The Sangguniang Panlalawigan of Bohol (SP) led by Vice Governor Rene Lopez Relampagos approved on Tuesday, December 7, 2021, an appropriation ordinance that grants incentives for all qualified PGBh officials and employees under Collective Negotiation Agreement (CNA).

In a pre-session conference held on Tuesday, Dec. 7, 2021, Provincial Budget Officer Peter Retutal explained that Supplemental Budget No. 11 for the year 2021 covers the grant of the CNA incentives to all qualified officials and employees of the PGBh.

Moreover, the SP also okayed a resolution approving the supplemental budget to the investment program of the Provincial Government of Bohol (PGBh) for the year 2021.

Retutal added that the Provincial Development Council – Executive Committee (PDC-Execom) has recently approved a resolution endorsing to the SP’s the proposal to add the said supplemental amount to the investment program of the PGBh.

The additional budget to the investment program is a requirement for the granting of CNA incentives for this year as authorized by Department of Budget and Management Circular No. 2021-3.

An appropriation ordinance is needed for funds to be used in the distribution of CNA incentives.

Based on the guidelines, before the incentives can be granted, there factors must be present: 1. An existing CNA, 2. The accomplishment targets of 70% of all offices are met, and 3. The incentive must not exceed more than P35,000 per qualified employee or official.

Retutal added that the incentives shall be released to the employees and officials not earlier than Dec. 15, 2021.

Relampagos expressed his full support of the grant of the incentives as it is one of the benefits and programs that are geared towards the promotion of the welfare and well-being of the employees.

He also conveys his support to the programs aimed to boost the officials and employees’ morale to encourage better productivity.
