University of Bohol Strengthens Institutional Preparedness through 2026 Institutional Risk Management Meeting
Dr. Chi Villarante
Dean, Planning, Quality Assurance and Development

The University of Bohol convened its Institutional Risk Management Meeting on April 13, 2026 at the Instructional Media Center, bringing together university administrators and key institutional leaders in a collaborative effort to review, update, and strengthen the University’s risk management framework. The meeting was spearheaded by the Office of the President through the Planning, Quality Assurance and Development (PQAD) Office, as part of the University’s continuing commitment to responsible governance and sustainable institutional development.
The activity served as a critical milestone in aligning institutional risk management practices with the UB Strategy Map 2030, ensuring that potential challenges affecting governance, academic operations, financial sustainability, and institutional reputation are carefully identified, monitored, and addressed. In his keynote message, University President Dr. Victoriano B. Tirol III underscored the importance of embracing change in a rapidly evolving higher education landscape. He reminded administrators that practices once considered acceptable in the past may no longer respond to present realities, emphasizing the need for institutions to continually reassess their

approaches amid financial pressures, regulatory demands, technological developments, and shifting expectations in higher education. Dr. Tirol noted that insights from the University’s Institutional Risk Register serve as an important guide in advancing the UB Strategy Map 2030, highlighting that institutional development requires not only planning for growth but also strengthening
the foundations that sustain responsible and stable operations. He emphasized that moving forward calls for stronger governance, responsible resource management, improved academic and service quality, and heightened awareness of emerging risks.
The University President also stressed that safeguarding the future of the University is a shared responsibility of the entire UB community—administrators, faculty, staff, and students alike. He concluded by assuring the community that the University remains committed to providing the support necessary to move forward with confidence and stability.

Following the President’s message, Vice President for Finance Dr. Maricel A. Tirol delivered her reflections, drawing inspiration from 1 Peter 4:10, which reminds believers: “Each of you should use whatever gift you have received to serve others, as faithful stewards of God’s grace in its various forms.” Anchoring her message on the principles of stewardship and accountability, Dr. Tirol emphasized that responsible leadership and faithful management of resources are essential foundations of institutional stability.
She highlighted that accountability and responsibility serve as pillars in sustaining organizational growth, noting that stability is not a static condition but a living commitment that requires continuous effort and cooperation. Dr. Tirol also emphasized that the success of any organization ultimately begins with its people.
According to her, when institutions invest in their people and cultivate a culture of service, responsibility, and shared purpose, they are able to extend greater impact not only within the institution but also to the communities they serve.

The Institutional Risk Management Meeting concluded with collaborative discussions among administrators to review the University’s risk areas and mitigation measures. The activity produced several key outputs, including the updated 2026 Institutional Risk Register, a revised risk heat map, re-ranking of the Top 10 institutional risks, strengthened mitigation and monitoring mechanisms, and an integration matrix linking risk areas with the strategic goals of the UB Strategy Map 2030.
Through this initiative, the University of Bohol continues to strengthen its culture of proactive governance, responsible leadership, and institutional preparedness. By integrating risk management with long-term strategic planning, the University reinforces its commitment to safeguarding its mission while ensuring that it remains a dependable institution capable of responding to the evolving needs of higher education and society.
