Chatto decries school shooting as disturbing,  joins young leaders fellowship

Balilihan Mayor Trisha Chatto

Balilihan Mayor Trisha Chatto said the shooting incident inside a school is disturbing. She shared these thoughts on the issue during Newsmakers ug Uban Pa radio program anchored by the Kabataan for Change (KFC) led by Carl Hinlo and Ivy Betalmos were on hand during the episode.

The incident is disturbing to her because young people are supposed to be innocent. She said: “These people are still navigating what is right and wrong.”

She wonders what pushed the minors to commit such a heinous act and she believes someone pushed them to become involved in a web of violence.

Making matters worse, the crime was committed inside a school, affecting leaders, teachers, and other personnel, she added.

“For sure,” she said, “what happened can be traumatizing for students and all those involved.”

She also said that there are now doubts about how safe the children are inside the school campus.

Speaking for Balilihan,  she said that as a security issue, there is a need to look at how the young are being raised.

She said it is important to focus on values formation and to address issues on mental health and exposure to things young people are not supposed to be exposed to.

Chatto sees a need for a collective movement to address these challenges and to guide the youth to the correct path.

She said the incident is a failure of those who are supposed to guide the children.

Meanwhile, Mayor Chatto was accepted into the Young Leaders for Good Governance.

This is an initiative of the Jesse Robredo Foundation and the National Youth Movement of Young Legislators.

Chatto said she is excited to be accepted into the fellowship program which is a fellowship for young leaders in governance.

She hopes to learn from other leaders and mentors.

Chatto is the only mayor who has been accepted into the fellowship program.

US-based lawyer says politics is behind Vice President Sara Duterte’s impeachment

Lawyer believes politics is behind impeachment.

A US-based Boholano lawyer believes that politics is the reason behind the impeachment of Vice President Sara Duterte.

He shared his thoughts on Open Forum that it really boils down to eliminating her from the running because she has become the solid front runner for 2028.

Duterte has already expressed intent to run for president in 2028.

Some personalities want Duterte disqualified because she may become the next president.

He said that the impeachment can be a waste of time if the vice president can prove her innocence.

He explained that, in the event Duterte is found guilty, she is no longer eligible to run.

The effect of a guilty verdict is that Duterte will no longer be able to fulfill her dream to become president.

San Miguel mayor says laws are weak in prosecuting minors

San Miguel Mayor Ian Mendez believes the law is weak to prosecute minors in conflict with the law.

He gave his opinion on the recent shooting that happened inside a school in Tacloban City.

He is saying there is a need to boost the Juvenile Justice and Welfare Act, which provides the guidelines in prosecuting children in conflict with the law (CICL).

He said the act should not shield the CICL when they commit heinous crimes.

Mendez said the law should only show leniency to CICL for minor infractions.

He said the CICL should not suffer for a lifetime for minor mistakes.

He believes that the full force of the law should be imposed on CICL that have caused major harm, and when the crime is planned or they acted with discernment of their actions.

Moreover, Mendez said that there is a need to boost the anti-bullying laws, and that bullying seems to be not taken seriously.

He said bullying can cause a huge dent in the mental health of a person, especially for a minor.

Bullying needs to be addressed as this may become a source of trouble.

He said the teachers need to be more sensitive when dealing with issues of bullying in schools.

The problem is that we find solutions when there is already a huge problem, he explained.

The lawmakers need to update the laws and see to it that the law is not creating problems instead of providing solutions.

The mayor said the law should consider the harm to the victims, not just the harm to the CICL.

The CICL still have a chance to be rehabilitated, but those who were killed do not have any chance anymore.

CCTV shows both vehicles failed to slow down in fatal Alicia crash; van may bear greater liability under RA 4136

Based on the CCTV Footage of the accident in Alicia involving the Southern Star Bus and a Van that resulted in the death of a Motorist who was just hanging around, it shows that both the Southern Star Bus and Van did not slow down when the accident happened. At the Intersection, it can be seen that both vehicles did not slow down, which caused them to crash, and the video also shows that the brake light only lit up late. It can also be seen that the van was the first to hit the Southern Star Bus. The Bus was traveling along the National Highway while the van came from the intersection itself going out. 13 were reported injured in the accident and one was dead. According to Philippine traffic law, specifically Republic Act No. 4136 or the Land Transportation and Traffic Code, the tourist van that came out of the intersection had a greater obligation to slow down and yield right-of-way. Under Article III, Section 43 of the said law, all vehicles entering a national highway from a smaller road, private road, or intersection must give way to vehicles already traveling on the highway. In addition, the National Highway is considered a through-highway, where vehicles traveling on it have priority. Therefore, under the law, the driver of the tourist van should have stopped or slowed down to ensure it was safe to exit the intersection before entering the highway. However, just because the Southern Star Bus was traveling on the National Highway and had the favor of the law with right-of-way does not mean it is completely free from liability. According to Section 42(a) of RA 4136, any driver operating at an unlawful speed can lose their right-of-way. Under Philippine law, we have what is called the Doctrine of Last Clear Chance and the principle of Contributory Negligence. Because both “did not slow down,” the driver of the Ceres bus could still be charged with reckless imprudence if it is proven that he had enough opportunity to avoid the collision by slowing down or braking but did not do so.

Bus-van collision kills biker, injures 13 in Alicia, Bohol

A motorcycle rider was killed and 13 others were injured on June 24, 2026 when a bus, a tourist van and a motorcycle collided Alicia town, police said. Alberto Muring, a resident of Bulawan, Mabini, died at the scene from severe injuries. Initial investigation by PSSg. Jonas Rey Bersano showed that a Southern Star Bus driven by Luis Andoy Naquilla, 53, of Calape, was heading toward Candijay when it was suddenly struck by a tourist van driven by Lyl Lepetin, 38, of Loon, at an intersection. The force of the collision pushed the bus across the opposite lane, where it hit Muring, who was seated on his parked motorcycle along the roadside. “Upon reaching the intersection road, the bus was suddenly hit. Due to the force of the impact, the bus rammed into the motorcycle,” Bersano said. Two bus passengers and 11 tourist van passengers, all tourists, were injured. The van driver was also hurt. All were taken to a hospital for treatment. The bus driver is in police custody as investigators work to determine the exact cause of the crash.

Three Filipino archbishops to receive Pallium from Pope Leo XIV

Three Filipino archbishops are scheduled to receive the Pallium from Pope Leo XIV on June 29, together with the solemnity of the Holy Apostles Peter and Paul.

The Pallium is a sacred vestment made of wool that symbolizes their authority as metropolitan archbishops and their close unity with the Holy Father.

The Pontiff will lead a Holy Mass at St. Peter’s basilica to bless and hand over the vestment to the newly appointed archbishops from different parts of the world.

Among those who will receive it are Bol-anon Archbishop Alberto Uy of Cebu (59 years old), Archbishop Charlie Inzon of Cotabato (60 years old), and Archbishop David William Antonio of Nueva Segovia (62 years old).

Archbishop Uy was appointed to go to Cebu on July 16, 2025 and was installed on September 30 of the same year.

Inzon was also appointed to Cotabato on September 8, 2025 and assumed office on December 8.

Meanwhile, Antonio was appointed to Nueva Segovia on November 4, 2025 and was formally installed on January 14 this year.

Before the ceremony, Archbishop Uy called on the faithful to pray for them so their trip would be successful and safe, and so they could become faithful shepherds of the people of God.

The Pallium, which is worn over the shoulder during liturgies, has six black silk crosses and three pins that remind us of the nails of Christ’s cross.

The wool comes from lambs blessed on the feast of Saint Agnes and placed near the tomb of Saint Peter before the traditional blessing ceremony every year.

Mayor Piollo calls Lila poultry plant a game changer

Lila Mayor Arturo Jed Piollo described the construction of the modern poultry dressing and processing plant in Barangay Catugasan as a “game changer” and a historic investment for the town, which he hopes will strengthen the economy and help lower food prices in Bohol.

According to Piollo, during the program for the groundbreaking of the plant on June 26, this is one of the largest private investments that Lila has received and is expected to attract more investors in the future.

The mayor explained that the state-of-the-art facility will provide great benefits not only to Lila but to the entire Bohol by strengthening the supply chain of the chicken industry and reducing production costs.

Piollo pointed out that since the dressing plant in Alburquerque closed, poultry growers have been forced to bring their live chickens to Cebu and Dumaguete for processing.

Because of this, transportation costs increased, some chickens died during the trip, and the price of chicken products also went up.

He said that through the new facility to be operated by San Miguel Foods, chickens can now be processed within Bohol, which will reduce costs and provide cheaper poultry products to consumers.

Piollo added that the plant will also be open to small and large poultry growers, including backyard raisers with 1,000 to 10,000 chickens, as long as they comply with the required quality and sanitation standards.

The mayor also expressed that LGU Lila aims to increase investments in aquaculture and other agriculture projects, while he urged barangay officials to support investors in order to provide more jobs and development in the community.

Piollo also revealed that representatives of the Lucio Co Group recently visited Lila to look at investment possibilities, while another group is interested in partnering with the town for a proposed economic zone, a sign of growing investor confidence in Lila.

AirAsia to replace aircraft, resume Bohol routes after suspension

Philippines AirAsia announced that it will completely replace its old aircraft starting next year along with the return of travel demand, while assuring that its service will return to normal after the temporary suspension of routes such as Bohol to Puerto Princesa and Manila via Bohol starting this October.

According to AirAsia Group Chief Executive Officer Bo Lingam, in Kuala Lumpur, the new Airbus A220 aircraft will be sent to the country by the end of 2027 and the transition is expected to be completed in the first quarter of 2028, where the budget carrier will become the first airline in the Philippines to use this aircraft model.

Lingam admitted that the units in the Philippines and Indonesia have the oldest aircraft, 15 years or older—particularly the Airbus A320—which consume more fuel and are more expensive to maintain.

Because of this, a review of the network and routes in the Philippines is currently being conducted and will be finished within two to three months, to finalize new strategies with local AirAsia officials for the upcoming changes.

Aside from domestic flights, the official also revealed that the previous oil crisis had a big impact, which forced them to increase fares and suspend some regional flights since these were no longer profitable even with full passengers.

But amid the challenge, Lingam promised that compared to the past three months, they will seriously change and lower fares again once the drop in oil prices in the market is finalized.

New environmental and terminal fees implemented at Cordova-Roro Port for Bohol travelers

Starting Friday, June 19, 2026, passengers and drivers using the Cordova-Roro Port Terminal in Cebu going to the town of Getafe in Bohol will begin paying higher environmental and terminal fees.

This additional charge is being implemented to fund improvements to port facilities and the protection of local coastlines amid the growing number of travelers using the Cebu-Bohol route.

Mayor Cesar “Didoy” Suan signed Ordinance 2026-031 which was approved by the entire Cordova municipal council on May 25, 2026.

Under this ordinance, the environmental fee will be increased to P20 from the previous P15 for all those entering the port to be used for waste management and marine care.

For the terminal fee, regular passengers will now pay P15 from P10, while there is a discounted rate of P10 for students, senior citizens, and persons with disabilities (PWDs).

The following new terminal fees will also be implemented for vehicle drivers depending on the size of their vehicle: P25 for motorcycles, P50 for tricycles, P100 for private cars and vans, P150 for light trucks and PUJs, and P200 for large trucks and buses.

However, there are those who are exempted or do not need to pay this including children five years old and below, ambulances, fire trucks, emergency response vehicles, and government vehicles or uniformed personnel on official business.

Those who attempt to evade payment or use fake receipts will face a fine ranging from P1,000 to P2,500, imprisonment of up to six months, or both depending on the court’s decision.

OceanJet to reduce fuel surcharge, fares drop on several Visayas routes

OceanJet will implement a second reduction in the temporary fuel surcharge starting June 20 in accordance with MARINA Advisory 2026-33, which will result in lower fares on several major inter-island routes in the Visayas.

According to the company, the fare adjustment is due to the decrease in fuel prices compared to previous months.

Despite this, gasoline and diesel costs remain higher compared to their levels before the fuel price crisis.

OceanJet explained that a portion of the temporary fuel surcharge will remain for now to support safe, reliable, and efficient operations while fuel prices have not yet fully returned to normal.

Among the routes affected by the surcharge reduction are Cebu–Tagbilaran, Cebu–Ormoc, Cebu–Getafe, Tagbilaran–Siquijor, Siquijor–Dumaguete, Tagbilaran–Dumaguete, Cebu–Palompon, Cebu–Maasin, and Maasin–Surigao.

Under the new fare matrix, the fare for the Cebu–Tagbilaran route will be ₱920 for Tourist/Open Air and ₱1,450 for Business Class.

On the Cebu–Getafe route, the fare will be set at ₱540 for Tourist/Open Air and ₱960 for Business Class.

Meanwhile, on the Tagbilaran–Siquijor route, the fare will be ₱950 for Tourist/Open Air and ₱1,450 for Business Class.

OceanJet warned that even though the new fares will take effect on June 20, they may not immediately appear on all booking channels due to ongoing system updates.

The company added that there will be no fare changes on routes not included in the advisory.

Any possible future fare adjustments will still depend on the condition of the fuel market and the company’s operational requirements.

OceanJet emphasized that it will continue to provide safe, efficient, and reliable sea travel service while also considering passenger comfort and the maintenance of stable operations.

Many netizens and environmental advocates expressed their concern about the condition of the reef and called on authorities to investigate the possible cause of its damage.

As of now, the Department of Environment and Natural Resources (DENR) has not yet released an official report to determine the exact causes of the coral damage at Napaling Reef.

Bohol receives two patient transport vehicles from PCSO

The Province of Bohol received two Patient Transport Vehicles (PTVs) from the Philippine Charity Sweepstakes Office (PCSO).

The Philippine Charity Sweepstakes Office (PCSO) turned over the two new Patient Transport Vehicles (PTVs) to the Provincial Government.

This donation is part of the national Medical Transport Vehicle Donation Program of the PCSO, which aims to improve the ability of local governments to transport patients to hospitals, especially those in far-flung and remote areas.

Governor Aris Aumentado himself attended and received the keys to the vehicles on June 25, 2026, during the ceremonial turnover held at Toyota Mabolo, Pope John Paul II Avenue in Cebu City.

Bohol is one of ten provinces in the Visayas that benefited from this batch of distribution where a total of 18 vehicles worth P38.502 million were given to the beneficiary LGUs.

In his message, Governor Aumentado expressed his great joy and gratitude to President Ferdinand Marcos Jr. and the leadership of the PCSO for their unwavering support for Bohol’s health programs.

“We are happy that our province has received again so that we can add service to our fellow Boholanos,” the governor said.

The two new units are expected to speed up emergency medical transport services and ensure that Boholanos can easily access the needed medical services.

PCSO General Manager Melquiades Robles led the ceremony, who explained that this step is a symbol of their continuing commitment to bring government services closer to communities.

Cebu Governor Pamela Baricuatro also attended the event, who welcomed the guests, together with the governors from Biliran, Southern Leyte, Samar, Eastern Samar, Northern Samar, and Siquijor, as well as PCSO Chairperson Judge Felix Reyes.

At present, the PCSO has already distributed a total of 1,731 PTVs nationwide, which is a big help toward Bohol’s forward goal, as the country’s first UNESCO Global Geopark, to build a smart, resilient, and vibrant province.

PGBh gives ₱2.68M in aid to hog raisers affected by ASF in Bohol

The Provincial Government of Bohol (PGBh), under the leadership of Governor Erico Aris Aumentado, released a total of ₱2.68 million in financial assistance to hog farmers affected by African Swine Fever (ASF).

This move reaffirms the government’s continuing commitment to help the local livestock sector recover from the severe impact of the disease.

A total of 268 hog raisers from the municipalities of Guindulman, Alicia, Mabini, Candijay, and Anda each received ₱10,000 in cash assistance.

The distribution was held at the Guindulman Cultural Center on June 26, 2026.

The funds came from the Assistance to Individuals in Crisis Situation (AICS) Program to serve as immediate relief while beneficiaries look for alternative sources of livelihood.

Through his official Facebook page, Governor Aumentado expressed hope that the aid will ease the burden faced by families affected by the swine industry crisis in the province.

“We hope this will help with their alternative livelihood while they are still in the recovery stage from ASF,” the governor said.

Because of ASF’s heavy impact on Bohol’s hog production, which reduced farmers’ income and economic stability, the provincial government continues to implement interventions.

The governor also thanked the Office of the Provincial Social Welfare and Development (OPSWD), Office of the Provincial Veterinarian (OPV), and Provincial Treasurer’s Office (PTO) for the smooth distribution, which aligns with the Capitol’s Strategic Change Agenda for Social Equity and Human Development.
