In order to curb road accidents and deal with speed-obsessed
motorists, the local government unit (LGU) of Lila, Bohol has
enacted a municipal ordinance limiting the road speed to all
vehicles within the town’s jurisdiction.
According to the ordinance, the speed limit for passenger cars,
motor trucks, buses, motorcycles and similar vehicles are as
follows: National Highway – 50 kilometers per hour (KPH);
Provincial Road – 30 KPH; and Barangay Road – 30 KPH
The ordinance aims to protect all road users within the town of
Lila, Bohol and to promote the health, safety, and convenience
of the public, according to Lila Mayor Atty. Arturo “Jed” Piollo II.
Speed Limit Laws in the Philippines
The Philippines has a number of speed limit laws that vary
depending on the type of road and the vehicle being driven.
The following are the general speed limits in the Philippines:
 Expressways: 100 kilometers per hour (km/h) for cars and
motorcycles, and 80 km/h for buses and trucks.

 National and provincial roads: 80 km/h for cars and
motorcycles, and 60 km/h for buses and trucks.
 Through streets or boulevards, clear of traffic: 40 km/h.
 City and municipal roads, with light traffic: 30 km/h.
 Crowded streets, school zones, roads where drivers must
pass stationary vehicles: 20 km/h.
There are also a number of special speed limits that apply in
certain areas, such as:
 In construction zones: The speed limit may be reduced to
20 km/h or less.
 In school zones: The speed limit may be reduced to 20
km/h or less during school hours.
 Near pedestrian crossings: The speed limit may be
reduced to 30 km/h or less.
The penalties for exceeding the speed limit in the Philippines
vary depending on the severity of the violation.
For example, exceeding the speed limit by up to 20 km/h is
punishable by a fine of PHP 1,000, while exceeding the speed
limit by more than 40 km/h is punishable by a fine of PHP 5,000
and/or imprisonment of up to six months.

Meanwhile, the Lila Municipal Police Station (MPS) conducted
an information education campaign (IEC) on the speed limit
ordinance of the Municipality of Lila.
The IEC was led by PCapt. Elmer Divinagracia, chief of police,
who explained the provisions and objectives of the Municipal
Ordinance No. 01, Series of 2021, which sets the speed limit
for different types of vehicles and roads in the town.

Divinagracia also warned the motorists of the fines and
penalties for violating the ordinance, which are:

  • First Violation: Fine of P500.00
  • Second Violation: Fine of P1,000
  • Third Violation: Fine of P2,000.00 and imprisonment not
    exceeding 7 days, at will in court.
    He urged the drivers to comply with the ordinance and to
    observe road discipline and courtesy at all times.
    The IEC was attended by representatives from various sectors,
    such as transport groups, barangay officials, school
    administrators, and media practitioners.
