parties faced each other at the office of Southern Star Bus branch manager John Lumacang.
The issue stems from the uploaded video of a driver of Southern Star Bus, who drove a bus allegedly in a peculiar way.
Also in attendance were the daughter of the driver and the president of the Drivers’ Association as they discussed the issue of the driver allegedly driving a bus seemingly in an unorthodox way.
Lumacang said a compromise was reached after the parties laid out their side of the issue during the meeting.
Moreover, the preventive suspension on the driver is sustained for 15 days instead of the original 30 days.
Lumacang said after 15 days, management will decide if there is a need to continue placing the driver in preventive suspension for another 30 days.
Lumacang said this is the process under the Collective Bargaining Agreement (CBA).
A video was uploaded on social media showing the peculiar driving style of a Southern Star bus driver and drew public opinion regarding the incident.
Reports said the driver Renato Payag and the uploader Marichu Lapay exchanged olive branches following the brouhaha.
The driver’s daughter said her father forgave the uploader of the video as the driver’s family urged the public to cease spreading negative comments on the issue over social media.
The daughter said the driver did not wish to create mountains out of molehills and the issue has been settled.
Payag is thankful for netizens who showed support and sent words of encouragement to him.
The daughter clarified her father is not a person with disability because her father would not be hired as a driver if Renato is incapable physically or mentally to perform tasks such as driving a bus.
The daughter took offense at the negative comments saying her father is a drug addict as the driver was subjected to a drug test and turned out to be negative.
The video originally uploaded by Lapay has been deleted.
US-based Boholano fears perception might cause fuel price spikes

US-based Boholano lawyer Glen Hubahib fears certain perceptions may drive fuel prices up.
Hubahib reacted to the virtual tug-of-war at the Hormuz Strait between the US and Iran.
Both countries have naval blockades as the Iranians closed the portion of the strait, causing fuel prices to spike anew.
He said fuel price movement is based on perception, not just the issue of supply and demand.
He added that if perceptions can disrupt the supply or demand, such as a naval blockade, prices of fuel tend to spike, including consumer items.
Hubahib said the US initiated a naval blockade to show a perception it is in control as the Iranians want to prove to the world it, too, has control over the Hormuz Strait.
Iran closed the Hormuz Strait after the US boarded an Iranian-flagged vessel.
Columnist calls for transparency in fuels bought for PH

Bohol Tribune columnist Donald Sevilla suggested that the government or oil companies should declare the prices of oil bought using spot contracts.
He said monitoring the movement of prices of oil can be confusing and complicated.
He expressed his opinion during his April 20, 2026 interview with Ardy Araneta-Batoy over Newsmakers ug Uban Pa radio program.
In effect, he said it is possible there are intramurals happening in the background and actual prices are not revealed publicly, and for the public, tracking the price movements can be tricky.
Sevilla said oil is volatile and reacts sharply to speculations.
He said that rollbacks are the result of the trading last week and with latest developments in the Middle East, any news might jolt the market and cause price movements.
Sevilla said crude oil is traded and refined into finished products, which in turn are traded in trading platforms such as Mean of Platts Singapore (MOPS).
Asian refineries get crude oil from the Middle East and then refine it into finished products, which other countries such as the Philippines purchase for domestic use, he explained.
Sevilla said there is a possibility of fuel price increase depending on the situation and the prices depend on how the commodity is traded.
Meanwhile, he thinks the high fuel prices will be sustained as long as those who are benefitting from the crisis are able to prolong the situation.
He said in every crisis there are businesses who gain and lose.
The gainers, if they are powerful enough, would prefer that the crisis is prolonged as he quoted an article published in The Guardian where US$13 million is earned by gainers every hour due to the crisis.
Moreover, the US Congress plans to investigate hedging or gambling not on sports events but on current events.
Platforms like Polymarket allow people to place wagers on the outcomes of current events ranging from politics, economics, and even the weather.
OPV says animal butchered in San Miguel was goat, not dog
The Office of the Provincial Veterinarian (OPV) is saying that the animal butchered and consumed in San Miguel was not a dog.
Reports said the goat was butchered in barangay San Jose, according to the OPV.
Provincial veterinarian Dr. Meydailyn Paman said her team went to the area to verify and investigate.
Paman said her office’s investigation and the investigation of the Municipal Agriculturist Office showed the animal butchered was a goat and not a dog.
Paman said the owner of the goat’s meat said the meat was not from the dog.
No witness said the animal butchered was a dog, Paman said.
She said the investigation was not based on photos on social media as she sent a team to investigate.
The vlogger who claimed the animal was a dog already asked for an apology after the results were released, reports said.
Bohol Animal Rescue and Kindness (BARK) said it is convinced a dog was butchered.
The group is not convinced on the results of the investigation of the MAO and OPV as it wants to seek more clarification in relation to the incident.
KFC leader urges barangays to prioritize essential programs as energy crisis hits
A stalwart of the Kabataan for Change (KFC) suggested to focus on essential activities as the crisis continues.
Jhon Lowie Bugahod of the KFC said that in his barangay, lofty plans were prepared but these plans were set aside.
As the country is facing a national energy emergency, he said his barangay of Tagustusan had to change plans.
Bugahod said some events were cancelled and went on to allocate limited barangay funds to address essential programs.
Bugahod said the funds for some sporting activities may be best used to provide aid or assistance to students as the classes open after a month by June.
The goal he said was to provide help or lifeline to parents or to students themselves.
Projects like libreng sakay are seen to help the struggles of students as Bugahod sees a need to optimize the scarce resources of his own barangay.
While sporting activities are essential, he said, there is a need to allocate scarce resources to more essential projects or investing on projects where the youth grow in skills and knowledge as he pointed out key seminar such as teenage pregnancy and anti-drugs among others.
Bugahod is telling his partner Carl Hinlo that there is a need to maximize resources to address essential needs amid the crisis.
Hinlo said while no one is stopping anyone to come up with projects, he wants to point out such projects must be austere as well as find ways to conserve energy.
Bugahod is merely suggesting to focus on what the important things are given that there’s a crisis.

Motorists still complain vs LTO operations in Bohol
Complaints from some motorists against the operations of the Land Transportation Office (LTO) in the province still continue.
According to the observation of authorities, even before the crisis, many were already criticizing why the LTO is strict in apprehending motorists who violate road laws.
But now that there is a crisis, the issue they are raising is different—that operations should not be implemented because of the difficult situation.
The LTO explained that their mandate is to enforce traffic laws to protect the lives of the public and prevent accidents on the roads, no matter the economic situation or crisis being faced.
The agency added that the enforcement of rules is not intended to hurt motorists but to ensure the safety of everyone.
Therefore, they are asking the public to understand and support their operations by following traffic laws.
According to LTO personnel, in other places like Cebu, traffic violators are apprehended almost every day but there are no complaints there because that has already become their norm and they understand the work of the authorities.
DENR urges furniture operators to shift to alternative wood types
The Department of Environment and Natural Resources (DENR) urged furniture operators to shift to using alternative types of wood such as Mahogany, Mangium, Gemelina and Acacia, instead of Tugas which has long been recognized as premium wood.
According to Edgar Ricafort, Officer-in-Charge (OIC) CENR Officer of DENR CENRO Talibon, the use of Tugas in furniture shops is strictly prohibited because it is against the law.
Ricafort explained that Tugas is among the types of wood protected under Presidential Decree No. 705 or the Revised Forestry Code of the Philippines, which prohibits the cutting, processing and use of trees without proper permit from the government.
He added that the continued use of the said type of wood is the reason many establishments were issued notices of violation by the DENR in past inspections.
Because of this, the DENR urged operators to comply with the law and support responsible use of wood by choosing legal and more sustainable alternatives to avoid penalties and protect the environment.

Governor Aumentado warns motorists: ensure roadworthy vehicles and complete documents amid LTO operations in Bohol
Governor Aris Aumentado issued a warning to all motorists to ensure full compliance with road safety requirements while the Land Transportation Office (LTO) Central Office begins strict inspections in the province.
Aumentado urged drivers of four-wheel vehicles and motorcycles to make sure their vehicles are in good condition and have complete parts, while noting that defects or deficiencies could result in violations during inspection.
He also reminded motorists to always carry a valid driver’s license and updated vehicle registration, amid the arrival of personnel from the LTO Central Office to conduct operations in Bohol.
Meanwhile, while emphasizing compliance by motorists, the governor also urged LTO enforcers to conduct inspections in a “slow, calm, and reasonable” manner to avoid a repeat of the previous controversial operation, especially in Panglao.
The warning came as authorities intensify law enforcement to improve road safety and ensure strict compliance with transportation regulations throughout the province.
Borja opposes new traffic experiment amid high fuel costs
City Councilor Leonides “Edi” Borja called not to implement new traffic schemes in the city for now, especially experiments, due to the current crisis and high gasoline prices.
Borja expressed this during the meeting of the City Traffic Management Board (CTMB) yesterday morning on April 23 at the Legislative Building, where the proposal of traffic consultant Jess Aculador to implement another traffic experiment was discussed, including making the road from the corner of Putong Street toward the road behind PMI Colleges one-way.
According to Borja, this will have a big effect on motorists, tricycle drivers, and riders who will be forced to go around their routes, which will worsen their gasoline expenses.
