ECC delays stall infrastructure projects in Bohol, says DPWH

District engineering offices in Bohol have identified the slow issuance of Environmental Compliance Certificates (ECC) by the Department of Environment and Natural Resources (DENR) as the primary cause of delays affecting several infrastructure projects in the province.

The issue was raised during a committee meeting of the Sangguniang Panlalawigan chaired by Nathaniel Binlod, head of the Committee on Public Works, Highways and Related Infrastructure, where district engineering officials said numerous projects remained stalled due to pending ECCs — documents required before any development project can proceed.

Among the affected projects is a flood control undertaking in Loboc under the Department of Public Works and Highways Region 7, along with other projects located within the province’s protected areas. 

Officials said that even projects with complete funding and plans could not move forward without an ECC certifying compliance with environmental standards.

Officials also noted that the approval process has slowed due to the reluctance of some members of the Protected Area Management Board to sign resolutions needed to facilitate ECC issuance.

Their hesitation was attributed in part to the controversy surrounding Captain’s Peak Resort in Sagbayan, which had resulted in the suspension of several provincial officials and the removal of local officials in that municipality. The incident has made some PAMB members more cautious in endorsing environment-related clearances.

Officials expressed hope that a solution to the bottleneck would be found to allow infrastructure projects critical to Bohol’s development to proceed without further delays.

Getafe college launches nursing program

Colegio De Getafe formally opened its nursing program on April 28, 2026, marking what officials described as the first such offering by a community college in Central Visayas.

Bohol Gov. Aris Aumentado and 2nd District Rep. Vanvan Aumentado led the blessing and inauguration of the Colegio De Getafe School of Nursing and Allied Health Services in Poblacion, Getafe, joined by local officials and representatives from the Commission on Higher Education (CHED).

The governor said Colegio De Getafe is the first community college in Bohol to offer a nursing program, calling the development a giant step in expanding educational opportunities in the province. 

He credited Mayor Cary Camacho for spearheading the establishment of a local college with a nursing curriculum.

Aumentado said the initiative aligned with his administration’s goal of advancing education and broadening access to opportunities for the youth.

The governor said that education remains the strongest foundation for building a better future and the most effective tool against poverty. 

The launch in Getafe, he said, reflects the province’s continuing commitment to delivering quality services and opportunities for all Boholanos.

Converge reopens business center in Tagbilaran City

Converge has reopened its business center at Liteport along Gallares Street, expanding its service presence in the provincial capital.

The reopening was led by Jonathan Uy, chief executive officer of Jfiber Internet Services Corp., alongside Burt Dimaunahan, general manager; John Paul Aguilar, senior vice president and head of the Consumer Business Group; and Demi Montes, assistant vice president and regional general manager for VisMin.

Mayor Jane Yap and Rep. Baba Yap attended the event, expressing support for the continued development of digital infrastructure in the province.

The new business center is expected to provide faster, more reliable, and higher-quality internet services to residents and businesses in the city. It will also serve as a hub for customer support, subscription services, and technical assistance to broaden access to modern connectivity in Bohol.

LTO flying squad leaves Bohol after brief enforcement operation

The Land Transportation Office’s flying squad has wrapped up its operation in Bohol, with netizens spotting the patrol vehicle boarding a vessel bound for Cebu after only a few days in the province.

Many had expected the team to stay through the Tagbilaran City fiesta and other celebrations across Bohol this May, but the squad moved on to other areas ahead of the holidays.

The LTO flying squad, which operates under the agency’s central office, conducts roving enforcement operations in various parts of the country to ensure compliance with traffic and road safety laws.

BFP probes possible arson case in Buenavista and reports Ubay beer spill

The Bureau of Fire Protection (BFP) is investigating a possible case of arson in Buenavista.  

The incident happened in barangay Cruz on April 23, 2026.  

BFP said that a scene was caught in a CCTV footage showing an unknown suspect lit the property belonging to a local resident.  

The suspect cannot be easily identified and was seen pouring s liquid substance over the hood of a vehicle and lit the vehicle starting a huge fire.  

The BFP believes the fire may be intentional as the fire damaged the vehicle’s engine.  

Allegedly, the suspect tried to burn down the victim’s home, luckily the fire was extinguished before extensive damage occur.  

The suspect managed to torch a portion of the kitchen.  

As of the moment, the authorities and the victim are clueless who is behind the alleged arson.  

Authorities have several angles being pursued based on the possible motive behind the arson.  

Meanwhile, pieces of beer bottles and cases were scattered in barangay Poblacion, Ubay on April 28, 2026.  

This comes as the cargo carried by a panel truck spilled on to the road.  

It is believed the truck lost its balance when it turned at a sharp corner in barangay Poblacion.  

Most of the beer bottles that fell were already empty, according to the Municipal Disaster Risk Reduction and Management Office of Ubay.  

The incident caused a momentary disruption in Poblacion’s traffic.  The driver and staff are safe and unscathed as no one was injured as a result of the incident.

City SP probes Tagbilaran carnival over safety and gambling concerns

The Sangguniang Panlungsod (SP) investigated on April 28, 2026 the carnival operating at the Gallares lot near City Hall.  

This comes as Coun. Fausto Budlong and Coun. Agustinus Gonzaga raised concerns about safety and alleged illegal gambling inside the carnival.  

The SP conducted the probe during Tuesday’s regular session.  

Gilberto Labora, the carnival operator, and Mary Christine Montalban, chief of the Business Permit and Licensing Office (BPLO) faced the city councilors during the session.  

Budlong played during the session a video and flashed photographs showing minors allegedly engaged in illegal gambling inside the carnival as the alleged bet money can be easily seen.  

Budlong said that gambling is not allowed under the Administrative Ordinance of Tagbilaran.  

The operator said the carnival operation lasts until May 5, 2026.  

The BPLO issued a special permit to the carnival.  

Budlong said the permit should be reviewed by the Committee on Peace, Order and Public Safety to assure compliance to regulations and safety standards.  

Aside from the alleged gambling issue, also discussed was the safety of the public, and the operator said the current carnival no longer offers the ride that was involved in an incident last year.  

Budlong said the probe seeks to ensure public safety is observed and to protect public morality especially among minors.  

The SP continues to review the carnival operations checking if it aligned with safety standards, conditions of the permit and policies in protecting minors.

Jagna holds 6th calamay festival to support local makers

The 6th Calamay Festival was held in Jagna, on Tuesday, April 28, 2026.  

It was a large-scale celebration of the town’s famous sticky rice delicacy.  

Mayor Mark Louie Monungolh led the ceremonies that celebrated the delicacy that made Jagna famous.  

The mayor emphasized the need to preserve the culture and to provide opportunities to micro, small and medium enterprises (MSME).  

Instead of grand street dances or parades, the local government used its budget to subsidize basic ingredients for local calamay makers to help them navigate the economic crisis.  

The mayor provided raw materials to calamay makers association, which included 16 sacks of gluternous rice, 11 sacks of refined sugar, and 10’sacka of muscovado sugar.  

A live band capped off the celebration of the delicacy for the delight of the crowd.  

Jagna has been long known for its calamay and it is sought by locals and tourists alike.  

There are others that produce calamay too but customers swear that Jagna calamay is top notch.

TCPS chief appears before city SP for courtesy call

The chief of police of the Tagbilaran City Police Station (TCPS) Lt. Col. Joey Bicoy appeared before the members of the Sangguniang Panlungsod (SP) on April 28, 2026.  

It was the official courtesy call of Bicoy to members of the city council.  

Bicoy was welcomed by members of the council led by Vice Mayor Adam Jala.  

Bicoy expressed his commitment in strengthening the peace and order in the city.  

Bicoy said he is willing to cooperate with other agencies and officials and vowed to be a trusted partner in maintaining peace and order, as well as public safety.  

Bicoy assumed office on April 16, 2026, emphasized the importance of collaboration between the police and local government unit to ensure proper management of community safety.  

Bicoy hopes for a deeper coordination between the agencies in solving issues in peace and order.  

Bicoy steps into the post vacated by Lt. Col. John Kareen Escober.  

Escober was relieved after he failed to swiftly resolve the kidnapping case at the Integrated Bus Terminal area.  

Moreover, Escober was unable to solve the kidnapping case involving three people taken by unidentified persons in Mabuhay Village.

Albur whale shark operators prepare for reopening after IRR signing

The whale shark watching operator in Albur is now in the thick of preparations to apply to reopen the attraction in the area.  

An operator of whale shark watching welcomed the signing of the implementing rules and regulations (IRR), which signals the possible restart of whale watching attraction in Bohol.  

Victorino Garay, president of VicTour’s Recreational Hub, an organization operating whale watching activities in Albur, thanked Bohol Gov. Aris Aumentado for signing the IRR and giving them hope to return to business and alternative livelihood for local fisherfolk.  

Garay hopes that once the whale watching activity is allowed to return, it is possible more tourists will pay Bohol a visit.  

He said VicTour’s is community-based and most of the employees are from Albur and the attraction is one way to provide alternative livelihood to residents.  

As this developed, Provincial Legal Officer Handel Lagunay admitted the new ordinance requires stricter regulations to those who plan to open whale shark watching attractions.  

He said those who want to operate the attraction needs to jump over several hoops before they can earn a permit to operate.  

The ordinance has laid a more rigorous regulation for those who will operate the attraction in Bohol, Lagunay said.  

Lagunay said the Provincial Government is committed to strictly implement the said ordinance that aims to protect marine wildlife and their ecosystem.  

He said the whale shark is part of national patrimony and should not be subjected to abuse.  

Garay said he is willing to comply with the regulations.  

Aumentado told the operators to follow the regulations to ensure protection of marine animals.

Sp passes resolutions to help small furniture makers in Bohol

The Sangguniang Panlalawigan (SP) passed two resolutions on April 28, 2026 aiming to provide a lifeline to small furniture makers in Bohol.  

The furniture makers are facing risks of being closed as the Department of Environment and Natural Resources (DENR) issued notices of violation against the small furniture makers for failing to follow regulation.  

Board Member Jamie Villamor filed the resolutions aimed to help the embattled small furniture makers to ensure that they comply with regulations.  Bohol Gov. Aris Aumentado earlier tasked Villamor to extend help to small furniture makers after the entrepreneurs faced an existential crisis due to the noticed of violation issued by the DENR.

The first resolution calls for a provincial compliance assistance and transition program that creates a one-stop-shop to process the documents of small furniture makers’ Environmental Compliance Certificate and Wood Processing Plant permits, extending legal assistance, technical guidance and providing enough period of time to the furniture makers to complete the requirements.  

The second resolution calls for the DENR to provide enough time and consideration to allow the furniture makers time to comply with regulations, relief, and grace period for micro, small, and medium enterprises which are working hard to comply with regulations.  

Villamor said the measure balances responsibility in protecting the environment and preserving the livelihood of local businesses.  

Villamor acknowledges the importance of small furniture makers and the need to help these people survive.

No more red tide in Tagbilaran, Dauis waters says BFAR

The Bureau of Fisheries and Aquatic Resources (BFAR) declared the coastal waters of Tagbilaran City and Dauis, Bohol free from red tide toxins.  

Shellfish harvested in these areas were found to have toxin levels below the regulatory limit, making them safe for consumption.  

Shellfish, including mussels, oysters, and other filter feeders, were declared safe, ending a long-term ban.  

The area had been under a strict ban on harvesting, selling, and consuming shellfish for over a decade.  

BFAR and local government units (LGUs) conduct regular monitoring to ensure continued safety.  

While cleared, always check the latest BFAR Shellfish Bulletins as red tide can recur.  

Based on latest laboratory analysis, the waters between Dauis and Tagbilaran City are negative of red tide toxins.  

The shellfish tested are within the limits proving they are safe for consumption.

Converge Reopens Upgraded Business Center in Tagbilaran City

Converge ICT Solutions Inc. officially reopened its upgraded Business Center in Tagbilaran City on April 28, 2026.

The refreshed office is located at Lite Port Center along Celestino Gallares Street. It serves as a central hub for customer support, new subscriptions, and technical assistance for residents and businesses in Bohol.

The reopening was attended by Mayor Jane Yap, Rep. John Geesnell Yap, and executives from Converge and Jfiber Internet Services Corp.

Officials said Tagbilaran’s growth as a digital hub has driven infrastructure upgrades to provide faster and more reliable fiber internet services across the province.

Jfiber Internet’s Jonathan Uy said he hopes to help connect more of Bohol using Converge FiberX facilities. Reports indicate that only 25 percent of towns in Bohol’s first district are currently connected to Converge, and the company is working on expansion.

Mayor Yap thanked Converge for investing in Bohol, noting that the business process outsourcing industry remained a key economic driver even during difficult times. She added that robust internet connectivity is essential to sustain the BPO sector in the province.

NTF-ELCAC: NPA Youth Recruitment Signals Waning Support for CTG

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) said the New People’s Army’s recruitment of young people and foreigners indicates declining support for communist terrorist groups (CTGs).

According to NTF-ELCAC, CTGs are increasingly targeting youth to replenish their ranks as local support dwindles. The task force added that CTGs are also recruiting foreigners to join the armed struggle.

On April 19, 2026, an armed encounter took place in Barangay Salamanca, Toboso, Negros Occidental, between Philippine Army troops and NPA members. Among those killed were two U.S. citizens identified as Lyle Prijoles and Kai Dana-Rene Sorem, along with two minors.

NTF-ELCAC and Negros Police confirmed the deaths. The task force noted that more minors have been observed as combatants in recent encounters. It stressed that recruiting minors violates International Humanitarian Law and Philippine laws.

Officials said the recruitment of foreigners and minors reflects the CTG’s struggle to find new members locally. The public is urged to protect the youth from exploitation and recruitment by armed groups.

Reported “Kidnapping” in Ubay Turns Out to Be Drug Bust Arrest

A reported kidnapping incident in Ubay was later confirmed to be a police drug operation.

Leonarda Tero reported that her son, Julius Tero, 36, of Barangay Cuya, Ubay, was allegedly taken by unidentified persons in Barangay Cagting on the afternoon of April 26, 2026. According to her, Tero was driving a motorcycle when he was stopped by a van and another motorcycle and taken by unknown individuals.

Police later clarified that Tero was arrested during a buy-bust operation in Barangay Union at around early morning of April 27, 2026. Authorities identified him as a drug suspect and confiscated approximately 14.31 grams of suspected shabu with an estimated street value of P97,308.

Tero had not returned home since the incident, leading to the initial kidnapping report filed by his mother.

Poblacion 3 plans to purchase emergency vehicle, elevator after winning huge prize

Barangay Poblacion 3 is planning to purchase and invest on an emergency vehicle and to procure an elevator from the prize it received from winning the Saulog Tagbilaran ritual showdown.

Poblacion 3 won the whole she bang during the competitions at the CPG Sports Complex on April 26, 2026.

Poblacion 3 barangay captain Bert Remolador said the prize the village received will be put to good use.

Remolador said the barangay is looking to use the prize to buy a vehicle that can be used during emergencies or calamities.

The elevator is a facility that can be used by senior citizens and persons with disabilities who need to reach the second floor of the barangay hall.

The said barangay won a total of P11 million in budgets for projects coming from the local government unit and from Cong. John Geesnell Yap.

The village also received a cash prize of P300,000 plus P30,000 for winning Best in Choreography.

This is the second time Poblacion 3 won in the competition and the first time was in 2024.

Remolador thanked the participants for their efforts as well as the City Government.

Colegio de Getafe launches Nursing program with over 1,000 applicants

Community college Colegio de Getafe (CDG) opened its nursing program on April 28, 2026, reports said.  

CDG has launched the Bachelor of Science in Nursing (BSN) program becoming one of the first local community colleges in the Philippines to offer it to qualified students.  

The formal launching was attended by Getafe mayor Cary Camacho and Bohol Gov. Aris Aumentado and wife Vanessa as well as other dignitaries from the Commission on Higher Education (CHED).  

Camacho expressed elation on the successful opening of the nursing program at CDG.  

Camacho said the program offering is a huge step in the education delivery and opportunities for the people of Getafe.  

Reports said over 1,000 applicants are seeking admission to the program.  

Some of the applicants are from neighboring towns.  

The mayor also said it is the local government unit’s priority to accept students from Getafe.

Pilar mayor orders police to solve murder of retired teacher

Pilar mayor Wilson Pajo has ordered the local police to work swiftly to solve the mystery behind the murder of a retired teacher.  

The mayor disclosed this after he learned about the gruesome murder of a retired teacher inside her home in barangay Poblacion on April 27, 2026.  

The victim known as Lolita Betaisar was a retired teacher and was found dead inside her home on Monday evening.  

Apparently, an unknown suspect entered the victim’s home and stabbed the victim several times.  

It was learned the victim was living alone as she is separated from her husband, and her children are living elsewhere.  

Reports said the victim managed to ask for help from neighbors who in turn alerted the police.

The victim was rescued and even rushed to a hospital but because of the stab wounds sustained she eventually expired.  

Police said there was no actual witness to the crime available and there is no CCTV camera installed near the crime scene as the police are still finding clues to help solve the crime.  

Pajo said he knew the retired teacher as she taught at a local elementary school in the past.  

The mayor is uncertain of the victim’s marital status but knows that the children live elsewhere with respective families.

Board member Initay raises concerns on timing of LTO operations in Bohol

Board member Joahna Cabalit-Initay raised concerns on the timing of the conduct of law enforcement operations of Land Transportation Office (LTO) here in Bohol.  

As of the moment, the country is still reeling from the fuel price hike crisis brought by the conflict in the Middle East.  

Initay raised her concerns during the regular session of the Sangguniang Panlalawigan (SP) on April 28, 2026.  

Initay, who is also the president of the Philippine Councilors League (PCL) Bohol chapter clarified that she welcomes legitimate law enforcement activities of the LTO.  

However, she is raising concerns on the timing of the operations, coinciding with the raging crisis that is causing hardships to the public.  

She shared her observation in Cortes town, where motorists deliberately evade checkpoints as they fear of getting apprehended and this resulted in motorists all staying in one area waiting for the situation to clear up.  

She said majority of Boholanos are willing to comply with LTO regulations but are currently stymied because the funds supposedly used for compliance are being diverted for sustenance.  

The issue was referred to the SP Committee on Peace, Order and Public Safety for further legislative action.

Capitol insists no feeding of whale sharks as IRR for whale watching signed

The Provincial Government insists on the policy wherein feeding of whale sharks remains prohibited.  

This comes as the ordinance allowing the return of whale watching activities is in full gear following the signing of the implementing rules and regulation (IRR) by Bohol Gov. Aris Aumentado on April 27, 2026.  

The ordinance paves the way for the return of whale shark interaction in Bohol and the IRR signing is a step closer to the restart of the tourism attraction.  

Provincial Legal Officer Handel Lagunay said that the no feeding policy on marine animals remains in effect even when the attraction is allowed to return.  

Whale shark feeding is prohibited as a means to draw the marine animals, which can be disruptive to the ecosystem.  

Aumentado signed the IRR of the Enhanced Sustainable Marine Wildlife Interaction Ordinance of the Province of Bohol on Tuesday evening.  

The IRR serves as a guideline for local government units (LGU) which plans to operate whale shark attractions in their area.  

Prior to the closure, the towns of Dauis, Albur and Lila were offering this attraction to tourists.  

Lagunay said the measure is focused on providing the necessary guardrails to protect marine wildlife and the tourism aspect is only an offshoot.  

He added any other activity that can generate stress, threat and disruption in the ecosystem is not allowed under the new ordinance.  

Aumentado appealed to potential operators to follow the IRR to preserve the marine ecosystem as the Provincial Government is hopeful with the ordinance and IRR, a balance will happen in the conduct of the attraction at the same time protecting the marine ecosystem.

Survey says boholano becomes P10K richer on election day

Survey says: Boholano becomes P10K richer on election day.  

It seems this time, Bohol Poll is telling us a different kind of numerical figure.  

Reports said a Boholano became P10,000 richer after he received money on election day.  

The survey asked about the issue of vote buying known as inangayan.  

Several voters said they received a few thousand pesos as inagayan allegedly from politicians during the election.  

The voter accepted the money but did not vote for the candidate who allegedly gave the huge amount.  

It was reported that the huge payout of inangayan happened in the third district of Bohol but it was not revealed which town the huge payout happened in.  

The survey exposes the issue of vote buying as it also reveals that not all voters can be bought to vote for a certain candidate.  

It seems there are still people who use their judgment and principles in choosing leaders.

Critics slam Aris for inaction vs LTO, guv claps back

Critics have slammed Bohol Gov. Aris Aumentado for the latter’s inaction against the legitimate law enforcement operations of the Land Transportation Office (LTO) in Bohol.  

As a clap back, Aumentado said he carries no authority to stop or forbid the LTO from engaging in its mandate to enforce traffic rules and regulations.  

Critics are slamming Aumentado for allowing the LTO to operate here at the height of a crisis.  

Aumentado said he is simply powerless to stop the LTO from its law enforcement duties and could only ask the LTO to proceed slowly and avoid instances that could escalate like what happened in Panglao last year.  

Aumentado said the LTO personnel are only following the orders of the central office via the Department of Transportation (DOTr).  

Aumentado claims that he possesses no legal authority to suppress the LTO operations here in Bohol.  

The governor said the LTO personnel from Manila never conducted a courtesy visit prior to the checkpoints and the LTO is under no obligation to let the governor know when the personnel are arriving in Bohol.  

There have been netizens suggesting to stop the LTO apprehensions while the crisis is raging.  

Aumentado said the local government cannot just stop anyone conducting mandated law enforcement tasks.  

He said that as he has heard complaints from the public, his authority is limited because the LTO is a national government agency and not under the direct control of the provincial government.  

Aumentado appealed to the public to comply with regulations in order to avoid getting apprehended and being subjected to fines and penalties.

Katapatan battalion assures bohol remains peaceful

The 47th Infantry Battalion, known as Katapatan Battalion, assured the public that the province remains peaceful and they are working to stop the entry of communist-terrorist groups (CTG).  

The military is working to prevent the entry of CTG New People’s Army (NPA) coming from neighboring Negros Island.  

Rebels escaping may be a possibility as there was a series of encounters between the CTG and the Armed Forces of the Philippines (AFP).  

This possibility has been a cause for alarm among Boholanos.  

Major Jayrod Cabahug is the Executive Officer and Delta Company Commander of the 47th Infantry (Katapatan) Battalion, Philippine Army.  

He said there is no confirmed presence of NPA troops in Bohol.  

The military is working with the police in guarding the borders for possible CTG incursions.  

The military is also focusing on the youth recruitment by the CTG using social media.  

Cabahug said maintaining the insurgency-free status of Bohol is a collective effort among the stakeholders.

New Tagbilaran police chief pays courtesy call to city council, vows strong peace and order drive

The newly installed Chief of Police of Tagbilaran City, PLt. Col. Joey Bicoy, officially made a courtesy call to the members of the Sangguniang Panlungsod during their regular session last April 29.  

Bicoy was received by the council led by Vice Mayor Adam Relson Jala, where he expressed his commitment to strengthening peace and order in the city.  

During the meeting, the new police chief assured that he would closely coordinate with the council, and promised to be a reliable partner in maintaining security and public safety in Tagbilaran.  

Bicoy, who officially assumed the position last April 16, 2026, emphasized the importance of strong collaboration between the police and the local government to ensure effective management and protection of the community.  

The city officials also welcomed his appointment as chief and expressed hope that coordination between the Tagbilaran City Police Station and the local government will be further strengthened in addressing peace and order issues.

An arson incident happened last April 23, at around 1:25 in the early morning in Purok 5, Brgy. Cruz, town of Buenavista.  

According to the BFP Buenavista, a vehicle owned by Jud Torregosa was intentionally set on fire by pouring gasoline on the engine area.  

Aside from the vehicle, the house of Torregosa was also attempted to be burned but fortunately it was quickly brought under control and extinguished.  

Even though the incident was caught on CCTV, identifying the suspect remains a challenge because he covered his face.  

At present, a thorough investigation by the fire department is still ongoing while the Torregosa family is also looking into various possible motives behind the crime.

Whale shark watching operator welcomes signed IRR for Bohol marine wildlife ordinance

The operator of the whale shark watching activity welcomed and expressed appreciation after Governor Aris Aumentado signed the Implementing Rules and Regulations (IRR) of Provincial Ordinance No. 2026-004, known as “The Enhanced Sustainable Marine Wildlife Interaction Ordinance of the Province of Bohol,” which allows the reopening of the whale shark watching attraction.  

Victorino Garay, president of VicTour’s Recreational Hub that operates a whale watching activity in the town of Albur, thanked Governor Aumentado for signing the IRR so they can resume not only their business but also the alternative livelihood of fishermen in Albur.  

One of the strict provisions of the Province’s Ordinance regarding marine wildlife interaction operations is the no feeding policy, which means no baiting of whale sharks.  

This is considered a big challenge for operator Victor Garay, however he remains positive that another way will be found so that whale sharks can still be seen even without feeding.  

Garay also expressed his readiness to comply with everything stated in the IRR signed by the Governor.  

All operators are reminded to follow the regulations to continue protecting and preserving the environment, especially marine species that are sensitive, like whale sharks.  

More Strict Requirements  

Unlike before when the process was not as meticulous, tour operators who will open a whale shark watching activity under the new ordinance of the Sangguniang Panlalawigan will now undergo stricter and more extensive processes.  

Provincial Legal Officer Atty. Handel Lagunay, in an interview,

said that the Provincial Government of Bohol will ensure the strict implementation of Provincial Ordinance No. 2026-004, or The Enhanced Sustainable Marine Wildlife Interaction.  

Governor Aris Aumentado signed last Monday, April 27, 2026, the IRR or Implementing Rules and Regulations of the ordinance for the safe and sustainable viewing of whale sharks, or better known as Butanding, including the Dugong and other marine wildlife, with the aim of regulating the industry.  

The IRR serves as the basis for tour operators to operate legally and safely.  

Under the said ordinance, the feeding or luring of whale sharks is strictly prohibited to ensure their natural behavior.  

The prohibition on interacting with whale sharks is in accordance with the memorandum circular of the Department of Environment and Natural Resources ( DENR ).  

Only the natural appearance of whale sharks is allowed, not manipulating or luring them.  

A Certificate of Compliance from the office of the governor is also required to operate.  

The LGU must also have an ordinance that prohibits feeding, an identified interaction site, an enforcement and monitoring system, as well as an Environmental Compliance Certificate or ECC.  

For operators, a business permit, accreditation from the Department of Tourism, MARINA compliance, trained personnel, safety measures, and safe facilities are required.  

There is also no limit on how many LGUs will be allowed to operate a marine wildlife activity.  

Applications will also go through an advisory board headed by the DENR for evaluation before the office of the governor issues a certificate of compliance.  

This step aims to protect Bohol’s marine ecosystem while continuing tourism in a more responsible and sustainable way.

Fluvial parade for Sr. San Jose held in Tagbilaran as part of Patron’s feast

The morning of April 29, 2026 was set aside for a Fluvial Parade as part of the celebration of the feast of the patron, Sr. San Jose.  

The said activity was led by Tagbilaran City Mayor Jane Yap, together with Vice Mayor Adam Relson Jala, members of the Sangguniang Panlungsod, Bishop-elect Jingboy Saco, department heads of City Hall, and many devotees of Sr. San Jose.  

The boats that joined the fluvial parade showed devotion and gratitude to the patron of the city, while going around the Tagbilaran Bay area.  

Tagbilaran City celebrated the feast of Saint Joseph the Worker on May 1, 2026.  

The said feast serves as the official start of the whole month of May fiesta month in the province of Bohol, where a series of religious and cultural activities are expected in different parts of the province.  

Meanwhile, Bishop-elect Jingboy Saco had a message for Tagbilaran City on the celebration of the feast of Saint Joseph the Worker.

Mass supporter of communist terrorist group in Ubay voluntarily surrenders to authorities

Another major accomplishment was recorded in the campaign for peace in the province after a known mass supporter of the Communist Terrorist Group (CTG) voluntarily surrendered to the authorities in Barangay Fatima, town of Ubay, in the afternoon of Tuesday, April 28.  

The said surrender, which took place at around 3:30 in the afternoon, was the result of a joint operation of the 1st Provincial Mobile Force Company (PMFC-BPPO) under the supervision of PLTCOL Chuck Maghanoy Barandog.  

Assisting in the said move were RIU7/Bohol PIT, RMFB 7, 47IB (INF) PA, PIU Bohol PPO, and the Ubay Municipal Police Station (MPS).  

According to the report, this initiative is part of the ongoing Regionwide Simultaneous Anti-Criminality Law Enforcement Operation (SACLEO).  

The aim of the said intelligence-driven operation is to completely dismantle the remaining influence of the defunct Front 4 of the Central Visayas Regional Party Committee (CVRPC).  

PCOL Patricio C. Degay Jr., the Provincial Director of Bohol PPO, stated that the return of the said individual is a strong sign of the weakening force of insurgency in the community.  

The police also continue to call on other individuals involved in the armed struggle to return to the fold of the law and choose the path of peace for the goal of making the whole of Bohol “insurgency-free”.Jagna town celebrates 6th Calamay Festival highlighting support for calamay makers

The Town of Jagna celebrated on April 28, 2026, the 6th Calamay Festival at the Calamay Stage, Plaza de Jagna, in a simple but meaningful celebration.  

Leading the celebration were Mayor Mark Louie Monungolh, Vice Mayor Derrick Virtudazo To get with the town officials, who conveyed the importance of the Calamay industry.  

Mayor Monungolh said that he has really prioritized the Calamaderas or calamay makers since he assumed office last year because of the honor and economic help it has given to the town.  

“Paglingkod gyud naho, usa gyud sa akong priority ang mga Calamaderas kay naghatag gyud ni og dungog diri sa among lungsod sa Jagna.” Monungolh said.  (When I started to sit as mayor, one of my priorities was the group called the Calamaderas because they have given honor to the town of Jagna.)

Included in the activity was the recognition and honoring of 21 organizations of Calamay and other delicacies in the town that showcased their local products, along with an inspiring success story from local calamay maker Alma Galia.  

According to the mayor, a big challenge for the industry is the selling of Calamay because many areas also make the product and sales are slow during typhoons and when there are no ship trips, his administration will remain in support of the Calamaderas.  

“Kana bitawng way biyahe sa barko mokalit og ka-cancel, malooy intawn ko kay way mamalit, basin madaot unya nakapuhonan bah, aho silang giingnan nga ipamaligya na lang diri sa lokal at least bahalag on the lesser price, importante nga mahalin,” the mayor said. (During moments when the trips of ships are being canceled, I really pity the vendors because their products might not be bought by customers and might be spoiled. And they have already spent  for the capital in producing the calamay. So I tell them to just sell their products to the locals even at a lesser price. What is important is the products will be sold.)

The mayor added by saying: “Maski pag naa tay crisis karon nga giatubang sa kalibutan, nalipay ko kay at the same time, naa jud permi diay ang gugma sa mga tawo sa Calamay.” added the first termer mayor.  (Even with this crisis that the world is facing right now, I am happy because I realized that our people still love the calamay.)

When asked what his reaction is that there are other places that also make Calamay, the local chief executive said that he does not like destroying other producers of the calamay.

He is just suggesting to people to try and taste the products of the original producers of the calamay especially those that are found in the original

home the calamat, in  Barangay Can-upao.

The LGU-Jagna gave the Calamaderas ingredients for making Calamay, including 16 sacks of Glutinous rice, 11 sacks of Central Sugar and 10 sacks of Muscovado sugar to support their livelihood.  

Free tasting of calamay and other local products was also held, while the program ended with a live band performance by “Livewire.”  

The celebration showed the strong unity and pride of the people of Jagna in preserving their tradition—“Matam-is nga tradisyon! Orig ni!”  

The Calamay Festival of Jagna, Bohol, celebrates more than 190 years of tradition, centered on the town’s iconic sweet, sticky, and creamy delicacy made from glutinous rice, coconut milk, and brown sugar.  

The Calamay industry was introduced by Rev. Fr. Mariano Gutierrez de los Dolores, OAR, an Augustinian Recollect who served as parish priest of Jagna from 1821 to 1855.  

The annual Calamay Festival, held in late April, was institutionalized in 2015 to honor this long-standing industry, promote local tourism, and showcase the culture of “Calamay Town”.  

The making of Calamay is deeply rooted in the Jagnaanon culture, serving as a primary source of livelihood and pride.  

It is made in Barangay Can-upao and other nearby areas.  

The genuine Bohol calamay is packed in polished coconut shells (called bagol or paya) and sealed with thin red paper or papel de japon.

Bm Initay questions timing of LTO apprehensions in Bohol amid crisis

Board Member Joahna Cabalit Initay questioned the issue of “timing” of the apprehension operation conducted by the operatives of the Land Transportation Office (LTO) Central Office here in the province, due to the hardship being faced by the people now.  

This was discussed by Initay during the regular session of the Sangguniang Panlalawigan on April 28 which was presided by Senior Board Member Tita Baja.  

Initay, who is the President of the Philippine Councilor’s League (PCL) Bohol Chapter, clarified that she is not against the implementation of the law against motorists, but she questioned the timing of intensifying the operation while many families are struggling financially.  

She expressed her observation in the town of Cortes where many motorists avoided the checkpoint due to fear of being apprehended, which caused them to just gather in the area.  

According to her, most Bol-anons are ready to comply with LTO regulations, but because of the current crisis, their funds are more prioritized for daily needs.  

The said issue has already been referred to the Committee on Peace, Order and Public Safety of the Sangguniang Panlalawigan for further study and possible legislative action.

Getafe opens first community college Nursing course in Bohol

A significant step in the education sector of the province was started yesterday, Tuesday, April 28, 2026 after the Nursing course was officially opened at Colegio De Getafe in the town of Getafe.  

The activity was attended by Gov. Erico Aristotle Aumentado and 2nd district Rep. Vanvan Aumentado, together with local officials of the town and representatives from the Commission on Higher Education (CHED), who emphasized the importance of the said initiative for the future of the youth.  

According to the Governor, Colegio De Getafe is the first community college in Bohol that offers a Nursing course—a big step in expanding education opportunities in the province.  

Aumentado also praised the leadership of Mayor Cary Camacho, who led the establishment of the local college with a nursing program, which is considered the first in the whole Central Visayas.  

The said statement was expressed during the blessing and official opening of the Colegio De Getafe School of Nursing and Allied Health Services located in Poblacion, Getafe.  

In his message, the Governor emphasized that the said initiative is aligned with the goal of his administration to improve education and expand opportunities for the youth.  

He said that education is one of the strongest foundations in shaping a better future.  

“Pinaagi sa edukasyon, atong hatagan og kahigayunan ang atong mga batan-on nga makabaton og kaalam ug kahanas nga ilang magamit aron mapauswag ang kahimtang sa ilang pamilya ug komunidad,” he said.  

The Governor added that education is the key to eliminating poverty, and the said step in Getafe means the continuous effort of the province to provide quality service and opportunity for all Bol-anons.
