The Department of Education (DepEd) Bohol Division Office is investigating separate complaints against Parent-Teachers Associations (PTA) at two schools in the province, involving allegations of missing funds in Bilar and improper meeting fines in Antequera.

At Bilar National High School, PTA Board public information officer Jelle Baslan filed a complaint against the school principal over more than P145,000 in association funds that could not be accounted for following a liquidation report.

PTA Board members are seeking an explanation for the missing amount and have called for the principal’s transfer, in addition to repayment of the funds.

Baslan said the board has lodged formal complaints with the DepEd Bohol Division Office and the Commission on Audit.

At Villa Aurora High School in Antequera, a parent filed a complaint over financial penalties the PTA imposed on members who fail to attend meetings, and sought clarification on the policy.

Bohol Provincial Schools Division Superintendent Dr. Faye Luares confirmed both matters are under review.

On the Bilar complaint, she said her office would examine allegations that the principal interfered with PTA funds, calling such interference improper.

She said all complaints undergo due process and that officials found liable for violations would face consequences, with further details to be released as the investigation continues.

On the Antequera complaint, Luares said she would summon the school’s principal and guidance counselor to explain the fines and asked for time to review the matter.

Under DepEd Order No. 13, series of 2022, or the Omnibus Guidelines on the Regulation of Operations of Parent-Teacher Associations, all PTA contributions and fees must be voluntary and cannot be required for students to take exams or graduate.

The policy contains no provision allowing financial penalties for missed meetings.

The order was issued to regulate PTA operations and promote cooperation between schools and their communities.
