Mayor John Geesnell Yap II declares that barriers are no longer needed as long as certain conditions are met and both the driver and the backrider have the same address.

 The declaration was made through a Facebook post on August 24, 2020 and the policy is implemented starting August 25, 2020.

The mayor said a motorcycle barrier is no longer needed as long as the driver and the backrider wear face masks and full face helmets.

In the event that the helmet being used is not the full face type, there is a need to wear face mask and face shield, the mayor said.

The directive of Yap is a departure from the orders of the national Inter Agency Task Force (IATF) where the requirement is for the driver and the backrider to wear only full face helmets.

However, the IATF gives the local government units under modified general community quarantine (MGCQ) the privilege to come up with their own rules. Bohol is under MGCQ, per the directive of an executive order of Gov. Arthur Yap.

Moreover, by September 1, 2020, all persons who enter public markets located in the city are required to wear face shields together with face masks.
