Youth group stresses meaning of independence

Members of youth group Kabataan for Change emphasized the need to understand the meaning of independence in the context of Independence Day.
Carl Hinlo and Jacqueline Baquero laid out the premise on how the youth should appreciate freedom and being an independent nation.
Baquero ssid people should appreciate the day of independence as it is the product of the struggles of the ancestors.
The freedom being enjoyed is the product of the struggles and sacrifice of those who came before us.
There are issues about the current situation and some may show frustrations but they say that it is not wise to give up on our country at this crucial juncture.
Frustration is not enough reason for the youth to abandon the ideals that our ancestors fought for.
People need to understand the importance of being independent and it should be cherished and protected.
They said it is important that people understand the meaning of the celebration and its relevance.
Lawyer comments on current political situation

A US-based Boholano lawyer weighed in on the current situation of politics.
He said the problem boils down to some politicians not aligned with the administration.
There are some who refuse to bow down to the wishes of the administration.
As a result there have been conflicts all over and more time has been devoted to politics than governance.
He said these people have diluted the Senate as two camps go up against each other as one camp refuses to bend back and accommodate the administration.
There are people that tried to change the narrative to suit their agenda even to the point of changing the rules on quorum.
Making it worse, he said, some legal minds and even the Integrated Bar of the Philippines, aligned with the narrative of changing of the quorum.
He said it seems the leadership has not consulted the members for their opinion and just went on to chime in and align with the narrative of some politicians.
Columnist urges politicians to return to business

Donald Sevilla, one of The Bohol Tribune’s columnists, says politicians should end the drama and finally go back to business.
He told Ardy Araneta-Batoy in an interview, that too much politics has been bringing ruin to the nation.
He said arguments and banter are not going to help the nation move forward.
Sevilla said we have become a laughing stock as our neighboring countries are leapfrogging us.
Other countries are busy finding ways to progress while the Philippines is stuck with too much politics.
He sees politicians trying to compete with each other.
He said it will boil down to the decision of the benefactors behind each camp.
He said it is difficult to determine which among them are the best, as it is possible that the apparently clean ones may be the dirtiest.
Sevilla reacted to the current situation in Philippine politics where factions are jostling for control.
The Senate has been in focus with politicians making charges and counter-charges.
BWUI continues WASH caravan for water connections
Bohol Water Utilities Inc. (BWUI) is pushing for the Water Sanitation and Health (WASH) caravan, according to Victor Tambis.
Tambis said BWUI has made application for a water connection easier and even made the fees easier to settle.
BWUI has brought the caravan to barangay Cabawan, Tagbilaran City.
The caravan will then move to barangay TIPTIP, Tambis said.
BWUI saw the need of the program as the residents of the said barangays take advantage of the promos and get formal water connections.
The processing has been made easier as BWUI will be the one visiting to process the application.
The fees can be paid on an installment basis and can be charged to the monthly bill.
The Connect Now Pay Later means there are no upfront fees before connection.
The inspection is a breeze as inspectors are with the BWUI personnel conducting the caravan.
The WASH is aligned with the program of the United Nations with the aim of bringing water service to every nook and cranny.
The WASH caravan was launched in April in barangay Cogon and was given emphasis with the hope each household will have its own water connection.Bohol Light conducts programs for consumer safety

Contractor works round the clock to repair Bato Bridge
First Engineering District head John Paul Gascon of the Department of Public Works and Highways (DPWH) said that the contractor is working round the clock to repair the damaged portion of Bato Bridge in Maribojoc.
The traffic has been halted as no vehicle is allowed to pass until the bridge is fixed.
Gascon said that the rains make it difficult to continue with the repair work.
He said the rains caused the soil to soften and caused the damage.
The rains also eroded the limestone that was dumped at the approaches.
The limestones were dumped at the approaches of the bridge and there is a need to revisit the idea of having the measure.
The contractor is working night and day to complete the repair work as soon as possible, Gascon said.
Gascon said the contractor is racing against time as there is a need to return the traffic flow in the area the soonest possible time.
Gascon said the repair work is of no cost to the government as the repair is done under warranty.
PHIVOLCS reminds public to stay alert for possible earthquakes in Bohol
Philippine Institute of Volcanology and Seismology (Phivolcs) Bohol head Nolan Evangelista reminded the public to be more aware and alert for possible earthquakes hitting Bohol.
He said the public should remain vigilant as no one can predict when the earthquake will come.
Unlike typhoons or to a larger extent volcanoes that provide warning signs and advanced information about them, earthquakes can come at any moment.
Experts say that no technology exists that can accurately predict earthquakes.
The 7.8-magnitude quake that hit Mindanao was never predicted to happen, said experts.
Dozens of lives were lost and scores of people were injured in perhaps the strongest quake that hit the Philippines in the last 50 years.
Evangelista said Bohol is at risk of quakes as the province sits in several fault lines including the one that caused the 2013 earthquake.
There are other faults that are yet to move and the next quake in Bohol may be generated from these other faults.
The southern part of Bohol has plenty of fault lines that remain dormant and could be activated any time.
There is a significant fault that affects towns from Anda to Maribojoc, he said.
He said there are trenches near the shores of Bohol that may generate quakes.
These trenches have the capacity to generate strong quakes, he added.
These trenches can also produce tsunamis when they move, he quipped.

The implementing rules and regulations (IRR) of the ordinance allowing whale watching activities provides mechanism for closed and open seasons.

These tourists are the ones interested in watching the whales.

The closure was due to issues on feeding the animals.
Millions of pesos were lost as a result of the closure and these funds came from the income of the tourism activity.

BISHOP AYUBAN
Cubao bishop disputes senate testimony linking SVD priest to money allegations
The bishop of the Diocese of Cubao has disputed testimony presented before a Senate panel that linked a Divine Word priest to allegations of receiving cash-filled luggage, saying the claims contain factual errors about the Society of the Divine Word’s presence in the area.
Bishop Elias Ayuban Jr. said no SVD parish or church operates along Mindanao Avenue or in adjacent areas — directly contradicting an assertion made by Joely Cadiao, a purported former Marine, during a June 4 hearing of the Senate Blue Ribbon Committee. Cadiao had accused Fr. Flavie Villanueva, SVD, founder of the Arnold Janssen Kalinga Foundation, of receiving money through a suitcase.
Ayuban said the SVD’s footprint within the Diocese of Cubao is limited to three locations: Sacred Heart Parish-Shrine in Kamuning, the Sto. Niño de Violago Quasi-Parish, and Divine Word Shrine along E. Rodriguez Avenue.
The bishop, a brother of Loay, Bohol Mayor Hilario Ayuban and whose jurisdiction falls within the Diocese of Cubao, strongly condemned the spread of misinformation, calling it an act of falsehood that breeds public confusion and social division. He criticized the public presentation of unverified testimony.
Ayuban urged the public to be discerning about the information they consume and share, calling for responsible discourse and engagement.
The AJ Kalinga Foundation had previously denied the allegations against Villanueva and said it would pursue appropriate legal action against those spreading what it described as false accusations.
PDRRMO assures Bohol is safe despite rescue teams deployed to Mindanao
The Provincial Disaster Risk Reduction and Management Office (PDRRMO) said Bohol has nothing to worry about even if the Capitol sent two crack teams of rescuers to Mindanao.
The PDRRMO sent highly-trained teams of rescue workers to aid the search, rescue and retrieval operations in Saranggani and General Santos City.
Boholanos need not worry as the PDRRMO is still equipped to address any emergency that may come in the province while the teams are away, PDRRMO chief Antony Damalerio said.
He said his office still has other personnel left here that would address the concerns and emergencies at home.
He said there are adequate rescue teams who are able to address the needs of Boholanos.
The teams sent to Mindanao are highly trained on various scenarios both inland and on water.
The personnel left in Bohol are still well-trained and able to address the emergencies, Damalerio assured the public.
The Boholano rescue team will stay in Mindanao for a week, he said.
Massive damage came at the wake of the quake which is touted as the strongest in the last 50 years.
Capitol TWG to review whale watching ordinance IRR
A technical working group (TWG) at the Capitol is set to check the implementing rules and regulations (IRR) of the whale shark watching ordinance.
There have been hitches on the IRR that may be delaying the reopening of the whale shark watching attraction.
Bohol Sangguniang Panlalawigan (SP) approved an ordinance allowing the sustainable whale watching.
The TWG is expected to conduct a review of the implementing rules and regulations (IRR) of the said ordinance.
There have been possible conflicts identified that made it difficult for the whale watching activity a reality.
Earlier, Lila mayor Arturo Jed Piollo said the whale shark watching in his town has yet to restart.
He said even if the operators already complied with the requirements the problem is that the IRR identified an open and closed season.
The declaration of open and closed season has a huge effect on the business considering the open season is from October to May.
The closed season has a huge impact on the families whose livelihood is hinged on the activity.
Piollo hopes that Capitol reviews the IRR and the policy to alleviate and cushion the impact on the businesses and workers in the industry.
Acting Gov. Nick Besas said that Piollo’s suggestion is considered and a TWG will work on the IRR and to solve the issues that cause the delay of the operations of the whale shark operations, Besas said the ordinance never mentioned open and closed season and the seasons are only mentioned in the IRR.
Provincial Legal Officer Handel Lagunay said a consultation among marine experts and they form part of the TWG in order to address the issues.
Lagunay said the imposition of seasons is not arbitrary but based on the recommendation of marine experts who know the behavior of marine mammals.
The TWG is ready to listen to revisions and suggestions on the IRR to strike a balance between marine ecosystem and economics of the community reliant on eco tourism.

He supports a joint SWAT training program with the city government to maximize the resources and unify tactical procedures and improve operational readiness.
Binlod paid homage to former Gov. Eruco Aumentado who started the SWAT team in Bohol.

Tagbilaran City SP urges DDB to issue alternative guidelines on drug destruction
The Sangguniang Panglungsod (SP) urged the Dangerous Drugs Board (DDB) to issue alternative guidelines on drug destruction to avoid security risks and legal impediments.
Risks arise during the transport of drugs from Bohol to Cebu to be destroyed at the crematorium there.
The SP issued the proposed resolution sponsored by Coun. Fausto Budlong.
The resolution was approved during the regular session on June 9, 2026.
The problem is that there is no operational incinerator based in Bohol that can be used for the safe destruction of confiscated drugs and controlled substances.
In view of this, the Philippine Drug Enforcement Agency in Bohol is forced to bring the drugs to Cebu to be destroyed.
The SP said carrying the drugs to Cebu may be exposed to risks that may lead to losses of the evidence or switching while in transit.
The transport may cast doubt on the drug cases being tried here.
Lawmakers pointed to section 21 of Republic Act No. 9165 allowing the DDB to approve other lawful authorized methods to destroy the drugs if incineration is not practical.
The DDB has yet to issue alternative ways to destroy drugs that can be used locally.
The lack of guidelines limits authorities in pushing for alternative ways to destroy drugs that were seized.
