Capitol distributes rice to job order workers

Capitol handed rice supplies of 10 kilos each to job order (JO) workers of the Provincial Government.

The Capitol started to distribute the rice to JO workers on May 18, 2026.

The distribution was held near the Capitol following the weekly flag raising ceremonies on Monday.

Capitol employees will have another round of 10 kilos of rice given to them, said Gov. Aris Aumentado.

The aid was given to the JO workers as they are severely affected by the rising cost of fuel and food.

The rice aid is part of the continuing support of the Capitol for JO workers who provide vital services to the province.

More often, the JOs do not enjoy the security of tenure unlike regular employees.

DPWH Bohol engineers warn of possible job order layoffs

Two Bohol district engineers raised concerns about the possibility that they may need to let the job order workers go.

First engineering district head John Paul Gascon and second district engineering head Fernando Talagsa raised the concern that next month, the job order workers might be laid off.

A job order (JO) worker is a worker hired for short-term, piece-work, or emergency tasks.

Crucially, this arrangement creates no formal employer-employee relationship.

Consequently, JO workers are paid on an hourly or daily basis and do not receive regular employee benefits or security of tenure.

Gascon and Talagsa said most of their JO workers are charged to projects.

Gascon said his district has more than 200 JO workers hired to lend a hand in the office.

They said the construction of farm-to-market roads and classroom building constructions are no longer vested on the Department of Public Works and Highways (DPWH) and are now with the Department of Agriculture and Department of Education (DepEd), respectively.

The DPWH is left with multi-purpose pavement and some road concreting projects.

They said a lot of projects have been taken from their agency, like the farm-to-market roads and classrooms.

The DPWH is at the epicenter of the flood control mess, where projects were tagged as finished even though there was no sign that the project had even started.

Corruption scandals have rocked the DPWH as some of its officials and former officials were allegedly involved in the corruption in the flood control projects.

PGBh and PCA sign pact for coconut farmers’ medical aid

Provincial Government of Bohol (PGBh) and the Philippine Coconut Authority (PCA) signed a pact on May 18, 2026 to implement the health and medical program for coconut farmers under the Coconut Farmers Industry Development Plan.

Led by Bohol Gov. Aris Aumentado and PCA regional director Aurora Paquibot, they signed the pact aiming to provide easier access to medical service for registered coconut farmers in Bohol and including their dependents.

Under the program, the qualified beneficiaries may avail of the following benefits: hospitalization assistance up to P40,000 per patient per hospital admission, following the Philhealth deduction under the no balance billing policy and can be availed once every three months; outpatient care support up to P5,000; laboratory and diagnostics services not covered by the YAKAP program of Philhealth; and post confinement assistance after discharge up to P5,000.

The program is covered by the nine district hospitals in Bohol under the management and supervision of PGBh, which participate in the program and are designated as partner institutions where the medical assistance can be availed from.

Aumentado called on all Boholano coconut farmers to have themselves registered with the PCA to ensure they are able to avail of the benefits offered by the program.

The program seeks to help those engaged in the agriculture sector, said PCA Bohol manager Joven Felisilda.

Felisilda said similar pacts were signed with private hospitals including ACE Medical Center, Holy Name University Hospital, and the Gov. Celestino Gallares Memorial Medical Center in Tagbilaran.

Felisilda said qualified coconut farmers and dependents may avail of the benefits under the program.

Felisilda added the program is disease agnostic and covers all forms and types of diseases, and the funds are taken from the Coconut Trust Fund.

Those who need to avail must secure a guarantee letter from the social worker in the local government unit (LGU), as the PCA urges those coconut farmers to have themselves registered into the coconut farmers registry system.

Early preparations rolled out vs. El Niño’s effects in Bohol

Early preparations are being rolled out against the effects of an incoming El Niño set to impact the Philippines, including Bohol.

This comes as the Sangguniang Panlalawigan (SP) has stepped up its efforts to combat the possible effects of El Niño.

There are joint committee meetings being held to discuss the steps and actions to be taken to cushion the impact of El Niño, especially on the agriculture sector.

An El Niño may impact not just the agriculture sector but also water resources and food security, said reports.

The joint committees on climate change and disaster risk reduction and agriculture had a meeting on May 18, 2026 at the Capitol.

They discussed the preparedness plans to cushion the impact of El Niño on Bohol that may bring drought and dry weather.

Led by Board Member DJ Balite, the meeting centered on finding solutions.

Also in attendance were Provincial Disaster Risk Reduction and Management Office chief Anthony Damalerio, Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) Bohol chief Leonardo Samar, and assistant Provincial Agriculturist Larry Pamugas.

The discussion centered on the El Niño advisory of PAGASA warning of the incoming drought.

PAGASA said there is a 79% chance of an El Niño happening from June to August 2026, or it may extend until the early part of 2027.

Officials are worried about the impact of the drought on irrigation systems as well as the water supply of households.

The agricultural output may decline and impact the supply, and eventually push the prices of food.

Mitigation measures included stronger water management systems, cloud seeding operations, and distribution of drought-resistant seeds to farmers.

Officials saw the need for early intervention to cushion the impact of El Niño before the drought causes an impact in the coming months, reports indicate.

El Niño task force reactivates to cushion impact of drought in Bohol

As the drought is feared, the Provincial Government has reactivated the El Niño task force to cushion the impact of the drought on Bohol this 2026.

An executive order was issued by Gov. Aris Aumentado, and the Capitol reactivated the Provincial El Niño task force, tasked to handle issues related to the drought.

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) forecasted a 79% chance of an El Niño happening in the country starting in July or August and may last until 2027.

Bohol is preparing to cushion the impact of El Niño on water resources, fisheries, and the food supply.

Under the order, the task force will lead the preparedness, response, and rehabilitation efforts, including the information and education campaigns.

The order also tasks the task force to coordinate with other government agencies and even civil society groups.

The order created working committees focused on agriculture, water management, energy, health services, consumer protection, and rescue and relief operations in line with the disaster resilience program of Bohol.

Vice Gov. Nicanor Besas is the vice chairman of the task force, and the disaster risk reduction and management office chief Anthony Damalerio is the executive officer of the task force.

Capitol provides incentives to performing LGU and Barangays for solid waste management

The Provincial Government has provided incentives to top performing local government units (LGU) and barangays in Bohol.

They are being feted for their performance in ecological solid waste management.

The awarding of incentives was held on May 18, 2026 at the Capitol, where the LGUs and barangays were lauded for their efforts on solid waste management.

The awardees showed they were able to effectively implement solid waste management programs in their respective localities from 2024 to 2025.

Bohol Gov. Aris Aumentado led the awarding of incentives with officials of the Bohol Provincial Environment Management Office (BPEMO) under Jovencia Ganub and representatives from the Pollution Control Section of the said agency.

Balilihan emerged as the top performer for solid waste management and received P300,000 in incentive.

Dauis came in second and received P275,000, and third place is Clarin, and it received P250,000 in incentives.

Trinidad and Loay rounded up the top five LGUs with splendid solid waste management processes.

They received P225,000 and P200,000, respectively.

Other towns given accolades were Jagna, Sikatuna, Cortes, Pilar, and San Miguel, as they too received some incentives.

Aumentado said the program aims to boost compliance with solid waste management practices and standards.

This will also spur accountability and innovation in local communities.

Several barangays also received incentives under the program.

Included in the awardees are Rosario, Cortes, San Vicente, Trinidad, and Tapon, Ubay.

The program aims to solidify public participation in environmental protection amid the solid waste problem.

CAAP denies rumors JEJU AIR to pull out from Bohol

The Civil Aviation Authority of the Philippines (CAAP) denied rumors that airline Jeju Air is pulling out of Bohol and will no longer have flights coming in and from Bohol Panglao International Airport (BPIA).

Anghelo Ybañez of CAAP was quoted to deny rumors swirling on social media that Jeju Air is pulling out and no longer serving BPIA.

Jeju Air is the first and largest low-cost Korean airline.

Ybañez said Jeju Air retains normal operations and still brings Korean tourists to Bohol.

The airline operates direct flights from Korea to Panglao.

BPIA is still teeming with domestic and international flights, said Ybañez.

Jeju Air and Jin Air remain committed to bringing Korean tourists to Bohol by way of their direct flight services to and from Incheon and Gimhae in South Korea.

Domestic airlines remain with their regular flights, including Cebu Pacific, Philippine Airlines, and Air Asia.

They have trips going to Manila, Clark, Iloilo, Davao, and El Nido.

The BPIA remains as the bastion of Bohol’s foreign tourism and it is the centerpiece of the tourism of the province, attracting more than a million visitors each year.

Nilo Ahat awaits DOJ order for him to return to work

Provincial Prosecutor Nilo Ahat awaits an order from the Department of Justice (DOJ) for him to return to work.

This comes as he has served the suspension handed to him and to current and former Capitol officials in relation to a procurement of a sound system.

Ahat was the Provincial Legal Officer during the time of former Gov. Art Yap.

Ahat already serviced the suspension imposed by the Ombudsman and he awaits for the go signal coming from the DOJ.

Ahat is under the aegis of the DOJ being a provincial prosecutor.

Ahat said he was in Manila recently to follow up his reinstatement as provincial prosecutor.

He said there is a possibility that he will return to work by next month and he will not receive any compensation until July.

Ahat said even though he was dismissed by the Ombudsman he still received salary as his name was not dropped from the payroll.

This is the reason he cannot receive any compensation when he returns to work.

Ahat was earlier dismissed by the Ombudsman but the latter changed it to suspension as Ahat was found guilty of simple misconduct from grave misconduct.

Ahat was among those ordered to be dismissed for their participation in the procurement of a sound system in 2021 used in a national event in Panglao.

The Ombudsman’s resolution penalized the former Capitol officials for the procurement of services to save an international event during the pandemic.

Affected officials publicly stated that the dismissal penalty was disproportionate and that no malice or injury was caused to the government.

The dismissed officials filed a motion for reconsideration before the August 2025 reglementary deadline.

Boholanos greeted with new round of oil price hike

Boholanos were greeted on May 19, 2026 with another round of oil price hike.

Oil prices in the Philippines increased on Tuesday, May 19, 2026, driven by tightening global supply concerns and ongoing volatility in the Middle East.

These adjustments reflect price trends on the Mean of Platts Singapore (MOPS).

This means that costs of transport and even other commodities and services may spiral again.

In an advisory from gas companies, the price of gasoline increased by P1.21 per liter.

The price of diesel increased by P2.82 per liter as kerosene prices decreased to P2.11 per liter.

Price adjustments started at 6 am May 19, 2026.

This is the fourth week of fuel price increases since the war in the Middle East.

The oil prices are volatile because of the tensions in the Middle East.

The conflict has affected the global fuel market and has jacked up the prices of fuel for import-dependent nations such as the Philippines.

The Philippines has to scrape the bottom of the barrel in order to find more supply as fuel is running dry while the suppliers have been in a war.

Loon lifts four-day work week scheme

Loon mayor Tomas Cezar Lopez issued an order that lifted the four-day work week scheme in the local government unit (LGU).

The LGU earlier followed directives from Malacañang to impose a four-day work week as a measure to save on electricity as the country faced a fuel supply shortage.

This means LGU employees will be on five days a week instead of four days.

The order was cascaded to department heads, regular employees, contract of service, and job order workers.

The Philippines was placed under a national energy emergency, and thus one of the measures is to save on energy by imposing a four-day work week.

This means workers are expected on site for four days in a week.

This will change with the new order issued by Mayor Lopez lifting the scheme in Loon LGU.

Mayor Lopez is fresh from serving his suspension and is now fully reinstated as mayor of Loon.

The workers are expected from 8 am to 5 pm from Monday to Friday.

A monitoring system is in place to check on the compliance of the workers on the five-day work week, reports said.

Panglao reverts to normal work schedule

The local government unit (LGU) of Panglao reverted to the normal work schedule.

This was revealed by Panglao Mayor Edgardo Arcay, who lifted the order for the LGU to operate in a four-day work week.

This means the LGU is back to operating for five days in a week from 8 am to 5 pm.

Reports said that the reverting to the old schedule started on May 18, 2026.

The LGU observed a four-day workweek as a means to save on energy and fuel, and the cutting of the workweek was the result of an effort to save on energy challenged by the increasing fuel prices.

This means the LGU is in business for five days a week from Monday to Friday.

Most of the LGU mirrored the effort of the national government when the latter declared a national emergency, causing plenty of businesses either going under or being eliminated.

This means that service will not be interrupted, as LGU employees are now on site all days of the week providing service to the public.

Earlier, Tagbilaran City also lifted its work-from-home and five-day workweek scheme.

Boholano athletes power CV delegation to Palarong Pambansa

Boholano athletes will be among those who will display their prowess and athleticism at the Palarong Pambansa hosted by Agusan del Sur from May 24 to 31, 2026.

The Boholano athletes carry the banner of Central Visayas and will compete with athletes from other regions of the country as they compete in various events in Prosperidad, Agusan del Sur.

About 132 Boholano athletes are sent to the Palarong Pambansa as representatives of Central Visayas.

They will be mixed with athletes from other areas in Central Visayas that qualified to compete in the dry season sporting classics.

Previously, only 63 Boholano athletes managed to represent Central Visayas in the Palarong Pambansa.

Metodio Maraguinot Jr., Provincial Youth Development Office (PYDO) head, represented Bohol Gov. Aris Aumentado during the send off ceremonies in Valencia on May 16, 2026.

Maraguinot delivered words of encouragement and inspiration to Boholano athletes during the event.

He cited the athletes’ dedication, discipline, and tenacity to reach their potentials in their respective sporting events.

Lauded also are the coaches, trainers, and the athletes’ family for helping athletes bring honor to Bohol by way of sporting excellence.

The support for athletes is part of the strategic governance roadmap of the Provincial Government and a way to empower the youth of Bohol and improve holistic development and a way to develop Bohol into a progressive society.

The Department of Education (DepEd)-Bohol and the Capitol cooperated in sending off the Boholano athletes that will battle it out against the best athletes all over the country.

Bohol has improved its performance in the Central Visayas Regional Athletic Association as it landed in second place after a sixth place in a previous edition.

Valencia Mayor Dionesio Neil Balite and DepEd schools superintendent Faye Luarez also delivered inspiring messages to the athletes.

They said the success of athletes is the product of the cooperation of the community and government.

Loon mayor makes up for lost time

Loon mayor Cesar Tomas Lopez is definitely making up for lost time as he is running up his projects as he returned into office.

Lopez returned into office on May 8, 2026 after he served his suspension for his involvement in a simple misconduct related to the procurement of a sound system.

Lopez was among the current and former Capitol officials suspended due to issues on the procurement of a sound system used in a national tourism event in Panglao back in 2021.

Upon his return, Lopez fast tracks the funds to be used for social services in Loon.

The social services included projects related to Purok Kalusugan, as well as support for individuals in crisis situations and funding for infrastructure projects taken from the 20 percent development fund of the town.

Lopez was replaced by his vice mayor Pedro Literatus as the former served the suspension.

Loon is one of the largest towns in Bohol in terms of number of barangays and is a vital town in the first district.

It is the host of a huge seaport designed to eventually receive cruise ships that bring tourists.

US-based Boholano lawyer thinks arrest warrant needs to be validated first

A US-based Boholano lawyer thinks that the arrest warrant issued against a Filipino senator needs to be validated first.

Glen Hubahib said in an interview that any warrant needs to undergo judicial review.

This comes as the International Criminal Court supposedly issued an arrest warrant against Sen. Ronald de la Rosa for alleged crimes against humanity.

De la Rosa has since left the protective custody of the Senate as he awaits the final verdict of the Supreme Court on his petition for a temporary restraining order on the implementation of the ICC warrant.

The senator is pushing back, saying that a foreign warrant should not be implemented on him.

However, the Humanitarian Law or Republic Act No. 9851 penalizes crimes against humanity, a charge levied against de la Rosa.

The said law allows the extradition or surrender of an accused already facing charges in an international court.

Hubahib said in order to enforce a foreign order or warrant, there is a need for a local review.

He said there is a process that needs to be observed before the order can be implemented on a Filipino.

More often an extradition is requested to extradite the person wanted for a certain crime.

The International Criminal Court has tagged de la Rosa as a wanted person and awaits the decision of the Philippines on the status of the arrest warrant.

Once taken into custody, de la Rosa may be incarcerated, and among his cell mates may be former President Rodrigo Duterte.

Columnist says senate brouhaha projects an image of instability

Bohol Tribune columnist Donald Sevilla said the current brouhaha at the Senate creates an image of instability.

This is not a good sign for the Philippines still reeling from the economic effects of higher fuel prices.

Sevilla said it is a shame to see the Senate in disarray and being subjected to a shootout.

On May 13, 2025, armed men allegedly engaged in a firefight against the forces of the Senate sergeant-at-arms.

Sevilla is convinced that the incident may be staged and asked how genuine the shooting was inside the Senate.

He asked if this is just a zarzuela or just a way to wag the dog and to gain some advantage.

Speculations are ripe on what happened to the Senate.

He said what happened at the Senate is highly impossible, and despite the security layer at the Higher House, still gunpersons opened fire and disturbed the peace at the Senate.

He said the incident is now riddled with question marks.

BWUI continues tree planting program in barangay Fatima, Cortes

Bohol Water Utilities Inc. (BWUI) has been continuing with its tree planting program, said Victor Tambis.

Under the program that values the environment, and responds to a commitment to the Department of Environment and Natural Resources (DENR), BWUI has conducted anew its tree planting program.

BWUI’s workers and officials cooperated to plant more trees on May 14, 2026 at barangay Fatima, Cortes.

The program aims to protect and preserve the environment by maintaining the forage as it is a source of water also known as a watershed area.

The program is under BWUI’s corporate social responsibility wherein this is a regular activity of BWUI employees at least once per quarter.

The BWUI has been planting trees since 2015.

About 250 trees of various species were used in the tree planting program.

Moreover, a field inspector from the DENR Community Environment and Natural Resources (CENRO) joined and monitored the activity as it validated the number of trees planted as part of the compliance of BWUI to the DENR.

BWUI will continue similar activities to support the thrust in supporting the environment and preserve nature and forage.

Bohol Light monitors power demand amid NGCP grid alerts

As demand for power surges but the available power supply is limited, this may lead to the declaration of yellow or red alert by the National Grid Corporation of the Philippines (NGCP) said Elmer Gatab.

A red alert means that the available supply of electricity is not enough to meet consumer demands and stabilize the grid.

Moreover, yellow alert means the reserve power is thin and this may impact the supply if there are sudden loss of generation or sudden surge of demand.

Manual dropping may happen to protect the overall stability of the grid and avoid larger disruptions or interruptions in the power supply.

Gatab said the alerts are issued during peak hours or when the demand for power is high at homes, businesses and industries.

Under the NGCP directives, temporary drop in the load affecting some areas of Tagbilaran City, said Gatab.

The load reduction is necessary to continue protecting the integrity of the Visayas grid.

Bohol Light continues to monitor the situation and coordinating closely with the NGCP for proper operational measures and to inform affected areas when manual load dropping needs to be implemented.

For inquiries one may check the Bohol Light Facebook page or visit http://www.boholpower.ph or 038-4272372 or 0920- 9602372

SP Discusses Proposed GCash Partnership for Capitol Cashless Payments

The Sangguniang Panglalawigan (SP) discussed a potential partnership between GCash and the Provincial Government of Bohol to implement a “scan-to-pay” scheme in Capitol offices.

The discussion took place on May 20, 2026, during a joint meeting of the Committees on Ways and Means and Technical Vocational Education, Information and Communications Technology.

The meeting was led by Board Member Nathaniel Binlod.

The proposal seeks to authorize Gov. Aris Aumentado to sign an agreement with GCash operator GXchange Inc.

The deal would allow digital payments for tax payments and permit fees at Capitol offices.

Lawmakers said the initiative aims to modernize revenue collection and expand contactless transactions.

They stressed the need to ensure convenience and keep developer fees from becoming a burden to taxpayers, as additional charges may apply.

If approved, cashless transactions would become commonplace at the Capitol.

GCash remains the country’s leading e-wallet brand, widely used by Filipinos to send and receive money, pay bills, and purchase groceries, among other transactions.

SP committee discusses proposed ordinance to ban casinos in Bohol

Led by Board Member Mutya Macuno, the meeting was held at the session hall.

The ordinance banning casino operations is authored by Board Member Benjie Arcamo, with Lucille Lagunay and Fernando Estavilla as co-sponsors.

Key national government agencies attended the meeting, reports said.

Certain offices at the Capitol were also in attendance.

Also in attendance were members of the Panglao Sangguniang Bayan.

Some officials said they favor regulated gambling as it is a way to add more entertainment options and also a source of livelihood for casino workers.

Officials from the Philippine Amusement and Gaming Corporation (PAGCOR) shall be invited in the next meeting.

Budlong pushes for local drug incineration in Bohol to boost transparency

Coun. Fausto Budlong wants that the drug incineration will be done here in Bohol.

Drugs seized in Bohol are often transported to Cebu City for incineration.

Budlong wants the drugs destroyed here as a way to be more transparent and accountable to the public.

This is a way to erase the doubts of the public on the possibility of drug recycling.

The public has this idea that the seized drugs are recycled back to the street and sold again to users.

Budlong aired concerns on the current way of incinerating drugs seized in Bohol.

He sees that it would be wiser to incinerate the seized drugs here and avoid transporting it to Cebu City.

This way the public will no longer have doubts that the drugs are getting recycled.

The City Council agreed to invite the funeral home with an incinerator in Tagbilaran and the Philippine Drug Enforcement Agency to shed light on the issue.

The idea is to use the crematorium to incinerate the seized drugs.

The invitees are expected to appear in the next regular session of the city council.

Comelec: BSKE postponement still just speculation

The Commission on Elections (Comelec) said reports of a possible postponement of the Barangay and Sangguniang Kabataan Elections (BSKE) remain a speculation.

Comelec Assistant Regional Director Veronico Petalcorin said the poll body is proceeding with preparations for the elections, currently scheduled for Nov. 2, 2026.

He made the statement in response to rumors that the BSKE would be postponed again.

Petalcorin clarified that there is no enabling law in Congress to move the elections, and said claims of a postponement have no factual basis.

“Comelec will act accordingly if a law postponing the BSKE is passed, and the polls will be held on a different date,” he said.

This year’s elections coincide with All Souls’ Day, when many Filipinos visit cemeteries.

Bohol board member pushes for fare rollback amid fuel price changes

Board member Joahna Cabalit-Initay wants a fare rollback amid the trending decrease in fuel prices.

Although, the fuel prices, after several rounds of rollbacks, are now on an increasing trend with fuel prices getting more expensive as the situation in the Middle East remains volatile.

Cabalit-Initay delivered a privilege speech on May 19, 2025, during the regular session of the Sangguniang Panlalawigan (SP).

She is calling for a review and possible reduction of fares charged by public utility vehicles in Bohol.

She asked to file a resolution to direct the relevant agencies to determine if a reduction of fares is possible.

She wants to ease the burden on the riding public who face huge costs when commuting.

The riding public still reels from expensive fares even if the fuel prices went down several weeks ago.

She also chided those who profited and took advantage of the crisis to fill their pockets.

The surge in fuel prices caused a domino effect, causing a rise in transport prices and even food costs.

Cabalit-Initay is an ex-officio member of the SP as she is the president of the Philippine Councilors League (PCL)-Bohol chapter.

She said even if fuel prices stabilized, the cost of transport remains high and causes a huge negative impact on the riding public.

She wants a comprehensive review of public utility fares to align with the current cost of fuel.

Initay’s proposals were referred to the Committee on Public Utilities and Franchises for deeper deliberations.

Barangay volunteer dies of cardiac arrest while responding to fire in Manga

A barangay fire alert volunteer died after suffering a cardiac arrest while responding to a fire incident.

The person was fetching water so quickly, and the actions may have caused the cardiac arrest.

The incident happened on the evening of May 19, 2026, in barangay Manga.

The volunteer lost consciousness while in the middle of the operation to extinguish the fire that was engulfing a neighbor’s home.

A fire broke out at the dirty kitchen of the victim’s home in Manga, and the volunteer responded by fetching water to extinguish the fire.

Fire probers said the fire department received the fire alarm at around 8:29 pm.

Members of the Tagbilaran City Fire Station responded to the incident and declared first alarm at 8:34 pm and fire out at 8:44 pm.

It was reported that the volunteer slipped while bringing water to extinguish the fire.

The volunteer was rushed to the hospital but eventually expired.

Reports from the hospital said the volunteer died of cardiac arrest.

Mayor Jane Yap extended her condolences to the family of the fallen volunteer.

The mayor vowed to provide assistance and support to the family of the volunteer.

Support is also being given to the family which lost their home due to the fire.

Damage to property was pegged at P7,000, and the probable cause of the fire may be the paper being burned at the dirty kitchen.

The homeowner thought they were able to put out the fire, but embers may have spread and this caused the fire to start elsewhere.

Bracketing scheme for tricycle fares explored in Tagbilaran City

Coun. Leonides Borja is pushing for a bracketing scheme for the tricycle fares in Tagbilaran City.

Borja revealed that his Committee on Public Utilities and Franchises at the Sangguniang Panlungsod discussed the new scheme of bracketing fares for tricycles.

The scheme was sought amid the volatility of fuel prices causing a dent on the income of tricycle drivers here.

The city allowed a provisional increase of P5 on the base fare of P15, and retained the P2 per kilometer in excess of the first kilometer.

Borja said he was asked by Mayor Jane Yap to explore the possibility to reduce the fares of tricycles in the city as the fuel prices are seemingly on a downward trend.

As this developed, the proposal to reduce the fares was placed on the backburner for now and the discussions on reducing the fare were pending as fuel prices hiked anew.

Borja said he is seriously weighing the options and possibilities on the fare, taking into consideration the volatility of the fuel prices that have gone up.

He said city hall is looking for a mechanism for a tariff or bracketing of fares, and the idea will depend on the movement of the prices of fuel in the market.

Tagbilaran is almost 100% dependent on tricycles as a means of transportation.

Early this year, the city SP allowed a provisional increase in tricycle fares and retained the per kilometer charges as well as the discounts extended to senior citizens, persons with disabilities, and students.

19-year-old backrider killed after being run over by bus in Inabanga

A backrider was killed in a freak accident after he was run over by a bus.

The 19-year-old backrider was accidentally run over by a unit of Southern Star bus company on May 18, 2026.

The motorcycle driver survived but sustained injuries, as did another backrider.

Reportedly, the trio were on their way for enrollment when the accident happened along the national highway in barangay Nabuad, Inabanga.

Police said the trio were on their way to Buenavista as a bus was trailing them.

Investigation revealed the vehicle carrying the students changed lanes to avoid another vehicle waiting on the curb.

As the vehicle carrying the students changed lanes, the bus sideswiped the vehicle, causing the bus to run over one of the victims.

One of the victims died after getting run over by the bus.

Reports said the students rode a motorcycle sans any helmet and allegedly drove without a driver’s license.

The police took the bus driver into custody as investigation is underway.

Apparently, there was a settlement agreement, and this may lead to the release of the driver from custody.

Dead whale shark found floating off Panglao

A group of scuba divers discovered the remains of a dead whale shark in Panglao.

The group made the report on May 19, 2026.

Reportedly, the remains have been floating at sea for at least a couple of days.

Officials are trying to determine the exact cause of the animal’s death.

While sharks are regularly seen in Bohol waters, whale sharks are not often seen in Panglao and are more often seen in Dauis.

Just recently, the Provincial Government opened the doors for the return of the whale shark watching activity.

The activity was closed after there were reports that the animals were being fed in violation of pertinent regulations.

It is said the reopening of the whale shark watching activity has laid out stricter regulations designed to protect the whale sharks and the environment.

The rice supplies came from the rice subsidy program backed by the national government and implemented by the PGBh.

The funding for the 10 kilos of rice each came from the Local Government Support Fund (LGSF) Financial Assistance to Local Government Units.

The initiative was part of the P196 million food security allocation aiming to cushion the impact of the economic difficulties due to the challenges met by those whose income is not enough to meet the rising costs of food and even of transportation.

The fuel cards were distributed to farmers in an event held in the said town, said Loon Municipal Agriculture Officer (MAO) Jannes Cantones.

Led by Mayor Cesar Tomas Lopez, the distribution of fuel cards benefitted several farmers in the said town.

Fuel cards were given to farmers who use farm machinery that needed fuel in order to operate.

Farmers who use farm machineries are those who may be using hand tractors or similar equipment for farming.

It was reported that some farmers may have stopped farming as hot weather made them stop for the meantime.

Asked from the transport groups, farmers and fisherfolk are among the sectors affected by the impact of higher fuel prices.

Antequera mayor urges passengers to file formal complaint over high tricab fares

Antequera Mayor Jose Mario “Boy” Pahang is urging passengers who complained about the high tricab fares to file a formal complaint at his office.

Mayor Pahang made the call after a concerned resident filed a complaint regarding the tricab fare for trips from Tagbilaran City to Antequera during the evening.

According to the complaint received, the fare is P60 per passenger even though Tagbilaran-Antequera is not that far.

Even the trip from Tagbilaran to the Abatan junction is still charged P60.

It was also added that P60 is too high and the charging of fares is out of line.

Pahang assured that he will act on it once a passenger files a formal complaint.

The mayor explained that the tricab drivers in Antequera asked him to allow a fare increase due to the rise in gasoline prices since the tension in the Middle East began.

According to the mayor, he advised the tricab drivers to inform the public about the fare increase before implementing it.

Bohol records six dengue deaths this year, health office urges early check-ups

Health authorities continue to monitor the dengue situation in the province of Bohol after recording six deaths due to the disease since the start of this year.

According to Dr. Em-em Uy, Provincial Health Officer of Bohol, even though the number of dengue cases has decreased this year compared to the same period last year, the cases of death linked to dengue remain a serious concern.

Uy explained that based on their assessment, one of the main reasons for the deaths is the late check-up and late bringing of patients to health facilities.

According to her, most of the patients who died had already reached the fourth to sixth day of their illness when they were brought to the hospital, where their platelet count was already very low and they had hemoconcentration or severe dehydration.

Uy added that it is wrong to believe that dengue is only dangerous when there is bleeding.

She said it is also important to monitor the hematocrit level because it indicates that fluid loss in the patient’s body is worsening.

Because of this, the Provincial Health Office is asking the public to consult a doctor immediately if they have an unexplained fever even for just one day, so testing and treatment can be done early if it is dengue.

According to Uy, a patient has a greater chance of recovery if treated early and given proper rehydration or fluid management right away.

Uy also revealed that compared to 2024, which they identified as a dengue epidemic period, dengue cases in 2025 have decreased by about 25 percent.

From January to May this year, dengue incidence in Bohol is lower compared to the same period last year, even though there are cases that resulted in death.

Dauis probes possible illegal whale shark watching in Dao waters

The local government of Dauis is now investigating the suspected illegal operation of whale shark interaction or whale shark watching within the waters adjacent to Dao Public Beach in Barangay Dao.

This came after the Sangguniang Bayan of Dauis passed a Resolution ordering the transmittal of the field monitoring and surveillance report of Jose Erwin Tuazon, Environmental Management Specialist II of LGU-Dauis, to the Office of the Governor, Sangguniang Panlalawigan, and Bohol Provincial Environment Management Office for possible action.

The said resolution was sponsored by Councilor Rolly B. Guillena and supported by Councilors Jobert C. Bomediano and Randy B. Pingkian.

Based on the report of the Municipal Environment and Natural Resources Office (MENRO), monitoring was conducted on May 1, 2026, at Dao Public Beach after there were allegations of whale shark interaction activity in the area.

During the inspection, no actual whale shark interaction or tourists were found at the time of monitoring.

However, there were several conditions noticed in the area that raised suspicion of possible operations.

These include the presence of a large vessel anchored in the area, a floating cottage or “kamalig” (hut), and several paddle boats of the same color and size that were not motorized.

According to the MENRO report, based on their interview with local fishermen, there was no active whale shark interaction conducted at that time.

However, they revealed that the equipment and structures in the area were allegedly intended for whale shark interaction activity.

In addition, some residents reported that there were people who repeatedly go to the floating structure every 2:00 a.m. and there is a possibility that whale sharks are being lured or fed at that time.

Even though no direct activity was witnessed during monitoring, MENRO said that the presence of the equipment and the consistent testimonies of residents show a “strong likelihood” that there is preparation or an ongoing whale shark interaction /operation in the area.

The report also emphasized that this could be a serious concern in terms of environment and regulation, especially if the wildlife interaction activity has no proper permit or authorization.

Because of this, MENRO has already coordinated with the Municipal Tourism Office and Municipal Agriculture Office to strengthen monitoring in the area.

A joint inspection is also recommended with MENRO, municipal offices, the Punong Barangay of Dao, the SB Committee on Environment, Agriculture and Tourism, and other relevant agencies to verify the allegation, check compliance with environmental laws, and determine possible legal and administrative actions.

Calape police chief shows kindness to 78-year-old driver after minor accident

As an enduring example of good relations between the police and the community, the Chief of the Calape Police Station prioritized mercy and understanding over punishment after a minor road accident involving their patrol car and a 78-year-old driver.

According to Police Lieutenant (PLT) Brett Dales Bantiyan Maslang, the Chief of Police (COP) of Calape, the incident occurred while the group of police officers was traveling to Tagbilaran City aboard their official patrol car.

A passenger-type multicab following them accidentally hit the rear part of the patrol mobile.

Upon inspecting the damage, PLT Maslang identified the driver as Ismael Duterte, 78 years old, married, and a resident of Barangay Punsod, Maribojoc, Bohol.

Heartwarming Incident

Despite the accident, the elderly driver immediately admitted his responsibility and even insisted on giving his own money to pay for the damage to the patrol mobile.

But because of the elder’s age and condition, PLT Maslang gently but firmly declined to accept the money.

The chief of police said; “Namugos gyud siya og tunol sa kuwarta para ipaayo ang naguba, apan wala nako madawat ang iyang kuwarta,” (He really insisted on handing over money to have the damage repaired, but I did not accept his money,)

The policemen continued by saying: “Imbis nga dawaton, ako na lang siyang giimbitar nga moadto sa among estasyon aron didto kami mag-istorya og tarong ug aron masiguro usab nga anaa siya sa luwas nga kahimtang.”
(Instead of accepting it, I just invited him to go to our station so we could talk properly there and also to ensure that he was in a safe condition.)

At the police station, the generosity of the authorities became even more evident.

Instead of holding the senior citizen liable, the Calape Police Station itself took responsibility for repairing the damaged patrol car.

On top of this, instead of collecting payment, PLT Maslang and his colleagues pooled their own contributions to provide assistance to the injured man.

The elderly driver was given immediate cash assistance, 10 kilos of rice, and canned goods.

To ensure his safety, he was also given a free ride by the police back to his residence in Punsod, Maribojoc.

PLT Maslang assured the concerned driver not to think or worry anymore about the damaged government vehicle.

This act of kindness shows the big and gentle heart of the police, which further strengthens the trust and relationship between the police and the community in Bohol.

He spoke for Carl Hinlo and Jaqueline Baquero during an episode of Kabataan for Change (KFC).

Napiñas emphasized the need for health education, especially for lifestyle diseases that can be preventable.

People tend to believe fake news online rather than listening to professionals who are licensed to practice nursing or even those who are already doctors, he said.

Napiñas said he engaged in nursing to help others and to take care of their health needs, especially his own family.

He insists that the information seen online should be accurate, but people tend to believe what is convenient for them.

Arcamo says crafting anti-casino ordinance is bloody and difficult

Board Member Benjie Arcamo described the forging of the anti-casino ordinance as bloody and difficult even with the strong support from several Capitol officials.

This comes as there are national laws allowing casino operations to flourish, especially those with a license from the Philippine Amusement and Gaming Corporation (PAGCOR).

Arcamo said that based on jurisprudence, the PAGCOR can issue licenses and permits allowing casino operations and the ordinance should not go against national law.

Arcamo said an absolute ban on casinos is impossible because of the national law creating the PAHCOR.

Arcamo said that if he could decide, he would absolutely ban casinos in Bohol as gambling can ruin the image of Boholanos as a religious and family-oriented province.

Bohol is known as a conservative province and is known to keep its values and culture.

Arcamo wants to preserve its unique values aside from protecting the environment.

Bohol is known not just for the scenery but also for the people that are unique.

Budlong pushes for local drug incineration in Bohol to boost transparency

Fausto Budlong is pushing for the incineration of seized illegal drugs to be conducted in Bohol instead of transporting them to Cebu City.

Seized drugs from Bohol are commonly brought to Cebu City for destruction through incineration.

Budlong believes the drugs should instead be destroyed locally to ensure greater transparency and accountability to the public.

According to him, this would help remove public doubts regarding the possible recycling of seized illegal drugs.

Some members of the public suspect that confiscated drugs are being recycled and resold on the streets to users.

Budlong raised concerns regarding the present process of transporting confiscated drugs outside the province for destruction.

He said it would be more practical and transparent to incinerate the seized drugs directly in Bohol instead of transporting them to Cebu City.

Through this, the public may gain greater confidence that the confiscated drugs are not being recycled.

The Tagbilaran City Council agreed to invite a funeral home in Tagbilaran City that operates an incinerator, along with the Philippine Drug Enforcement Agency, to discuss the matter further.

The proposal involves using a crematorium facility to incinerate confiscated illegal drugs.

The invited parties are expected to appear during the next regular session of the city council.
