A provincial board member has proposed to grant free-use or offer a 100% discount on certain government-owned equipment for water resource management and conservation to farmers’ associations and barangay local government units (BLGUs) amid the looming threat of El Niño.

Board Member Nathaniel Binlod, in his privilege speech during the regular session of the Sangguniang Panlalawigan (SP), said that the measure aims to support the agricultural sector and mitigate the risks posed by the weather phenomenon.

“This humble representation rises to address a pressing issue that affects our agricultural sector following the previous manifestation of Board Member Lucille Lagunay, particularly in light of the looming threat of El Niño and potential impact on our farmers’ livelihoods,” Binlod said.

He added that the equipment, specifically the geo resistivity machine and the manual water drilling rigs, are invaluable assets that can facilitate water exploration and development in drought-prone areas.

“These government-owned equipment are invaluable assets that can significantly strengthen our efforts in mitigating the impact of El Niño by facilitating water exploration and development in drought-prone areas. It is crucial to acknowledge that these resources belong to the public, and as such, should be utilized for the benefit of the community,” he said.

Binlod also proposed that farmers’ associations and BLGUs be required to present a barangay resolution to avail themselves of the benefit, ensuring accountability and transparency in the allocation of resources.

He further proposed that a 50% discount be extended to income-generating people’s organizations and municipal LGUs, acknowledging their contributions while still providing essential support.

“In conclusion, extending free-use or discounted access to vital equipment for water resource management is a strategic investment in the resilience and sustainability of our agricultural sector. It is a crucial step in our efforts to address the challenges posed by El Niño and to give support for our agricultural communities,” he said.

Binlod moved to pass an Ordinance further amending Provincial Ordinance No. 2021-023 entitled, “Amending Provincial Ordinance No. 2018-014, Regulating the Use and Prescribing the Rental Rates of Agricultural Farm Machineries and Equipment of the Provincial Government” specifically Article II, Section 3 under Reading.

The motion was duly seconded and approved by the SP without objection.
