Power woes expected to persist in Visayas, including Bohol, in 2027

The short supply of electricity is expected to continue to be felt across the Visayas, including Bohol, in 2027.

This assessment was made by experts who have been closely monitoring the energy situation in the Visayas region.

According to the experts, the continued downtime of several power plants is significantly contributing to the overall shortage of electricity across the Visayan islands.

Energy Sec. Sharon Garing expressed that interim solutions are currently being explored to help ease the ongoing shortage in power supply.

One of the proposed solutions is the use of a Battery Storage System, which is designed to reserve excess energy that can be utilized when the supply runs low.

In addition, there are plans to deploy Power Barges to augment the electricity supply, particularly during periods when reserves are critically low.

Meanwhile, the National Grid Corporation of the Philippines is being urged to fast-track and complete key transmission projects that could help bring more electricity supply into the Visayas.

The Visayas has been experiencing intermittent power interruptions due to the persistently low power supply.

The lack of sufficient generating capacity from the remaining operational power plants is seen as the primary reason behind the recurring power interruptions.

These power interruptions have caused considerable damage, especially to the business sector, as financial losses continue to mount due to the frequent brownouts.

DOH 7 moves to help ease congestion woes at Gallares hospital

The Department of Health (DOH) 7 is stepping in to help address the worsening congestion at the Gov. Celestino Gallares Memorial Medical Center.

This intervention comes as the said hospital continues to experience an unusually high rate of patient admissions.

There have been reports that patients are being placed on cots along the aisles due to the lack of available space in the regular wards, a situation that has already alarmed the Provincial Government enough to seek assistance from Malacañang to resolve the congestion at the said hospital.

In response, the DOH is now ready to extend concrete solutions to help solve the persistent problem.

In the interim, the Provincial Government is seeking to convert the Bohol Provincial Diagnostic and Ambulatory Care Center into an infirmary to help decongest the said hospital.

There have also been suggestions to open the Gallares Cortes facility as a general hospital in order to accommodate more patients, especially those coming from Gallares Tagbilaran, although until now the plan has not yet materialized.

Tourism students driven by passion to showcase local beauty, says Sinebiyahe organizer

Tourism students are drawn into the industry because they want to showcase the beauty of their local communities.

This was the unified theme behind why tourism students choose to engage in the tourism industry, according to Marvin Jabonite of Dagitab Creatives.

Dagitab Creatives is the group behind Sinebiyahe Bohol 2026, a film festival that showcases tourism attractions in Bohol woven into the authentic stories of Boholanos.

Jabonite explained that Sinebiyahe is one way of promoting the many attractive tourism destinations that can be seen in Bohol, which is recognized as the country’s only UNESCO Geopark.

Speaking to Carl Hinlo and Ivy Betalmos, tourism students shared that they wanted to be part of a group that consistently showcases Bohol’s beauty to the world.

In the recent Sinebiyahe Bohol competition, students from the Bohol Island State University Main Campus were adjudged as the top winner of the film festival for a film shot amid the various tourism attractions in the province.

Jabonite added that until he enrolled at Tagbilaran City College for Tourism Management, he never realized that the tourism industry could offer a myriad of work opportunities.

Estavilla calls for clear plan as super El Niño threatens Bohol

Second District Board Member Fernando Estavilla is seeking clarity on the extent of preparations by the Provincial Government as the country braces for a looming super El Niño.

He said he wants to inquire about the province’s El Niño contingency plans in aid of legislation, stressing that merely collecting rainwater and using pails will not be enough to combat the prolonged drought.

Estavilla noted that it is crucial to understand what measures are currently in place so that appropriate policies can be crafted to fill any gaps that may exist.

The whole country is expected to experience the effects of the super El Niño, which is projected to last until early 2027.

Estavilla fears that the drought will have a serious impact not only on agriculture but also on the water supply, which is why he emphasized the importance of preparing for any eventuality to mitigate the effects of El Niño.

PAL mounts bigger aircraft for first daily Bohol flight starting Oct. 27

Starting October 27, 2026, Philippine Airlines (PAL) will mount a wider-body aircraft for its first daily flight to Bohol to accommodate more passengers.

The move to deploy a higher-capacity aircraft for the first trip of the day was confirmed by Pogs Ybañez of the Civil Aviation Authority of the Philippines.

Ybañez explained that airlines usually assign wide-body aircraft to the first flight because demand and bookings are at their peak during that schedule.

PAL will use its new A330 wide-body aircraft for the initial flight and shift to smaller aircraft for the succeeding flights within the day.

Cebu Pacific is implementing the same strategy and has also been utilizing wide-body aircraft for its first flight to Bohol.

Currently, only two airlines operate domestic flights to Bohol — PAL and Cebu Pacific — after AirAsia suspended its Bohol flights effective October 1, 2026, with a possible resumption eyed next year.

Tanocal finalizes preparations for 2027 medical mission in Bohol

The Tagbilaran Association of Northern California (Tanocal) is now coordinating final preparations for its medical mission in Bohol in 2027.

Tanocal President Arturo Romanos said his group is busy finalizing preparations and coordination for the upcoming activity.

He relayed that the group is currently securing accommodations for the participating volunteers and medical personnel.

At present, the group has been conducting fundraising activities to support the mission that will benefit indigent patients across the province.

Romanos reported that around 1,500 patients, including 400 cataract patients, are expected to be served during the medical mission.

There will also be a dental component as part of the comprehensive services to be offered.

The group has already coordinated with various Lions Clubs in Bohol and with the Danao Medical Association to ensure the smooth implementation of the mission.

Romanos added that they are hopeful to get support from the Provincial Government as he awaits the response of the governor regarding their request.

MOU signed for Catigbian technical-vocational training program

Catigbian Mayor Benjie Oliva revealed that the municipality is entering into an agreement with a training center for technical-vocational education.

The town has entered into a Memorandum of Understanding (MOU) with the Dualtech Training Center for the implementation of the program.

Oliva said the town is allocating P10 million to fund the scholarship of 200 beneficiaries who will undergo the specialized training.

The program is divided into two parts, consisting of a six-month character development course and an 18-month training program under a partner employer.

Catigbian also sought the assistance of a local government unit in Manila for transportation support and the Office of Sen. Bam Aquino for additional financial assistance.

Oliva explained that the program is patterned after the German model of technical-vocational education.

The mayor expressed excitement about sending the beneficiaries to the program, noting that they will be molded into disciplined and skilled individuals.

He added that the employability of the program’s graduates remains quite high.

The graduates will gain direct work experience through on-the-job training while working with their employer.

Once the graduates start earning, they are encouraged to help finance a relative to undergo the same training program.

Bohol Light provides free medical and optical check-up for employees

Employees of Bohol Light underwent free medical and optical check-ups on October 13, 2026.

Frederick Malce, spokesperson of the company, said the activity aims to ensure that the health of employees is properly maintained.

The check-up serves to monitor the health condition of the employees and to prevent more serious medical problems in the future.

As an added benefit, an optical check-up was also provided to employees to assess the condition of their eyesight.

An optical clinic was invited to examine the eyes of the employees and to properly prescribe the appropriate eyewear to help them see more clearly.

The company is providing these free services to its employees as part of their benefits package and to ensure that they remain fit to work, according to Malce.

The physical examination is an annual activity and a standard practice in large companies.

Large companies often want to know how healthy their workforce is, hence the need to provide free medical check-ups.

DTI urges consumers to file complaints vs. alleged scammers

The Department of Trade and Industry (DTI) is urging consumers to file formal complaints if they feel they have been victimized by alleged scammers.

This was the advice of DTI Bohol Provincial Director Vierna Mae Ligan during her radio interview over Open Forum on October 12, 2026.

Ligan encouraged consumers to file a formal complaint to allow the DTI to mediate between the consumer and the alleged scammers.

According to reports, there have been persons posing as legitimate promotions teams who allegedly employ scam tactics.

These persons often lure consumers with tokens such as umbrellas to draw them into promotional events where they sell pricey appliances.

Some consumers consider the scheme a deceptive practice because the organizers do not disclose their real objective in enticing customers to join the promotion.

Others felt that the promotion was a scam because those behind it were not fully truthful about their intent.

Ligan explained that any promotion should secure a promo permit from the DTI by submitting its promo mechanics. Based on the submitted mechanics, the agency can determine whether a promotion is legitimate or a scam.

She mentioned that the DTI can only mediate between the consumer and the promoters once a formal complaint has been filed.

Similar cases were resolved a couple of years ago when promoters refunded the fees paid by consumers.

Ligan added that if mediation fails, the case may be elevated for adjudication at the regional level.

Bomb threat rocks Colegio de Loboc

A bomb threat rocked Colegio de Loboc on October 13, 2026, after it was discovered that the threat was being circulated on social media.

Immediately, police teams were dispatched to check whether a bomb was actually present inside the school premises.

Fortunately, no bomb was found inside the school located in Barangay Gotozon, Loboc.

Authorities are now investigating who posted the bomb threat on social media using a dummy account.

The post has since been taken down and can no longer be seen online.

Earlier, similar bomb threats also rocked three major universities in Tagbilaran City.

It was later discovered that those bomb threats turned out to be pranks.

Police surmised that the individual who posted the recent bomb threat had no actual capability to plant a bomb.

Ubay police impound motorcycles used by minors

Around 53 motorcycles were impounded and over 200 minors were affected in an operation conducted along the streets of Ubay town.

Capt. Thomas Zen Cheung, the newly installed chief of police, led the operation on October 13, 2026.

The operation was intended to curb the use of motorcycles by minors, especially those without a valid driver’s license.

The activity was supported by the local government unit headed by Mayor Constantino Reyes.

Cheung appealed to parents and guardians not to allow minors to drive motor vehicles due to safety concerns.

It has been observed that minors have been involved in road accidents when they are behind the wheel of a motor vehicle.

Accidents often occur when minors drive motor vehicles because they are not well-trained and lack experience in operating them.

Minors also tend to make poor decisions on the road, which often result in injuries or, worse, death.

There have been many reported cases of accidents involving minors driving motor vehicles, with some not even wearing helmets.

Aris awaits MGB results before extending help to solve Taguihon road woes

Bohol Gov. Aris Aumentado said he is awaiting the final results of tests from the Mines and Geosciences Bureau (MGB) before extending any assistance to address the road problem in Barangay Taguihon, Baclayon.

The governor said he also wants to know the decision of the Department of Public Works and Highways (DPWH) regarding the issue.

He noted that resolving the road problem may take time as the DPWH seeks a budget to fund the necessary repairs.

A ground-penetrating radar from the MGB is being used to determine the condition of the ground underneath the affected road section.

There are fears that a sinkhole has formed under the road, but its depth remains undetermined.

The governor said he will extend help in any way he can to address the problem once the MGB releases its findings.

Traffic along the national highway was halted and rerouted after fissures were observed on the road section, which also showed signs of subsidence, causing difficulties for motorists.

The road section has been isolated while the MGB continues to determine the condition of the ground beneath it.

Sandiganbayan dismisses one of Taculad’s cases

The Sandiganbayan First Division has dismissed one of the cases filed against former Duero Mayor Al Taculad.

The division dismissed the case for alleged violation of the Code of Conduct and Ethical Standards filed against Taculad in connection with the P72.6-million Guinsularan River Control and Rain Collection Project.

The said project was awarded to a construction company owned by Taculad himself.

The court explained that the former mayor is already facing a graft charge in another division of the Sandiganbayan, which carries a heavier penalty.

Jurisprudence dictates that separate prosecution using two different charges for the same alleged violation is not allowed.

Under the principle, only one case should be filed for a specific alleged violation, and the case carrying the lesser penalty shall be dismissed while the one with the heavier penalty shall be retained.

With this, the court dismissed the case, ordered the withdrawal of any warrant issued in connection with it, and ordered the return of the bail bond.

Taculad lost his seat after the Office of the Ombudsman dismissed him from public service, perpetually disqualified him from holding any public office, and ordered the forfeiture of his retirement benefits.

Korean investors show interest in promoting Bohol’s marine attractions

Korean investors have expressed interest in helping promote Bohol’s marine attractions.

This includes activities such as whale watching and scuba diving.

The Korean investors met with Capitol officials to discuss plans to promote the province’s tourism attractions.

They aim to fully organize tourism activities for the convenience of Korean tourists visiting the province.

As part of the initiative, the visitors will conduct a dry run and shoot promotional videos that will be shown in South Korea.

The Koreans remain optimistic about tourism in Bohol despite a decline in tourist arrivals.

One of the factors seen behind the drop in Korean arrivals is the higher cost of airfares due to fuel surcharges.

Despite these challenges, the Korean investors continue to support Bohol tourism and remain hopeful about a brighter future for the industry.

Workaround reached on Panglao tourism issue

A temporary workaround was reached to address the issue concerning Executive Order No. 44 issued by Mayor Edgardo Arcay.

The compromise was reached during a meeting between the mayor and various owners and operators of bars, pubs, and nightclubs operating in Panglao.

The meeting took place on October 12, 2026.

The workaround sets several conditions to be complied with by the establishments.

One of the conditions is to post a licensed bouncer or security personnel at the establishment.

Establishments will no longer be allowed to accept customers beyond 2 a.m.

Customers who are already inside the establishments by 2 a.m. may opt to stay, depending on the establishment’s policy.

Operators are prohibited from serving more liquor to already intoxicated customers.

Establishments are also mandated to immediately report any disturbance to the police.

The workaround serves as a compromise between the local government unit and the operators, balancing the needs of tourism and public safety.

Earlier, Arcay issued an order mandating that establishments operating at night must close by 12 midnight.

The operators protested the order, saying that closing at midnight does not give them enough time to earn and stay afloat.

They said they need to operate beyond midnight because most customers arrive by 10 p.m.

Authorities look into possible liability of admins for allowing bomb threat posts

Authorities are looking into the possible liability of Facebook group administrators for allowing bomb threat posts to be published.

This is the latest angle being pursued following bomb threat posts allegedly made by an 18-year-old female student of Bohol Island State University (BISU).

The student caused a stir during Teachers’ Day when a bomb threat was posted on social media, affecting three universities in Bohol: BISU, Holy Name University, and the University of Bohol.

Police were able to trace the author of the post through a verified e-wallet number.

The poster was clever enough to conceal her identity in an attempt to throw off authorities.

Lt. Col. Joey Bicoy said the poster had no real capability to plant a bomb.

The entire incident turned out to be a prank, and she claimed the threat was meant as a joke.

However, under the law, bomb jokes are punishable. She now faces charges of grave threats in relation to the Cybercrime Prevention Act.

As of this writing, authorities are preparing to file charges against the suspect after she was identified by the Regional Anti-Cybercrime Unit.

Jin Air suspends Bohol-Incheon flights

Korean air carrier Jin Air suspended its flights between Bohol and Incheon starting October 13, 2026. The airline operated its last flight on October 11, 2026, coming from South Korea.

The development was confirmed by Pogs Ybañez, airport manager of the Civil Aviation Authority of the Philippines (CAAP).

He said the airline temporarily suspended its operations due to several factors, such as seasonal adjustments and flight management, among others.

Jin Air is expected to resume its flights to Bohol in 2027, according to Ybañez.

There is no suspension for the other airline servicing the Korea-Bohol route, which is Jeju Air.

Earlier, AirAsia also suspended its flight operations between Bohol and Manila, leaving only two airlines serving the Bohol-Manila route.

Cebu Pacific and Philippine Airlines remain as the carriers serving Boholano passengers.

Moreover, there are reports that the said airlines will be deploying wide-body aircraft to accommodate more passengers traveling to Bohol.

Provincial Government says Tourism promotion is everyone’s job

Boholanos should not leave tourism promotion to the government alone, Gov. Aris Aumentado said, as he stressed that sustaining the industry requires collective effort.

Speaking on tourism initiatives, Aumentado said that while the Provincial Government is leading promotions, the public also plays a crucial part. He called on Boholanos to unite behind the campaign to boost tourism.

The governor pointed out that tourism remains a major pillar of Bohol’s economy, with a large portion of the workforce dependent on the services sector.

The province is blessed with an abundance of natural wonders — from white-sand beaches to the world-famous Chocolate Hills — and holds the distinction of being the first and only UNESCO Global Geopark in the country.

According to Aumentado, every Boholano can contribute by being warm and hospitable to visitors, noting that positive interaction with tourists goes a long way in promoting the province.

At the same same, he expressed concern over recent incidents that tarnish Bohol’s image, including the robbery of two Chinese tourists in Loay and the death of a visitor following a brawl in Panglao.

Mayor Arcay defends midnight closure order for Panglao bars, cites peace and order

Panglao Mayor Edgardo Arcay appealed for understanding over his executive order imposing a 12-midnight closing time for the town’s nightlife establishments.

The order covers bars, pubs, nightclubs, discos, and similar venues, requiring them to shut down by midnight. Hotels and establishments operating within hotel premises are exempted.

Arcay said the measure was not meant to stifle business but to maintain a balance between economic activity and peace and order. He added that stakeholders will be given time to adjust before strict enforcement begins.

The policy, however, drew strong opposition from bar and nightlife operators.

According to them, customer traffic only starts around 10 p.m., so a midnight cutoff would drastically reduce their income. They argued that operating costs are steep — from rent to wages — and that shortened hours could push many of them to close shop.

The operators are now asking for a dialogue with the mayor to thresh out the impact of the order.

They noted that Panglao tourism is just recovering after a slump in recent months, with visitor numbers only now starting to rise. Imposing a curfew at this time, they said, would deal a blow to businesses that are still trying to get back on their feet.

Whale watching to resume in November

Whale watching activities in Bohol are expected to resume next month.

This was disclosed by Gov. Aris Aumentado in his State of the Province Address (SOPA).

The activity will return under stricter regulations aimed at protecting the environment.

He reiterated that feeding marine wildlife remains strictly prohibited, emphasizing the need to strike a balance between tourism and environmental protection.

Protecting the environment, he said, is crucial to preserving Bohol’s natural beauty for future generations.

The Provincial Government had suspended the activity after reports of marine wildlife feeding surfaced.

The suspension affected the livelihood of tourism workers in the towns of Alburquerque, Dauis, and Lila.

The closure is also believed to have contributed to the decline in tourist arrivals in Bohol.

It was noted that Chinese and Korean tourists are among those most interested in whale watching activities in the province.

Mayor Duallo expresses gladness over fiesta celebrations

Buenavista Mayor Dave Duallo expressed gladness over how his town and townmates were able to celebrate the recent fiesta despite challenges.

Duallo shared his thoughts during an interview over the Newsmakers radio program on October 12, 2026.

He said that despite the challenges, the people of Buenavista were still able to celebrate decently and provide entertainment during the feast of Our Lady of the Holy Rosary on October 7, 2026.

The celebration was held in thanksgiving, Duallo said.

Meanwhile, Duallo also talked about the open basketball tournament featuring players formerly from the Philippine Basketball Association (PBA) and the Maharlika Pilipinas Basketball League (MPBL).

He said the trend now is to allow players to play without restrictions.

The mayor noted that the budget for maintaining the teams far exceeded the prize pot.

This means the teams operated at a loss, but the deficit was considered an offering to the Blessed Mother, he explained.

At the same time, the pickleball craze has reached Buenavista, with pickleball lines drawn over basketball courts.

While basketball remains the top sport, more people — especially the elderly — are now playing pickleball.

The mayor said the new sport is a good way to get exercise.

Loay police to pursue case against robbers

The Loay police will pursue the case against the robbery suspects who robbed two Chinese tourists in Botoc Occidental.

Police said they have already identified the suspects based on accounts from witnesses who saw them following the incident.

However, the tourists said they are no longer interested in filing a case. Moreover, some of their belongings have already been returned to them.

The tourists were at The Morning Hills when they were victimized by the robbers.

The local government unit even offered a reward to anyone who could identify the suspects.

Concerns over tourist safety have been raised, as there have been other instances where the safety of visitors has been compromised.

OPV awaits guidelines on ASF vaccines

The Office of the Provincial Veterinarian (OPV) is awaiting guidelines regarding the use of the African Swine Fever (ASF) vaccine for local hogs.

This was disclosed by Dr. Meydailyn Paman when asked about the vaccine.

The guidelines have yet to be released by the Bureau of Animal Industry (BAI).

Reports said not all hogs are qualified to receive the vaccine. Only certain hogs are allowed to be vaccinated as a way to protect the entire pen from viral infection.

The Capitol has released millions of pesos to help farmers affected by ASF, as infected hogs had to be culled.

As of now, the ASF situation in Bohol has entered recovery mode, with no active cases reported.

Bohol had long protected itself against ASF until a couple of years ago when reports of infection surfaced.

The Provincial Government has since shifted its policy from prohibition to regulation, allowing the entry of pork supplies from other provinces into Bohol as long as proper clearances are secured.

Bohol prepares for Super El Niño

As the country faces the specter of Super El Niño, the Capitol has already laid out mitigating measures against the weather phenomenon.

In his State of the Province Address (SOPA), Gov. Aris Aumentado assured Boholanos that his administration has been preparing for the effects of Super El Niño.

He said measures will be implemented to protect food security as well as the water supply during the expected drought.

Climate-smart agriculture will be practiced, including the use of crops that do not require much water.

Moreover, cloud seeding is also being considered as an option, if needed, to irrigate rain-fed rice fields. The Capitol has been looking for the right timing to conduct cloud seeding operations.

Experts warn that Super El Niño will peak by the first quarter of 2027.

The drought could impact food security, water supply, and other factors that may drive prices higher.

It may also affect fish supply, impacting both aquaculture and marine fishing.

Capitol to build infirmary in old BMCI

The Provincial Government is planning to build an infirmary at the Bohol Provincial Diagnostic and Ambulatory Care Center, or the old BMCI, in Barangay Dao.

The infirmary is intended to decongest the Gov. Celestino Gallares Memorial Medical Center, which is already filled to the brim.

Gov. Aris Aumentado mentioned the plan during his State of the Province Address (SOPA) on October 9, 2026, at the Bohol Cultural Center.

Aumentado said he is aware of the situation at Gallares Hospital and has repeatedly asked the Department of Health (DOH) to open Gallares Cortes as a general hospital.

The governor even went to Manila to ask President Marcos, through Cabinet Secretary Benhur Abalos, to help address the congestion at Gallares Tagbilaran.

The infirmary will serve as a stop-gap measure to help ease the problem in the meantime.

In addition, the Capitol also plans to build a district hospital in Loay. An initial funding of P20 million has been secured from the DOH, and a 2.3-hectare lot has already been identified.

The hospital will serve residents along the eastern seaboard of Bohol.

Bohol ready for cloud seeding, to act when needed

The provincial government is ready to implement cloud seeding operations to help farms affected by the worsening El Nino, but it will not be implemented automatically until weather conditions are favorable and it is proven to be necessary.

According to Governor Aris Aumentado, the province’s preparations are complete together with partner agencies for the operation, which will depend on actual meteorological conditions and the recommendation of the inter-agency Technical Working Group (TWG).

Aumentado emphasized the importance of proper timing for cloud seeding to be effective and that it will only be carried out based on the real need of the province.

The operation aims to help the agriculture sector while Bohol faces the threat of the reported Super El Niño, which is expected to bring a longer period of drought and lack of rain.

The provincial government coordinated with the Philippine Air Force (PAF), Bureau of Soils and Water Management (BSWM), Pegasus Air Services Inc. and PAGASA for the preparation and implementation of the operation.

The provincial TWG will continue to monitor the weather situation and weigh when it is appropriate to implement cloud seeding based on atmospheric conditions.

Those who attended the coordination meeting were PAF Weather Center Head Col. Hermilino Calubiran Jr., Provincial Administrator Asteria Caberte, PDRRMO Head Anthony Damalerio, OPA Assistant Head Larry Pamugas, and Chief of Staff Atty. Filipina Asoy-Piollo.

The governor emphasized that the province will only act if weather conditions are favorable, the operation is needed, and it is recommended by the TWG.

Suspect in bomb threat at 3 universities identified; also behind threat last August 18

Authorities have found that the suspect behind the recent bomb threat at three universities in Tagbilaran City is also the same person who made another bomb threat at Tagbilaran City Science High School on August 18 this year.

This was disclosed during a press conference on October 9, 2026, regarding the development of the investigation into the said incident.

The true identity of the suspect was discovered while authorities were tracing this latest threat.

Through wide access and assistance from Meta and the National Government, the suspect was successfully identified and was found to be not a native of Tagbilaran.

The investigation revealed that the suspect’s modus was to impersonate or create fake Facebook accounts using the identity of real people who are also within her circle.

She impersonated her acquaintances who were hidden under the names Student A, B, and C.

It was learned that in the previous bomb threat on August 18, the same suspect made the threat that said “A bomb threat in Tagbilaran City Science High School”.

The suspect was identified through the verified Gcash number used in the said fake accounts, and also data from Meta.

Tagbilaran City PNP Chief Joey Bicoy clarified that based on their investigation, “purely joke” or just a comedic prank was the intention of the 18-year-old female suspect in posting the said threats.

Due to the seriousness of the said joke, the suspect may be filed with a formal case next week.

It will be recalled that Tagbilaran City Mayor Jane Yap had earlier given an ultimatum for the suspect to personally come to her office.

According to the mayor, she was willing to forgive and it was still possible to settle the problem if the suspect had shown up, especially since this is already the second time it has happened.

However, the suspect failed to appear.

Because the threat was posted in a Facebook Group, authorities are now looking into whether the admins of the said Facebook group have any liability since they are the ones who approve postings on social media.

Those who attended the said press conference to give clarification on the issue were Mayor Jane Yap, Bohol Police Provincial Office (BPPO) Provincial Director Police Colonel Patricio Digay Jr., Tagbilaran City Police Station Chief Joey Bicoy, Board Members Natañiel Binlod and Dedjay Balite, members of the Legal Team, and Councilor Fausto “Bebot” Budlong.

State of calamity in Bohol considered due to El Niño; agriculture damage rises to ₱189.5M

The technical working group (TWG) is now considering the possibility of declaring a State of Calamity in Bohol due to the ongoing drought linked to El Niño, while the initial recorded damage to agriculture in the province has increased to ₱189.47 million.

According to Assistant Provincial Agriculturist Dr. Larry Pamugas, the TWG has discussed the said declaration and will consult the affected sectors, including farmers, irrigators’ associations and the Provincial Disaster Risk Reduction and Management Office (PDRRMO).

This is while the assessment of the effects of the drought in various towns of Bohol continues.

Based on the initial report of the Disaster Risk Reduction and Management Information System (DRRMIS) as of October 5, San Miguel is the worst affected, where agricultural damage reached ₱53.2 million.

Next is Tubigon with ₱18.7 million in damage, Batuan with ₱16.1 million, Inabanga with ₱12.5 million, Bilar with ₱10.9 million and Sagbayan with ₱10.3 million.

Also recorded was ₱8 million in damage in Catigbian, ₱6.9 million in Calape, ₱236,000 in Bien Unido and ₱159,000 in Danao, including damages in Loboc, Valencia, Jagna and Mabini.

In total, 7,035 farmers in 27 of the 48 LGUs in Bohol were affected by the drought, based on the current assessment.

Rice is the most affected, amounting to 95.09 percent of the total recorded crop damage.

High-value crops accounted for 2.87 percent, while corn was 2.04 percent.

No damage to cassava has been recorded yet.

The current amount covers partial and total crop damage reported by the affected LGUs.

The assessment by the provincial agriculture and disaster response offices continues to determine the true extent of the effects of El Niño and the possible needs of the affected farmers, including the possibility of additional government intervention.

Drinking session in Carmen ends in argument, man injured by bottle

A drinking session between two men in Barangay Buenavista, Carmen, Bohol ended in an argument and injury at noon on Monday, October 12, after one of them was hit and stabbed with a broken bottle.

The police arrested the 46-year-old after he was identified by the 59-year-old victim, both residents of the said barangay who sustained a wound on the head and two wounds on the right arm.

The two were drinking Tanduay in Sitio Bod when they argued.

It was alleged that the suspect hit the victim on the head using a bottle and, when it broke, used the broken piece of the bottle to wound his arm.

After the incident, the suspect went home to his residence.

He was followed by the police and arrested after being identified by the victim.

The broken piece of bottle allegedly used in the wounding was also confiscated.

The victim was given first aid by the emergency group TARSIER 117 to stop the bleeding.

The suspect was first examined at the town health office before he was brought to the police station for booking process and custody.

The investigation and legal process against him continues.

The victim, married, died due to severe bleeding after being hacked multiple times on the back.

The victim and the suspect who is married and both residents of Barangay Bunga Ilaya, argued at around 9 in the evening.

DFA consular office in Tagbilaran to open authentication hub on October 30

To bring services closer and make them more accessible to Boholanos, the Department of Foreign Affairs (DFA) Consular Office at Alturas Mall in Tagbilaran will officially open its new Authentication Hub this coming October 30, 2026.

The said Authentication Hub is aimed at providing direct service for the authentication of public documents such as birth certificates, academic records, and licenses from the Professional Regulation Commission (PRC) that are needed for use outside the country.

By placing this facility in Tagbilaran, applicants from the province of Bohol will no longer need to travel and spend a large amount going to the DFA offices in Cebu or in Manila just to process their papers.

The process of obtaining an Apostille or authentication proves the authenticity of the origin of a public document so that it will be accepted and recognized as valid in foreign countries that are members of the Apostille Convention.

The expansion of this service to the province is expected to be a great help to Overseas Filipino Workers (OFWs), those who aspire to study abroad, and other sectors since it will provide a faster and more convenient way to legalize their important documents.

The National Irrigation Administration (NIA) Region VII is now expanding the Malinao Irrigation System through the ₱1.8 billion Malinao Dam Improvement Project (MDIP) to strengthen the irrigation supply in Bohol, in line with the President’s directive to ensure reliable irrigation for farmers.

Through the said project, the dam’s capacity to store water will increase from 5 million cubic meters (mcm) to an estimated 9 mcm.

The said expansion of capacity is expected to further improve irrigation service to 740 hectares of farmland that will benefit 799 farmers, especially those located in the farthest parts of the canals.

“Limitado ang kapasidad sa Malinao Dam tungod sa medyo gamay nga reservoir niini ug sa katuigan nga pagkapuno sa lapok (siltation) sukad kini nagsugod og operate niadtong 1996.” (The capacity of Malinao Dam is limited due to its rather small reservoir and years of siltation since it started operating in 1996.)

521 kilos of shabu from Laos to Philippines seized on private jet

The Philippine Drug Enforcement Agency (PDEA) has identified two Filipino suspects allegedly involved in an attempt to smuggle 521 kilos of suspected shabu from Laos to Manila using a private jet. One of the suspects is currently detained in Laos, while the other is accused of paying for the rental of the plane, which gave investigators a good lead in building cases against those involved here in the Philippines.

According to PDEA Director General Isagani Nerez on October 12, they have already obtained names and know who these individuals are. Because of this, their thorough investigation against those involved in the Philippines is now ongoing.

The arrested person known by the alias “Fajad” has addresses in Marawi and Luzon. According to Nerez, an alias “Boyet” who allegedly arranged the rental of the jet lives at the same address as Fajad in Luzon. The payment for the plane was made via bank transfer which connects that the two know each other. However, Boyet left for Hong Kong on October 10. PDEA continues to identify who Fajad’s contacts are in the Philippines and what their roles are in the operation.

Authorities in Laos seized the illegal drugs on October 1 at Luang Prabang International Airport. Five hundred packs were found inside 21 out of 23 luggages. Thirteen people were detained including crew members, a foreign passenger, and company and airport staff. A Learjet and a pickup truck were also seized.

According to Malaysian narcotics chief Hussein Omar Khan, a Filipino booked the charter on September 23 for US$49,500, declaring the cargo as ‘vape products’. The private jet flew from Subang, Malaysia to Laos without carrying drugs, and was supposed to next land in Manila. Malaysian police have already shared booking details with PDEA.

In early reports, it was said that the drugs boarded the jet, but operator CGT Asia clarified that their crew rejected the baggage due to capacity, weight, and dangerous goods violations before they knew the suspected content. According to the company, the suitcases were never loaded onto the plane.

Malaysian police are now investigating whether the owner of the charter company was involved or just used. Four people including its owner were also released in Malaysia after giving statements. While Nerez clarified that Fajad must face legal process and possible penalty in Laos.

Suspected sinkhole in Baclayon still under investigation

Authorities continue to investigate the closed portion of the National Highway in Barangay Taguihon, Baclayon town after a suspected sinkhole was found in the area.

Based on the official statement of Mayor Alvin Uy, the joint forces of CDRRMO, Mines and Geosciences Bureau (MGB), DPWH-1, and DRRMO Baclayon have already conducted an initial inspection using Ground Penetrating Radar (GPR).

In the initial result, the depth was measured at two meters, but authorities clarified that the result is not yet fully accurate because the area under the road is still wet, which interfered with the reading of the radar waves. The GPR used was borrowed from Tagbilaran City which has a limited depth for scanning.

According to Engr. John Paul Gascon, District Engineer of DPWH-1, they will again subject the affected area to GPR scanning next week using a more advanced machine from MGB Cebu that has a deeper measurable reach.

The most critical and deepest data obtained will be used as the basis for planning by DPWH-1. In addition, DPWH will meet with DENR to discuss rules and restrictions regarding sinkholes, before conducting a soil exploration test.

In that test, five holes will be drilled to obtain the 20-meter setback recommended by MGB to determine the safest part that can be built on.

Amid the huge impact of the road closure, Engr. Gascon assured that they will immediately work in the soonest time possible on a safe and sturdy road. According to him, if the sinkhole is shallow, it may just be filled, but if it is found to be deep, it will likely use a design similar to a bridge.

The local government strongly requests all motorists to follow the recommended alternative routes. Consideration was given to Public Utility Buses (PUB) with passengers alighting at the market; they are allowed to go straight to the market and go up its side back to Provincial/Sto. Niño Road.

Mayor Uy also asked for wide understanding from residents and affected travelers, along with a request to remain calm and careful while driving.

Bohol moves to keep airfares affordable amid airport fee talks

The Provincial Government of Bohol is working to keep air travel costs affordable for passengers while discussing passenger processing fees and other charges at the Bohol-Panglao International Airport (BPIA).

The concern was expressed by Gov. Aris Aumentado during a meeting with representatives of Philippine Airlines, Cebu Pacific, 1Aviation and tourism stakeholders.

Flight schedules, passenger demand, airfare and measures to improve Bohol’s air connectivity were also discussed.

Among those discussed was the new passenger processing fees related to the Common Use Passenger Processing System (CUPPS). According to the provincial government, it will look at steps to avoid that the additional charges become an additional burden to passengers.

It was also shown in the meeting that the cost of air travel is affected by fuel surcharge and other aviation charges. For October 1 to 15, the Civil Aeronautics Board allowed domestic airlines a fuel surcharge of P559 to P1,635 per passenger.

According to Governor Aumentado, better air connectivity is important not only for tourists but also for businesses, the economy and Boholanos traveling to and from the province.

Travelers were also reminded to use only official airline websites and verified booking channels to avoid online ticketing scams.
