There is a quiet kind of victory that does not arrive with noise. It arrives with a certificate, a handshake, and the knowledge that somewhere, people have been doing the work well, and doing it with care.

That is the victory Balilihan has just earned.

The LGU Balilihan Primary Care Facility, in partnership with the Human Resource Development Office, has been recognized as a Healthy Workplace Initiative Awardee during the 2026 Regional Local Health Systems Awards. It is a prestigious recognition, but its true meaning is simpler and more human. Balilihan did not only take care of its patients. It took care of the people who take care of its patients.

Behind every consultation, every vaccination, every home visit, every long shift in a small clinic, there is a health worker. Behind that worker is a body that tires, a mind that worries, a heart that carries the worries of others. Balilihan understood this. It chose to build a workplace where health begins at home, inside its own walls.

Balilihan Mayor, Atty. Trisha Veloso-Chatto

The Healthy Workplace Initiative Award is given to facilities that actively champion employee wellness, mental health awareness, healthy lifestyle practices, and safe and inclusive working conditions. It honors places that understand a basic truth: a healthy workplace leads to better service, stronger teamwork, and more compassionate care for the community.

In Balilihan, that truth became practice.

In partnership with the Human Resource Development Office, the facility implemented initiatives focused on physical wellness, mental health support, work-life balance, and professional development. These were not programs on paper. They were programs in daily life, in schedules that respected rest, in conversations that respected feelings, in activities that strengthened the body, and in a culture that told health workers, you are valued, you are supported, you are not alone.

The result is a workplace where people feel empowered to perform their duties with excellence, not because they are driven by fear, but because they are sustained by care.

According to Balilihan Mayor, Atty. Trisha Veloso-Chatto, “his achievement belongs to the entire LGU Balilihan family, from its leaders and department heads to its frontline health workers and staff. It reflects a shared vision of a healthier Balilihan, where both employees and residents benefit from a strong and responsive local health system. It also reflects a deeper philosophy. A town cannot be healthy if its healers are exhausted. A clinic cannot give compassion if its people are running on empty. We in Balilihan chose to fill the cup of those who pour themselves out for others, and in doing so, we want to make care more human, more gentle, more lasting.”

The LGU, extends its heartfelt gratitude to everyone who contributed to this milestone. T he recognition serves as an inspiration to continue promoting a healthy, happy, and productive workplace for all.

Congratulations once again to LGU Balilihan’s Primary Care Facility and the Human Resource Development Office. You have shown Bohol, and the region, that the best health system is not only measured by medicines and buildings. It is measured by the wellbeing of the hands that heal, and the hearts that serve.

In Balilihan, those hands are steadier now. Those hearts are lighter. And the whole town is healthier because of it.
