DPWH AWAITS RELEASE OF MORE SAROS FOR PROJECTS UNDER 2026 BUDGET

The Department of Public Works and Highways (DPWH) is awaiting more special allotment release orders (SARO) for its infrastructure projects.

In Bohol’s second district, Engr. Fernando Talagsa said that 64 SAROs out of 92 remain unreleased to date.

He added that the 94 projects are included in the General Appropriation Act of 2026 and are therefore considered funded under the national budget.

Talagsa expressed hope that the remaining SAROs will be released before the year ends so that the agency can proceed with the necessary procurement activities.

According to him, the timely release will help the DPWH conduct the bidding for the projects at the soonest possible time.

Among the big-ticket projects that have been delayed is the bridge connecting Talibon to Bien Unido, which remains unfinished because of budget delays, according to reports.

One of the possible reasons for the delay in the release of the SAROs was the decision of second district Congresswoman Vanvan Aumentado to vote against the impeachment of Vice President Sara Duterte.

The decision has reportedly impacted the release of funding for government projects and has also affected the mayors of Bohol who are hoping that the national government can help them implement local development initiatives.

For her part, Mayors’ League President and Carmen Mayor Che delos Reyes expressed hope that Malacañang will see the plight of Bohol mayors who only want to implement projects that will benefit the people.

BUENAVISTA EYES HIGHER LOCAL INCOME IN 2027

Buenavista Mayor Dave Duallo expects a substantial increase in income from local sources for fiscal year 2027, noting that the town has emerged as one of the most promising areas for economic growth in Bohol.

The municipal government will generate additional revenue from rental payments coming from the tenant occupying the second floor of the public market.

The second floor is currently being occupied by a Department Store, which pays P40,000 in rental per month, aside from the regular business tax being paid by the department store.

In addition to the market rental and business taxes, the town will also collect taxes from the shipyard operations and its sub-contractors.

Moreover, the local government is in the process of converting agricultural lands into light industrial zones in order to improve the collection of real property taxes.

Duallo estimated that through these combined revenue measures, the town will be able to collect around P150 to P250 million in local funds.

This positive financial outlook comes after Buenavista has been reclassified as a first-class municipality, meaning it now has better financial capability than before.

Meanwhile, Duallo, who is term-limited as mayor, remained undecided on his future plans in politics.

While he admitted that he has ideas in his mind regarding his next political step, he clarified that nothing is cast in stone as of now.

Duallo’s name has been floated as a potential candidate for board member in the second district.

The proposed budget for next year amounts to almost P5.6 billion and will be allocated to fund general services, social services, health, livelihood, among others.

According to officials, the provincial budget is a reflection of the goals of the Capitol and it aligns with the strategic change agenda of the provincial administration.

The budget proposal will be tackled by the Committee on Finance and Appropriations led by Board Member Romulo Cepedoza.

P1.63 billion Tagbilaran budget now under city council review

The proposed 2027 city budget is now in the hands of the Sangguniang Panlungsod (SP) for budget hearings and for eventual approval.

City Mayor Jane Yap proposed a P1.63 billion budget for 2027 that will fund various projects, plans, and activities of the city government.

The budget proposal has been officially referred to the Committee on Appropriations and Accounts for thorough deliberation.

The budget was officially referred on October 20, 2026, with about P924 million expected to come from the National Tax Allocation while the rest will be sourced from the local economic enterprise.

Abalos meets Bohol mayors over delayed SARO release

Cabinet Secretary Benhur Abalos slipped into Bohol on October 19, 2026 and held talks with mayors, particularly from the second and third districts.

The meeting was apparently prompted by the problem faced by the mayors regarding the delay in the release of the Special Allocation Release Order (SARO).

The delay in the release of the SARO has caused problems in the implementation of several projects in the said districts.

The congresswomen in these districts had voted No to the impeachment of Vice President Sara Duterte, and the decision to vote no allegedly led to the delay in the release of the SARO.

The problem with the SARO remains unresolved and was earlier raised during the recent visit of Interior Secretary Junvic Remulla.

The mayors, who were led by Carmen Mayor Che delos Reyes, submitted a proposal in order to get intervention for the immediate release of the SARO.

The meeting, which took place in Modala Beach Resort, signified a huge step toward solving the problem of Bohol mayors in the second and third districts.

BWUI conducts 3-day pipe flushing to ensure potable water supply

Bohol Water Utilities Incorporated Inc. (BWUI) reiterated to consumers the need to conduct a flushing activity on pipes running from Corella to Tagbilaran.

Victor Tambis of BWUI explained again to consumers the rationale behind the flushing activity, which is part of the regular maintenance program of the water utility.

BWUI already explained last week that the reason behind the flushing is to ensure that the pipes are clean and the water is not contaminated.

The flushing activity is used to eliminate nearly all contaminants such as sediments or rust that have accumulated inside the pipes for years.

The activity is considered a necessary maintenance of the pipes because some of them are already aged and needed thorough cleaning.

Tambis apologized for the inconvenience experienced by some consumers when the flushing occurred and resulted in low to no water pressure in their areas.

The maintenance activity lasted for 3 days, from October 16 to 18, 2026.

BWUI hopes that the public understands that the flushing activity is part of its continuing effort to provide potable water to each consumer.

Arcamo urges public to conserve water and save money amid El Niño threat

Board Member Benjie Arcamo warned about the dangers of the El Niño phenomenon and advised the public to save water and money when the rains fail to come.

Arcamo explained that El Niño will likely cause drought that could affect food security and water supply, among others.

For this reason, Arcamo suggested that the public should save especially during this time of economic uncertainty.

He warned that it is possible inflation will be exacerbated by the conflict in the Middle East, which is driving oil prices upward.

According to him, it is time to tighten belts in order to overcome the dangers that El Niño may bring.

He clarified that he is saying this not to scare the public but as a warning and advice to people who may find the situation difficult in the future.

Meanwhile, in a separate interview, weather expert Ariel Abalos stated that El Niño will peak by the first quarter of 2027 and may persist until the end of that quarter.

Abalos warned of fewer rainfall during the strong to very strong El Niño that will hit the Western Pacific.

He warned that fewer rains could mean less water available and it could lead to serious problems for communities.

As good news, Abalos noted that Super Typhoon Rosal never bothered Bohol as it never made landfall

Ex-envoy raises alarm over OFWs’ safety as wider Middle East war looms

As the possibility of a bigger war looms, former Ambassador Adnan Alonto raised concerns about the flight of overseas Filipino workers (OFW) in the Middle East.

Alonto reiterated his fears that OFWs may be caught in the middle of a war between US-Israel against Iran.

He stressed that there is a need to plan the repatriation of OFWs who will have to flee the conflict zone.

Alonto advised the government to put in place a concrete plan on how to bring OFWs home safely in case a bigger war erupts in the Middle East.

Alonto knows how difficult it is to bring back more than a million OFWs home, as he faced a similar situation during the pandemic.

He was in the Middle East during the pandemic and helped coordinate the repatriation of some OFWs who wished to return home.

He emphasized the need to plan now in order to avert any delays or problems that may occur during an actual emergency.

Alonto said the government must plan now at a time when it is still feasible to do so.

Bohol spared as Super Typhoon Rosal misses province

They were tracking the movement of Rosal when it entered the Philippine Area of Responsibility last October 20, 2026.

In this regard, all emergency responders were alerted to attend to any possible mishaps that occurred last week.

The goal was to be prepared even though Bohol was an unlikely target of the super typhoon.

In his privilege speech during the regular session of the Sangguniang Panlalawigan led by Vice-Governor Nicanor Besas on October 20, Binlod urged the taking of steps so that senior citizens who are able and want to work can remain productive and increase their income.

BM Binlod pushed the proposed ordinance for first reading and it will be referred to the Committee on Labor and Employment, together with the committees on Social Services and Trade and Industry, for review and recommendation.

Bamboo Chapel in Cabawan, Tagbilaran to open on Dec. 16

The first bamboo chapel in Barangay Cabawan, Tagbilaran City is targeted to be opened and used for the first time on December 16, where the first Simbang Gabi will be held this coming Christmas, according to Fr. Raul Cino, parish priest of the church.

According to Fr. Cino, construction of the chapel has already started.

Fr. Cino is inviting the faithful in Cabawan and neighboring barangays to attend mass and join its activities

once the chapel is done.

The chapel is expected to withstand strong winds and typhoons due to its unique design, according to Architect Erven Digal of Digal Architect and Builders.

Digal explained that the chapel will use a hyperboloid design or curved form to reduce the direct effect of strong gusts of wind.

The flexible bamboo is designed to absorb the force of the wind, while the curved structure will help deflect the gust.

The light roof is also firmly connected to the heavy concrete foundation to prevent it from being ripped off during storms.

It is also designed to be open to help balance the air pressure inside and outside the structure.

According to Digal, the project aims to combine the natural beauty of bamboo and modern principles of structural engineering to strengthen the chapel during typhoons.

Cino added that the chapel is expected to become a symbol of strong faith, gratitude to nature and the Church’s effort to promote care for the environment.

Albur mayor Buates opposes clustering system for whale shark interaction

Alburquerque (Albur) Mayor Dondon Buates opposed clustering the conduct of whale shark interaction that is scheduled to be reopened next month.

The mayor disclosed this during his interview with a media outlet after the framework was presented on Wednesday, where he raised serious questions regarding public safety and accountability.

Buates explained that under the clustering system, the dispatch area will be placed where the whale sharks appear.

Because of this, the mayor is worried about who should be held accountable if a tourist meets an accident while continuously following the animals.

He made an example of the situation if the whale shark appears behind Pamilacan, where the travel time that should be studied is long.

He further added, there is a big possibility that tourists will complain when they arrive at the area because the whale shark suddenly disappeared which usually appears only for a few minutes.

Mayor Buates also noted that the said proposal has no supporting scientific study, especially regarding feeding habits or the specific time when the animals eat.

Lila mayor Jed Piollo opposes CENRO proposal to cluster whale shark interaction

Lila Mayor Jed Piollo is not in favor of the proposal of the Community Environment and Natural Resources Office (CENRO) to implement clustering in the operation of whale shark interaction.

According to the mayor, last week representatives of CENRO visited his office and relayed the plan to make the operation of whale watching into one cluster.

Under the said clustering, the towns of Dauis, Baclayon, Alburquerque, Loay, and Lila will be grouped together.

Wherever the whale sharks appear, the tourists will also be brought there.

Mayor Piollo explained that if the system is implemented, it is possible that each Local Government Unit (LGU) will lure the whale sharks on its own just so the visitors will be brought to their respective towns.

The mayor added, this will be a big disadvantage to their town because Lila is far compared to Dauis.

He explained that most tourists are already staying in Panglao, so they no longer need to be brought to their town if there is already a nearer whale shark interaction site.

Mayor Piollo also disclosed that yesterday the dry run for the clustering was conducted which was led by the Provincial Capitol, according to the letter received by his office from the Bohol Environment Management Office (BEMO).

Collapsed road in Baclayon targeted to be passable again by November 1

The contractor working on the collapsed road on the national highway in Barangay Taguihon, town of Baclayon, is working to make the said road passable again to vehicles this coming November 1.

This was disclosed by Engr. John Paul Gascon, district engineer of the First Highways Engineering District Office.

According to Gascon, the contractor cannot yet work full blast because there are still telecommunication lines that need to be inspected by the concerned companies.

Gascon gave the telecommunications companies until Friday to check if their cables are still active.

He also advised the owners to remove the lines if they are no longer useful, or move them away so they will not be hit during the road widening while the extent of the sinkhole is still being traced.

Because of this, Gascon asked for understanding from the public, especially motorists, for the inconvenience experienced after the said road was closed and temporarily not passable.

Zero balance billing cited as cause of patient influx at Gallares Hospital in Tagbilaran

One of the reasons for the influx of patients at the Governor Celestino Gallares Memorial Medical Center in Tagbilaran City is the Zero Balance Billing, which allows qualified patients to receive free health services.

According to Atty. Peter Emman M. Mende, legal counsel of the hospital, one of the reasons patients choose Gallares is its almost complete facilities, including MRI, CT scan and X-ray, as well as the many doctors who take care of the patients.

However, despite such facilities and services, congestion continues due to the large number of patients they accept.

Mende revealed that the total annual income of the hospital amounts to one billion pesos, of which an estimated 800 million pesos is allocated for the treatment of patients.

There are also, according to him, patients whose treatment bills reach ₱1.5 million but no longer need to pay due to the benefits of Universal Health Care and PhilHealth programs.

Mende also explained that even patients who can afford treatment in private hospitals still choose Gallares because of the free services they receive.

However, he acknowledged that due to lack of space and the large number of patients, there are times when not all needed services can be given immediately, especially in the outpatient department.

According to Mende, the said situation shows the need to expand the capacity of the hospital to better address the increasing public need for health services.
